He propably only threw that in to point out that belkar is "still evil". http://www.dandwiki.com/wiki/SRD:Protection_from_Evil On the plus side it does prevent mental effects from working on the target, regardless of allignment. Chances are, she's not going to appear again in the script, thtat, like Eric's son, Jimmy, her plot function is as a character who got away. She has, however, appeared in a number of fan theories. Both Bozzok and Thog have been proposed as owners of the eyes. Of the two, I would be happier seeing Thog, because he's fun. At the same time, I can definitely see the opinion that Thog was a mistake in tone from the beginning, as was acknowledged in the arena duel, and is better off left buried. There seems to be some confusion here. That is Crystall. Former 2nd in command of the Thieves Guild. The guild that has an half-ork as leader. The one that got her hair cut of, live ended and weapon stolen by Haley. The one that before used the words "nice boots" before in combat. Unless you're packing the right gear/enchants/prestige class, you can't crit or sneak attack golems -- which neutralizes a LOT of what Haley can effectively do.
