    I'm working on a group of golden age villains. Take the basic idea of a sentai team (ie each member wears a costume of a specific color), have their costumes be zoot suits, and have them wear lucha libre style masks. The first member is on page 203, drawn by Anthony Green. I doled out the other 4 to 2 other artists, Dan Houser and Juan Paolo Manitata. Dan sent me sketches of his two pieces yesterday:

    Having watched at least part of one of the videos, what I saw was that he unholstered his weapon when--and only when--two young men began approaching him while he was dealing with the girl. They immediately retreated (in fact ran off, pursued by other cops), and he holstered his weapon. I never saw him threaten the girl with his firearm. Did he overreact two young men moving quickly toward him? I dunno. Did he draw his weapon on a teenage girl in a bikini? No.

    First of all you generally can't put Restrainable and Focus on the same Power without GM permission and a dang good reason.  Second of all, Wolverines claws are not removable and thus are not Foci, period.  Thirdly, not being able to use a Power that shoots out of your hand effectively when handcuffed does not make that Power Restrainable, That is simply part of choosing the Point of Origin for the Power.
    6E1, pg 126:
    Wolverine could use his claws against some forms of restraint and not against others.  Just like every other character with powers that come from their hands.

    Agreed on all points.
     
    It wasn't so much the why.. as the how.
     
    The Holmesian villain mastermind was essentially ineptly trying to identify an archer among all the world's archers in a pre-Internet world by narrowing him down through the most commonplace piece of his shtick.. with a silly faked accent, deerstalker cap, oversized magnifying glass, non-functioning violin with a Walkman inside, and clay pipe, accompanied by hired thugs he called Watson. All of them. And whenever he ran into a dead end in his investigation (the GM later explained), he'd commit a crime to attempt to obtain new arrows. I never saw the write-up, but it was very Keystone Cops and hilarious.
     
    EDIT: In retrospect, I realize I'm seeing this as sillier than it seemed at the time, given our modern age of Internet, DNA testing, trace evidence testing, CSI television shows, and the like. Magnifying glass and arrow shaft seems quaint now.

    I'd suggest you read the section of the 6th book I quoted earlier. It does not follow the rules.

    It has to follow the game mechanics and the rules. That is the point.

    IF we are going to say that Jedi/Force TK does not need IPE then what do we now do with characters like Green Lanterns and Starman with clearly glowing TK?  Do they now qualify for an additional Visibility Limitation? If not, I see a damn good argument for it.

    I'm really uncomfortable with this line of reasoning. Frankly, there is nothing in HERO that requires high IQs, though there might be a correlation between people with a STEM focus and HERO system mastery. My hypothesis has more to do with the way that information is presented than anything else; simply put, until 6th edition, HERO has had a very dense presentation, and that's just not an effective way to communicate information to everybody. For some learning styles, it's great!
     
    But it is entirely disingenuous - and frankly unworthy of this community - to posit that people who "get" hero quickly must have a higher IQ than others.

    Everyone says you can't herd cats. Like hell you can't. You can herd cats very efficiently with the right tools and trained personnel. Two dozen guys manning eight or ten firehoses can do a fine job.

    Prior to the deconstructionism of the 80s and the nihilism of, well, Millar, four-color superhero comics allowed the reader to safely assume that innocent bystanders miraculously avoided death and dismemberment despite the massive environmental carnage happening all around them. That's the genre convention I prefer as well.
