I would just allow the player to buy his followers, and perhaps tell him the cost for double the number of followers will be reduced to 3 points (about a -1/2 limitation) after the second doubling. Having 2 followers on scene out of for is not all that limiting, but having 2 on scene out of 32 is. This allows the player to pay full price for what he actually gets to use, but discount on what he cannot use. Perks are already inexpensive because of their inherent limitation, do he should feel okay about it I would think.
  2. Indeed it did go out of print for a time. That was when Champions new millennium came out using the Fuzion system a sort of hybrid between interlock and Hero System light. The Fuzion system polarized the playing populous quite a bit and many people absolutely hated it or really liked it. (This happens with every single edition change from every game producer I have ever seen. It is in human nature to hate and resist change I guess.) Then the new team came on board bought the property and started cracking out material like madmen. as for the timeline, if you are lucky one of those people involved will reply.
  3. You have the cost correct. Generally special powers simply are not allowed in a frame work. However your game master may allow them to simulate effects that make sense such a a gadget guy making binoculars. In some settings it makes sense that certain spells must be studied individually such as immortality or Dragon form. In others you may be able to convince your game master to allow some exceptions for you. I would tell him your ideas and see what you can agree on. Then just tell hero designer to ignore the rule.
  4. I agree the most practice way to do it is to purchase a duplication to represent either the powers of the head without the body or the body without the head (whichever is cheaper). Then apply the side effect limitation that original losses skills or abilities of the other (a -1 in my opinion).

In Soul of the Fire this type of spell was used very effectively against Richard Raul, and in Wizards First Rule this type of spell was used to trick the First Wizard into being responsible for killing his own. I think it is an amazing and insidious was to deal with healers, but if used to often it will anger your players.
  6. Grabbed it and will be giving it a look through next week. I have had a lot of fun playing in Westerns on roll20.net so I think we will get some good use out of this one.
  7. I missed that he had 90 AP. I your build would work better. I did not worry about breakout because it is a 0 endurance and constant power. So he starts it and just keeps stacking it on top of the previous effect. But you are definitely right about it not being subtle, that was what I was trying to get out of IPE but I don't think it is rules legal.
  8. Perhaps bump the cumulative up by another doubling, but I do not know the active point limit of the original posters game.
  9. Good catches Hough, I don’t like the Change Environment it is too costly for what is needed, but perhaps if the CE where reduced to -6 to Ego Rolls. With this build (another Mind Control) the character would activate his power for a while ahead of time again (however long it takes him to have 12 phases). Once he felt the power settle in, he would continue using it. As he goes about his business. As soon as he stops using his power people are able to perceive him again. It is not persistent by design because he said he wants the power to stop when he stops using it, so people would get Ego break out rolls as soon as they had a reason. Doubling: I did forget the doublings, good catch. AVAD: I wanted to make sure characters with Mental Defense would be immune to the power (because of the way I envisioned it, not because of what the poster said, I made it penetrating on this version). Mobile: No real need for mobile at 40,000 kilometers it covers the entire planet. But I did forget to put personal immunity on it, it would suck if he forgot himself. 29 points Horns: Mind Control 1d6, Dismissable, Area Of Effect (4m Radius; +1/4), Invisible Power Effects (Invisible to Mental Group; +1/4), Personal Immunity (+1/4), Constant (+1/2), Reduced Endurance (0 END; +1), Penetrating (x2; +1), Cumulative (48 points; +1 1/4), MegaScale (1m = 10,000 km; +2); Only to Achieve One Effect (Forget Me with Target Does not Remember; -1), No Range (-1/2) 72 active points Personally one of my favorite things about Hero is designing these powers and seeing how they balance out. This power would be a super huge Stop sign in 90% oif games and as a GM, I would allow it if the character included Lockout and Canceled by Combat.
  10. I would build as follows. The result would allow them to interact for only a single action before most people would start ignoring you again. This does not include the lock out or any accounting for AP limits. 37 Horns: Mind Control 3d6, Attack Versus Alternate Defense (ED; All Or Nothing; Mental Defence; +0), Area Of Effect (4m Radius; +1/4), Personal Immunity (+1/4), Cumulative (+1/2), Reduced Endurance (0 END; +1/2), Constant (+1/2), MegaScale (1m = 10,000 km; +2); Only to Forget Me Now (-1) 0 The way this is built if you activate and keep stacking the power for three phases before taking action you will have achieved an Ego+30 effect (Ego considered 0 because of Attack versus alternate defense only Mental defense counts). That means you could go so far as slapping someone and their aggravation would fades super-fast.

