I always like the wording of Superman's magic limitation in DC Heroes: Abilities operate at a max of 4 APs versus magic. IE he was just a slightly-below normal man versus magical stuff. I didnt like the Kryptonite wording that much. (total loss)

In my J.L.Ala. game, the team was federally invited and federally funded, since the team had two responsibilities. 1) the super-morgue was in there city. the big medical university studied unclaimed bodies of supers. the team provided security for the college due to the high profile contents of the forensics lab. 2) the feds had built Stronghold III in the nearby mountains, and the team had to watch over it, and round up any strays. as time from these duties permitted, they fought crime.
