    Re: Hit Locations, too high or just right? Like I said in the other thread, they may not be 'realistic' (for a given value of realistic, considering that OCV and DCV are abstract qualities), but they seem well-balanced, which is more important.

I'd buy that, except the Hit Location chart is very consistent with starting at the top and working its way down, putting Location 13 below Location 12 (The Stomach). Of course, there's a fair length of body there. So, location 13 *can* include the groin, but it doesn't *have* to. The intestines and kidneys (depending on the angle) would also be valid.

    Re: Blinded by the Light -- How much of a Physical Limitation (if at all)? If he has easy access to gear that can negate the penalty, make it Infrequent. Someone is, eventually, going to say "Oh, look, it's a Nocturnian" and rip/shoot/TK the goggles off his face. How Impairing it is depends on how big the penalty is. IIRC, it's probably worth the moderate severity (Greatly?).
