That particular picture, no, I think is rather pre-1980; early 1950s, perhaps 1940s, is my guess.  I haven't seen USFS signs with distances laid out in fractions of miles in a long, long time (miles are still in use, but nowadays it's usually decimals).  The pic wasn't attributed at the site where I found it.  The location is well north of Mt St Helens.  My guess is that the signs are atop a relatively recent landslide or mud flow, and the damage to the signs are gunshot scars from hunters, etc.  Mt Baker is still active, but since the 19th Century the most it has shown is steam venting and some melting in the glaciers on the mountain.

 

The post before that ... Destruction Island is the site of miscellaneous disasters, including a couple of massacres and multiple shipwrecks, hence the lighthouse (though that's not operating now).  It's off the Pacific Coast of Washington state, and rather distant from Mt St Helens (and north and west of it, with the Olympic Mountains between the volcano and the island).

 

There's other cheerfully named points in the Puget Sound, perhaps the easiest to visit is Deception Pass, over which is a spectacular road bridge.  Not far from there is Dead Man's Bay (and Big and Little Deadman Islands).
