  2. It's possible that one or more PCs could have a backstory that would make them strongly sympathetic to this child. Since she isn't possessed, it sounds like the PCs could work together to reform the kid. That would be the opposite of murder hoboing. Since two of the deaths are not justifiable at all, but the criminal is a child, you could get creative. Imagine she goes up before a judge, but the judge is anti-Vaticine or hates priests for some reason. He also doesn't feel vagrants are human beings or decides that being a vagrant means you must be guilty of something somewhere. Or maybe someone offscreen hands the judge money and buys a verdict. The kid is then "Not Guilty" and maybe goes off with the person who bought her a pardon/not guilty verdict. Maybe this person does this with other children who are in similar circumstances. Why? Have the PCs investigate. The murderous child could be the plot hook to many future escapades.

  5. Let me add my appreciation for TFOS, Scott. Using Ranma 1/2 as an example, there actually were some minor differences in ability between the two forms that took place in the manga. The female form seemed to be slightly weaker (-1 or 2 points of STR) but faster (+1 or 2 points of DEX or Lightning Reflexes). And in one of the early fights with Mousse, Ranma was at a disadvantage in female form because of having a shorter reach (-1 OCV?) but later got more used to the reach change in later stories and didn’t seem to suffer from it anymore. The female form also seemed to be somewhat more attractive than his male form (increased COM or a level of Striking Appearance and maybe also adding Distinctive Features). i would rate the change as Minor though, since it was mostly done for humor and the stat changes were fairly small and offset by other changes. An argument could be made for a minor STR change in such a transformation as the OP described. An adult Power Girl or Supergirl does not seem to be quite as strong as Superman, or She-Hulk compared to the Hulk, for a couple of examples. But the differences probably would not be more than maybe 1-5 points of STR in such cases.
  6. I’ve been thinking about “soft caps” in another way, that caps could be set like skill maxima, requiring double cost for each step beyond. So like a skills maxima could be set at 13- and then it takes two skills levels for each +1 past that, CV could be set at a number (7, for example) and then to reach 8 would require two levels instead of just one. A character that specializes in something would simply have more levels in their area of speciality that can be thrown into increasing CV or damage.
  7. Yes, you do need to limit CSLs to keep within campaign boundaries, otherwise you end up in an arms race. I don't have my books in front of me, but in 6th Edition I believe CSLs will only affect ranged DCV when they are 8-point or better in cost. It is my understanding that martial arts DCV bonuses other than for Dodge don't increase DCV either. Archers should be able to pincushion your PCs. Here are two suggestions for keeping things under control: 1) Have them buy OCV/DCV that is for either HTH Only or Ranged Only. This is a -1 Limitation, so they get +2 OCV or +2 DCV for five points. This lets PCs specialize in range or HTH combat a bit. 2) Suggest Deadly Blow or Weapon Mastery for damage increases instead of buying a boatload of 3-point levels.
  8. One other thing to consider is that her seat must be filled quickly. There are cases that will probably go to the Supreme Court concerning the upcoming presidential election. You can’t have a 4-4 split in those cases.
  9. If you’re talking about the “McConnell Rule” or the “”Biden Rule” before it, they only apply when the Senate and Presidency are controlled by different parties. That doesn’t apply here. Justices Sandra Day O’Connor and John Paul Stevens were each confirmed in less than forty days, so there’s also precedent for quick confirmations.

  13. I’m a little confused by the premise. Wouldn’t the vanishing of a galaxy a billion light-years away have happened a billion years ago? We would only just now be seeing it.
  14. Another option would be to have several secret IDs. I remember reading a novel where the hero did this. If an ID was no longer safe, it was burned and he went on to use one of his other ones.

  17. I’ve been reading about 3D-printed guns lately, and it got me to wondering if they would have any differences in game qualities from a standard firearm of similar caliber. Maybe an increased chance of a misfire or doing a damage class less? Perhaps poorer accuracy or a slightly different STR minimum? Has anyone on the forums ever fired one or might have an educated opinion?

  19. It might be amusing to try and teen-ify existing villains. Imagine a young genius who idolizes Dr. Destroyer (like a teen groupie version of Professor Muerte)? He could build himself a relatively low-level suit of power armor and go on a villainous rampage to take over the town the young heroes live in. Maybe a bit like a Bronze or Silver Age Lex Luthor in the old Superboy comics, so some Unluck is called for. How about Menton’s young niece who wants to be just like her uncle someday? Her plans tend to fail because she keeps getting distracted by cute boys. Or maybe a robotic soldier in Mechanon’s forces who has faulty programming, recurring amnesia and relatively weak armament? How would you teen-ify other existing supervillains?
  20. I like this idea. It would help simplify character creation a bit, since you can just keep stripping out things until you reach a good point total.
  21. Other than the characters in the Teen Champions book, I've been wondering who else might be good opponents for young superheroes to face out of other sourcebooks. That said, care would have to be taken when using the main villain supplements. I mean, compared against a group of 250-point super-teens, even Foxbat might present a challenge. The Teen Champions books had a class of superhuman VIPER trainees, so I wonder if something similar could be done with other agent groups like DEMON or maybe even a rival team of super-teens working for UNTIL or PRIMUS?
  22. I could see a female Dr. Destroyer happening one way, as a side effect of his life-extension efforts. He finally found one that worked without problem with his test subjects, permanently restoring youth. However, it interacted with his unique genetic code in an unanticipated way than it did with his test subjects, the allele refresh removing his y-chromosomes and replacing them with copies of his x-chromosomes, yielding a 20-something Dr. Destroyer who happened to now be physically female.
  23. Now that I think a bit about it, if one is willing to break away from CU dogma, it could be interesting to gender flip a master villain or two.
