    To me, the game starts during character construction. After the group has decided on what kind of game we want to play (street level local, city's best and brightest, national hero team, global protectors, etc.) and players have the basic power builds in place, we have a group session where we build out Disads (or whatever they are called these days), and establish a "history" of the PCs. It is a free-form shared story telling session, where I push with questions like, "What was the first case Captain Cosmo and Ice Princess worked on together?" and let the two players throw out ideas. Then "How did Ice Princess save Big Mojo's life?" and the two players come up with a story. "What secret did Big Mojo uncover that required the Lioness to help him?"  etc. 
     
    I write it all down as we talk it out. We build the disads based on the story... "Ok, so that means Captain Cosmo has now seriously pissed off the Hunger Man, so that is a hunted right there," and players will ask, "So, I was thinking that is when we ran into VIPER... or is VIPER not a thing? Another kind of group?" and I can provide some key world building details like, "Let's go with the VIPER having been pretty much demolished over the years of fighting off heroes and law enforcement, but let's say you've run into some kind of organized crime ring using high tech, but one that has no name, yet."  etc. etc.
     
    After we have this session, the more traditional game play starts, but the great part is, you have players already invested in the world, because they helped shape it, and PCs already invested in the "team"... and I do my best to weave in the pieces of the story that the players came up with, which gives me fodder to work with and let's me know what the players think would be fun. So when "the Hunger Man" shows up, the players already have the "oooh, Captain Cosmo has a problem!" right from the beginning. Whatever the first couple adventures are, they are shaped by things the players introduced, mixed with my own plot ideas... and so, hopefully, have a unique, immediate hook for the players to be invested.

    If they have any dice rolling RPG experience, I honestly would simply say, "Roll low to hit or perform a skill... roll high for damage!" and leave it at that. Let them ask about the rule and get an explanation if they want, but usually I can just glance at the roll and tell whether they hit or not/make the skill check or not... and in fact in engenders a "close enough" kind of deal that makes the game go faster. I did this for folks who were basically newbies to RPGs as well as some just new to Hero... those who cared about the rules, we had side converations, those that didn't, it didn't matter.
     
    Now, this was a group who basically described the kinds of characters they wanted, based on the world concept, and I built the characters for them. I find most "newbies" are happy with this, and honestly, if you take the "I wanna make my own character and force 'em into your game" mentality out of it, and build the characters specifically for the game, it gets much better all around, anyway.
     
    Just my experience, but those that care to know about the rules will easily figure out the quirks of Hero die rolls... those that don't, won't, and happier for it.

    I hate players like this. Just tell him he can put as many points as he wants in the power, make his builds as complex as he likes, but in the end he will only ever do/roll one attack that does 8 DC. Even if the build comes out at 10 DC or 20 DC, you don't care. He will only do 8 DC. It is your game. He either goes by the cap or he doesn't play or he is just wasting points.

    I'm in agreement that it is a presence attack with a skill roll modifier... conversation, charm, persuasion... any of which could work. 
     
    Edit: Actually, it really depends on the extent of what they are trying to do and the circumstances. If the target of the stall doesn't really know they are being stalled (keeping the nurse at the desk while someone slips into the patient's room) then that is a skill roll, conversation or charm... but the target is actively being stopped from acting... (Hold on! You don't want to shoot me because...!" to get the villain to not pull the trigger on a raised gun...) then THAT I'd say is an active "attack" on an opponent and needs a presence attack... skill roll to help.
     
    Circumstances are important in how I'd rule this in a game.

    Another way to do it would be to use a PRE attack.  You would get a bonus for appropriate use of any interaction skills you make.  This would allow any character to try, but those with good PRE and appropriate skills have a much easier time.

    It's basically a PRE attack.  How it's worded, and with say a Conversation, Oratory, or Persuasion skill would enhance it's effect.

    I don't think we should underestimate the eagerness with which the black movie-going audience around the world is anticipating Black Panther. It looks to be a cultural touchstone for that community, like Wonder Woman was for women. Every black person I've spoken to, read, or watched online, who is aware of this movie, displays a "finally, one for us" excitement (for particular reasons I described earlier on this thread).

    Oh... I'd already found John Wick... thank you! While over-powered (as any lone action star carrying an entire movie often is) for PCs, I tweaked this build just a little and kept it as what the "best-of the best-of the best" would possibly look like in my Secret Worlds campaign. (note: I finally saw JW2, and while an abysmal action movie, it was a stunning art film from a cinematography and choreography, POV. If the next movie follows this trajectory, JW3 might lack not just a plot and substance, but even dialogue and character... the whole thing becoming a 2 hour, kaleidoscopic dance routine with guns.)
     
    And thank you, IndianaJoe... I did find those 5th Edition skill lists for special forces, etc. It was a good start, but I guess I'll have to build my own. I always liked the old books, that had things like full write-ups for "low level ninja, medium level ninja, god-like ninja" as reference. I'd really hoped to find something like that... "realistic SAS vet, cinematic SAS vet, super-heroic SAS vet" or whatever.

    Dark Champions is 5th edition, but goes into some detail about what skills an ex-military character would have. Converting the various packages to 6e is trivial.
