One thing, although I'm Canandian, I've noted that most departments use .40 S&W pistols for beat officers, while detectives purchase 9mms.
The reasoning, I was told, is due to penetration issues with the niner. It can (Not always) go THROUGH the target doing less shock damage and perhaps hitting an innocent bystander, while a .40 will stay in the body of a target, same applies to a .45ACP bullet, it's a better manstopper, although being a bigger round means less in the clip.
Detectives, on the other hand, tend to prefer the 9mm because of the fact that it's lighter, easier to conceal and frankly, rarely go into a situation where they have to shoot someone.
