Let me think...Ladybug has a one slot VVP with No Concess Control at the -1 level which is the item needed to solve the problem. Cat Noir has a NND RKA which can only be used to break down objects.

I believe that distribution of The Orville is limited to a few countries. It's made for the Fox TV Network here in the US, and episodes show up on the Fox website, as well as Hulu and Amazon Prime, but the last two require subscriptions/purchases. Wikipedia lists it as available in the UK on Fox UK's streaming service, in Australia on SBS Viceland and SBS on Demand, and in New Zealand on TVNZ On Demand.
I haven't watched any episodes of ST:D, as it's primarily available through the CBS All Access subscription service, and I refuse to add a subscription for only one show.

Other way around. Tonka had been pushing out Go-Bots two years or so before Transformers existed.
Now if you had said "completely mis-managed inspiration of Transformers," I'd have been cool with it.
It would also be hyphenated, as it's being used as an adjective.

In a general Rule, Hero does not "do" duels very well. The system is optimized for Group combat, as most RPG's are.
Coordinated Attacks (6E2 44)
The target of a coordinated attack is subject to the "multiple attackers" penalty. Most people only consider it for the "check for being STUNNED" part. But it does have this effect too.
Spreading an attack (6E2 49) allows you to trade off DC for OCV or Area of Effect.
Another option is to force the target to "abort to dive for cover". And then use the built-in DCV penalties to allow followup attacks to hit better.

As you just noticed, there is a difference between "not under Character Control" and "not under Player control".
Banners transformation into the Hulk was not under Banners (Character) control. But odly they mostly happened when the Hulk was needed. Almost as if they were under player control
Even if the Character is not "suicidal", the player might run her as the "Heroic Sacrifice" type.
What you decribe sounds a lot like Posession (APG 1 has two builds for that). But this might just be the SFX of this ability.
If it happens rarely, then it is really just "roll up a new Character". There is no power build needed from this.
Maybe include a "Previous Life Knowledge" skill in all the new Characters, to simulate that this character knows the group and vice versa. Asuming the GM and Group insists on that much detail. Not every group does:

I have to agree with Lucius overall. There really is no benefit to adjusting NCM. While NCM can be used as a way to reign in out of control stats, overall, you should pay for what you get. Yes, some races will cost more than others due to conception, but that is as it should be. It's essentially an accounting trick to use NCM in that, if you use them to full effect you get what you pay for and otherwise you are penalized for "potential". Seems easier just to set campaign guidelines (and enforce them), rather than fiddling with the numbers that, in one way or another will be unfair.

I can't say I understand the point of an Aid construct.
If the person wanting to implement racial characteristic shifts is the GM, they can just waggle their hand and announce that yonder pluses be not included for NCM.
If they're not the GM, I'd expect the GM to ask some very pointed questions about this strange Aid construct and tell the player to just buy the insert-favored-expletive-here stat.

Let us look at some rules. In particular the ones for Surprise. Because getting that is what stealth is about:
Suprised enemies do not get to act on Phase 12 of the first "Turn" 6E2 18
"Characters who are Surprised normally cannot Abort their next Phase; they have, afer all, been taken unawares (see Surprised, 6E2 50). However, the GM may, in his discretion, allow them to Abort." 6E2 22
That means they also do not get to use their CSL. It is still a Free Action to apply the CSL. It is usually trivial to do that as part of a Abort/before your previous attack, but they do not get either of those.
If Dodge or CSL are applied from a previous maneuver aginst another enemy, they are also halfed.
6E2 50:
"Attacked from behind (Surprised) out of combat" (the first strike of a combat) means: 1/2 DCV, 1/2 Hit Location Penalties, x2 STUN damge taken. Wich can of course cause the "Stunned" effect too.
"Attacked from behind (Surprised) in combat" 1/2 DCV
Deadly Blow covers all thse things from D&D: Weapon Specialisation, Favoured Enemy, Sneak Attack, Lawfull/Chaotic Weapons and even Paladins Smite Evil attack.

Seriously? Is that actually a question you just asked? Do you want to reformulate the question to sound sensible?
Because even one stat that high is already a balance issue?
But adding two balance issues can result in a bigger balance issue. That is why "Yield" sign powers still have STOP sign power modifiers.
Plus normally fighters are multiple-subclasses. If Stat-man covers all of them, there might be 0 roles left for a 4th or 5th player.
This reminds me of OpenLegends levelup System. For stats that range from 1-9 (10 with feats), the starting cap is 5. And then it increases over the levels.
