I guess it depends what group and what incarnation etc. I remember when Wizard magazine used to cast various comic book movies back when everyone just dreamed of them but never took the idea seriously. And a convincing German accent. Like, say, Hugo Weaving as Red Skull. That guy has more talent in one eyeball than most actors in their entire career. Some of the high ranking UNTIL guys could work as this, but they aren't portrayed as that hands on. Still, a Coulson-style agent would be simplicity itself to create, and a more senior guy could make Fury style cameos. From UNTIL: Defenders Of Freedom: "The Secretary-Marshall is the supreme commander of UNTIL. He has control over everything in the organization, from the lowliest private right up to the Field Marshall himself. He reports directly to the Security Council. In the history of UNTIL, there have only been two Secretary-Marshalls: Juan Alfonso Martinez de Casarez, affectionately known as “Major” Martinez because of his former rank in the Paraguayan military; and the current Secretary-Marshall, Wilhelm Carl Eckhardt of Germany. Eckhardt replaced Martinez as Secretary-Marshall upon the latter’s retirement in 1990. Martinez currently holds the honorary position of “Secretary-Marshall Emeritus” and serves as advisor to Eckhardt." There's two candidates there. One has a character sheet. (Martinez had one in an earlier edition, but it would need work). The Field Marshall is another candidate. Or you could go with someone less senior.
