    Simple, make them an automaton or vehicle with no consciousness.  Thus no mental attribute and they are effectively immune to mental effects.

    Crud.  I just refreshed and saw your alternative.  That may be a bit _too_ simplistic (not on its own; it's fine as-is, but as a replacement for your original idea, it seems to run almost as far in the other direction), but I'd totally consider something like that.  At least, if I used Viper, I would.

    I'm not to sure. It seems pretty dark for most settings. it would all come down to the actual adventure itself. Does Viper have away to reverse the effects turning it back into a normal baby? 
     
    Looking at the character sheet, given the baby has an intelligence of 1, and the attention span of a toddler, I think most of its powers should have Uncontrollable on them. As it is not likely the baby would know what power to use in a situation or how to best use them and will be easily distracted, etc... probably attacking Viper and the Heroes in equal measure. 
     
    Also, since it is a toddler with 1 INT, there isn't any real way to safely capture it as it is so powerful, unless there is a way to reverse the effect that created it the odds are they would have to either have kill it (for the greater good). Maybe the team could knock it out and keep it knocked out long enough to get it to a supermax prison for super villains before it wakes up. but that is also pretty dark putting a baby in a cell until it grows up enough to control its powers. I assume being fed by robots and machines since it can't feed itself. And with an upbringing like that it might as well stay in prison its whole life because it would definitely become a super villain if ever released.

    Just to say this ahead of time, I choose option 4: "Ughhhh! Why inflict the horror on players." That is way to dark for me.
     
    That being said I will still mention what information I can.
     
    Champions 6E actually list a number of "Villain Archetypes" this monster baby could fall into:
    Animal:
    "Whether an actual animal (in its natural state,
    or mutated) or an animalistic humanoid, this creature is movivated by the basic drives — the needs
    to eat, reproduce, survive. An animal villain is not
    likely to become the personal enemy of a PC, and
    may well evoke some sympathy from the heroes
    — afer all, an animal is only a supervillain when
    things have gone very, very wrong for it (i.e., it’s
    been horribly mutated, transplanted from its native
    environment, or the like). Animal villains are also
    ofen wounded, one cause for their rampages. Tis
    character’s powers tend to be concentrated on
    combat abilities and movement powers.
    Some campaigns feature a variation on this
    type of NPC — a sentient animal villain, such as
    a hyperintelligent talking gorilla. Ofen frustrated
    by their inability to live in human society, and/
    or by their perceived superiority over “foolish
    humans,” these villains lash out, seeking to destroy
    or conquer that which they cannot be a part of."
     
    Puppet:
    " Tis character is partly or completely
    controlled by another villain. He may do that
    villain’s bidding out of love, out of debt and a sense
    of honor, out of naivete, or because he’s being
    mind-controlled. Puppet characters tend to evoke
    a certain amount of PC sympathy... as long as they
    are not responsible for their situations. Tose who
    follow another willingly, even though they know
    right from wrong, don’t earn much sympathy from
    the campaign’s chief heroes. Tis character may
    have any sort of powers."
     
    Chapions 6E 154 lists possible Adventure hooks under "Man vs Nature": " A force of nature assaults an area and stays there, continuing to do it harm. Examples: hurricane, plague, giant Japanese monster (which keeps returning to the city)." And if the baby/child just grows fast enough quickly enough it might jsut be a Godzilla (in the same sense like a giant Animal would be).
     
    And I could have sworn I saw the term "Force of Nature" Villain used someplace else. Something wich can not be fought, only redirected. But even a text search on the PDF's fails to find it.

    This is very similar to what happens in Butcher's backstory in The Boys.
     
    I might use it, or be willing to play in a game with it, if the campaign was described from the outset as being very dark. Otherwise I'd sit out the story line.
     
    By and large, I play supers for the lighter, funnier side of punching people in the face.

    I'm with Christopher, though my vote went wrong-- I selected the last one first, thinking I would be able to chose more than one.  Of the choices, "why inflict the horror on the players" is more accurate on a "choose only one" scale.
     
    To give fair feedback, it is well thought-out, and is an interesting closer examination of the "dad worked in a nuclear reactor and I was born with powers" type origin story: sort of a microscope on a well-established trope that has actually had very little close scrutiny, and I applaud openly for that.
     
    But it's not something I would use: there is just too much negative for the enjoyment of myself or any of my groups.  It's not just the darkness of the origin, but as you stated: the constant prodding of morality, and even if you successfully neutralize the baby's powers (am I right in assuming that's likely not going to be an actual option?) and find it a home, one day it will grow into a hormone-ladden teen that has to deal with having killed his or her own mother, and there will be all those Viper appearances throughout the rest of his life, etc.
     
    It is _not_ that it isn't a great idea; it is not that there is anything inherently wrong with the situation you have described, as fiction goes.
     
    It is simply that my friends and I play for a brief bit of escapist fun.  Sure we wrestle with morality from time to time, but not so deeply as make it a major driver of the entire campaign.  We tend to shy away from anything so deeply fraught with grim dark edginess that going to work for sixty-hours the next week is a welcome escape from the game.
     
    But as I _did_ vote, if there was a way for the baby not be an orphan at its own hand-- even if the mother _barely survived_ and spent the next six months in ICU, and a way (no matter how difficult and fraught with peril it may be) to rescue the child and _safely_ re-unite it with it's parents  -- undoing the powers, or even some simple bit of jewelry or magic that suppressed them until the child was old enough to teach--
     
    you know: something to take postpartum abortion _off_ the menu entirely?  
     