  15. This i did not know. I have been cheating the martial artist by only letting their martial dodge protect versus melee.
  16. Under Combat Skill Levels, it states a skill level used for DCV protect against attacks of that type (hand to hand or ranged). If you tell me which book, I can give you the page number.

  18. Others have already given you the answer by RAW. I have allowed packages to be excluded before in the past as long as they were packages I designed without issue. However letting players design their own packages can often end up with game breaking situations in previous editions. In sixth edition, this turns out to not really be a problem as disadvantages do not increase your point allotment.
  19. Have you considered buying the armors as vehicles? Your character has a collection of 8 vehicles each worth 300 points. He pays 75 which is in the active point limits of most super games I know. Then buy up his combat driving.
  20. The most effective entangle I have had a character build was simply a Penitrating Speed Drain. It was so effective against any single foe that he would only feel threatened by multiple attackers. For 75 points he had 5d6 of "Tempral Deceleration ". Once the group had a bad guy he could safely hold him for the authorities.
  21. No, not really. While each Warren includes a throne. And sitting on that throne makes you the ruler of that Warren. There are many more ascended being s. They are grouped into houses (which correlate to Warrens) and un-aligned. The path to become ascendant can be as simple as sitting on a throne, being selected by another, or becoming famous for some legendary feat. At one point an entire battalion becomes ascended at the same time. The primary benefit from being ascended is as follows: Immune to aging Can only be killed by mortals, yes mortals that is not my phones autocorrect (unless it is a time of change) Increased prowess within your role. For example if you are made the first sword you would get what I consider to be about +5 to your combat abilities, if you sit on the throne as the ruler you get unlimited endurance for casting spells of that Warren and can even deny it to others. This would be from about 75 to 150 points depending on if the Warren is week or strong. Become Soul Taken: this means you gain a multiform into an iconic shape. Pass through and even live in the Warren indefinitely and with ease. That is all that comes to mind right now. But being ascended makes an awesome character, more awesome. But it does not translate into what we would consider godlike. There are three primary ranks Ascended Gods (powerful older ascended) Azoth/Elder gods. You are either born an elder or not, but they do have descendents. To me the different races are cookie cutter fantasy races with longevity add to some and new names. For example the ande are obviously elves.
  22. This is one of my favorite series. I would love to see what you come up with. In my mind most of the races are simply renamed common fantasy races such as High Elves, Moon Elves, Dark Elves, Ogre, Half Ogre, and Orcs. However handling the Warrens correctly would be hard without making then really expensive. Yes most characters only have access to one Warren, but Quick Ben has 12. I imagine my normal thinking of each Warren being its own power skill and multipower would get ridiculously expensive.
  23. I would add them together as a form of common sense. I know game mechanically they should not, however I imagine it like ingesting poison delivered by two separate assassins. If you have two people trying to brain wash you the same way, or two trying to turn you into sine the same way it seams like it fits.
  24. I would be disinclined. The high strength characters already have so many advantages, and martial throws do not really pit strength versus strength, instead it is more momentum and leverage. The throw already has a large list of defences that do work against it and you would be awarding extra powers to the high strength character even though he did not pay for them at the expense of the character who did pay for a fancy attack. But my opinions are far less valid in your games than your own.
