    Do you have the source book, Vikings, published by Iron Crown Enterprises? It has game stats for Rolemaster and for HERO Fourth Edition. Very good historical, cultural and mythological info, numerous maps, evocative B&W artwork, and stats for a great many items, including Norse-style magic, creatures, distinctive character classes, and NPCs. More grounded in reality than the God of War computer games, though -- no stats for gods, for example.
     
    Available in both PDF and hardcopy, but you might have to shop around for them.

    It's these sorts of discussions that chase me back to want to use 2nd or 3rd edition rules. Much less to read.

    I did a bit of stuff with the Golden Age about 15-20 years ago.
     
    Golden Age superheroes were very cookie cutter. After noticing this, I created a template that included the common features of most Golden Age heroes, allowing me to really churn out the write-ups.

    If I get around to it, I will post it here. It's on my old computer, so I can't just grab it. In any case, it was based on 250 point 5e characters, and would take a bit of modification for 6e and another point total.

    Briefly though, I went with 20 Str, 20 Dex, 20 Con and 5 Spd as the baseline. About 100 points of characteristics, 125 of powers and 25 points of skills. Modify from there. Fairly low powered, but everyone was more or less the same. Naturally, these were starting versions of the characters.

    The cost of Strength was set in comparison to that of Energy Blast and Martial Arts.
     
    When you muck about with Strength, you have to consider its impact on the others to make sure you aren't breaking the game.

    That doesn't mean it was set right in the first place, but if it was a real problem someone might have noticed.

    The skill levels issue is not dissimilar to Figured Characteristics.  Buying up the components of a characteristic increase was, and is, much more expensive than buying up the characteristic.  That carries the same incentive to inflate characteristics.  Given the Hero mantra is to get what you pay for and pay for what you get, this is a significant inconsistency in the system.
     
    As to lower CVs, like lower DEX  and lower SPD, it's all relative.  That really slow Super likely does have a combat level or three (the 18 - 20 DEX bricks did, and dropping them to 8 - 10 DEX would not change that).  But a 5 OCV hits a 5 DCV just as often as an 8 OCV hits an 8 DCV, so that relativism remains.  But this would allow those Agents to hit with more frequency (and see their lower-DC attacks bounce off) instead of having ti kit out near-Super VIPER agents to make a dozen or two at least a bit of a challenge.
     
     
     
    23 DEX was the default, if not in the 1e example characters, certainly by the time we read the first Enemies book.  But we had no indication that 23 was well beyond an above-average to exceptional human in 1e!  As players, we didn't think our typical Energy Projector was an olympic-class gymnast or had an OCV and DCV comparable to Bruce Lee.

    Figured is better, precisely because of the cookie cutter effect. It makes sure that the characters are within the guidelines, and not too far apart from each other.  The other problem I have, is that in fifth, and before the point system was economic, and in sixth, its more like taxes.  I prefer the looser accounting and bargain hunting from the earlier editions. In Fantasy Hero the Package deals made character creation a lot quicker, where one would just copy down a stack of package deals, and add a few items outside the deals for flavor. Character creation demands  software to create the charactersm now, It is nigh unto impossible if you have poor math skills like me.

    I find these builds annoying.

    Batman is stronger, faster and tougher than most other supers, not weaker, slower and less tough. Those that are better than him in those areas are generally the ones that are super-strong, super fast and super tough.

    That's the source material, generally speaking. There are exceptions, obviously.

    This is why it is a good thing that the Normal Characteristic Maxima Disadvantage was dropped. It encourages dumb builds, or ones that circumvent it, meaning it's not actually a Disadvantage.

    2e and 3e Champions had the "Reasonable Characters" section, which concisely laid out characteristic ranges that work for many (not all) superhero games. If players followed them, their characters were a lot less likely to suck in play. Something like that would be useful for 6e, or a notional 7e.

    Tolkien's Elves didn't have particularly strong roots in folklore/myth. Few previous representations had them as such physical beings.
     
    By themselves they were just ordinary folks, in a mythological kind of way. They only appeared superior when they were compared to humans.
     
    Even then they were just gosh-wow forces of nature - until you get Legolas. He's the Mary Sue.
     
    And then you get all the RPG players. .