    Less grim dark edgy, and I'd likely consider it.

    This idea came to me in a dream and I have adapted it for my game but I thought it might be an interesting thread.  I want to hear feedback on the idea and possible challenges/changes to the adventure seed.
     
    So Viper is creating new super powered people.  One of them was this female reporter who was unknowingly pregnant at the time.  The enhancements strangely enough worked (10%), did no harm(?) (40%) or killed the patient (50%).  In this female reporter's case, the enhancement process did no harm, or did it?  After being freed by the local superhero, the reporter found out she was pregnant.  The pregnancy went OK for a while but complications near the end of the pregnancy started to show up.  The doctors decided on a C-section and that is when the horror began.  The baby was affected by the enhancement and has started to grow.  As is normal, the baby started to kick while in the womb and it was as if the mother was getting punched in the midsection by a professional boxer.  The doctors didn't understand this  but the baby's development was rather quick and they decided on a c-section.  The baby at first was puzzled by the cold air and then the doctor spanked the baby as you see in various tv shows.  Well, the baby was having none of it.  It kicked the doctor through a wall and attempted to fly back into the womb (doing a move through on the mother).  When the now dead mother's body started to get cold, it began to scream destroying most of the maternity ward.  Viper who was keeping an eye on the mother for future possible kidnapping pounced on the baby and was able to capture it.  It has quickly grown into a toddler (with an increase in powers and abilities) when the heroes find the baby locked in a vault playroom/nursery.

    Hrmmm, ok too dark.  My campaign is fairly dark right now (Trump as President, Viper running the US, Dr Destroyer ruling the sky and Mechanon infecting various 3rd world countries).  I'll lighten it up using the standard Supes origin.
     
    I've added a 6th choice to up the story line if the scenario were something like:
     
    Viper infects a large number of people of various ages to see if the super enhancement program would work.  Its works but too well in one case and a toddler gets super powers and starts running amok in the Viper base.  When the supers come upon the base, the base is in an uproar and Viper agents are asking the supers for help.

    Here's an annoying way to do it.  I'm just thinking out of the box here, so take it with a grain of interdimensional salt.  
     
    Dimensional Travel usable against other 1 dimension target triggered area of effect.  
     
    Thus if they attempt to dimensional travel out of the area, they trigger the dimensional travel and are back to this dimension.

    Practically speaking, Mind Control is just the name of the mechanic.  You could base it on CON or possibly other stat with GM approval.
     
    As for making a person stop breathing, you should be able to.  After all, the rules do allow you to hold your breath until you pass out.  Stopping autonomic functions would be probably some other attack.

    Personally, I'd ask the GM if I could reserve a pool of points for contacts.  Then when you visit a new dimension, ask the GM if there are any contacts you might have or suggest to the GM some contacts and pay for the contact from the pool.  Just be sure to constantly replenish the pool with XP.
     
    Some other ways (though most GMs won't like this) is to create a Variable Effect Contact.  The contact is effectively the same in cost but the variable effect says this is a different person.  Example:  Sam Jones is your friend in every dimension.  But in Nazi world, he's a secret resistance fighter/mechanic; in Steampunk world, he's a zeppelin pilot, in dinosaur world, he's the tribe's eccentric inventor of fire and the wheel; etc.
     
    Another way is to create a floating DNPC which you have to help but make them have usable skills and abilities.  This is very much like what the Doctor has.  Note that some people abuse this as a way to get point and a follower at the same time so many GM will either frown on it or make sure the dependent part is overly stressed.

    I would like to interject with the mind control, the command could also indicate that the target expend end in the spasms.  Thus the target may be using its full strength and pushing (10+ end per phase).  This wouldn't require a secondary attack to simulate the STUN and END loss.

    I think the easiest for people to start with is the brick.  Lots of damage, high defenses, a few options, easiest to learn.
    Most playable is I think the martial detective.  They usually are well rounded and have sufficient skills to keep the player happy in most game scenarios.

    I think one of the points here is, a complication is something unique to the character.  If the GM says all PCs have to have a 0 pt CVK.  Everyone has a 0 pt CVK.  If they give you points for it, that's nicer.  But if you are the only one with the complication, then it will haunt you in the game.

    In Ultimate energy blaster it describe using special effects to add a small advantage based on situation.  So a wet person is more conductive than a dry person.  The easiest thing is as a GM, you hand wave it and give the attack a penalty or bonus and explain it as such.  In the case of a wet person, the attack might give +1 OCV or maybe +1DC to a blast or KA.  It might add +1 Body to an entangle.  It could also add 5 normal defense to a fire or heat attack. I would say 5 active points of advantage for the situation should be enough.  Just be sure to be consistent.

    Steve Kenson was originally developing his Freedom City setting for 4E Hero System, but that didn't work out, so he eventually converted it to Mutants and Masterminds. But he still had Hero character sheets for most of the characters from the first edition of the M&M setting book in a RTF file, so he ended up putting that on his personal website for free viewing. I don't know if it's still there after all these years, but I did save a copy.

    The easiest way to transfer between M&M and Hero is to not look for hard guidelines. Use the basic concept to recreate the character in Hero. A general rule is that a PL10/150pp character should be around a 400 point beginning character. So a power at 10 might be around 75 AP in Hero, making a ranged damage 10 blast around a 15d6 blast. If you want to simplify it even more, that 10 damage could be a 10d6 blast.
     
    EDIT: I'll note that some of the AoV villains began their life as Hero characters. I remade them in M&M by just working with the concept.
