    I think they are getting to the point where they do not want to offend anyone, including vampires, werewolves, zombies, mummies...
     
    But then again, I wouldn't want to offend any one of these F%#&ers either. I don't want them to be able to see me in the masses and use me for LUNCH!!!

    I definitely agree, but I have allowed an increase in regeneration to be allowed in a multipower.

    Stronghold was the start of Hero's "every module should bring something of lasting use, outside the adventure" model.  It was definitely more setting than adventure, with any escape scenario being more plot seed than actual adventure.  Of course, we called them "modules" back in those days (and yes, using that phrase makes me feel old), and either the Island Adventure or the SuperPrison could be slotted into an ongoing campaign.

    Actually,  this is the method most often used by the most successful people in most industries and the way I prefer.  Most researchers have discovered that it gets the best results with the least input.  That's basically how apprenticeship operate, and they worked great for millennia.

    Briefly back to vampires: there's a fair chance that they are accompanied by plague rats. Plague may end up doing most of the killing. It also keeps the clerics busy, while obscuring the vampire's kills as just a few among many unrelated deaths.

    Just curious as to how other people feel is the best way for them to learn things. Mine could be considered strange, by being willing to screw up. Many people feel that is not a good way to learn things, but I feel that it is, as by making mistakes not only do you see that it should not be done but get to realize the consequences as well. The only thing with this is to make sure that you make every mistake original as if you are repeating mistakes then you are not actually learning anything.

    And in addition, there are the special effect issues. If your character has regeneration, it does not mean that he is immune to the attack, it just means that the damage from the attack goes away much faster.

    For some reason, Fifth Edition dropped Regeneration and replaced it with a specific Healing build. That made Regenerating characteristics other than BODY fairly easy to work out, so I'd probably go with Hugh's suggestion of treating Regeneration as an Adjustment power that heals 2 points.
     
    On the topic of whether Regeneration per phase is too much, I'd say it's definitely a very different feel than limiting Regeneration to once per turn, but whether that's a bad thing or not depends on what sort of game you're playing. In previous editions (at least 4th and 5th, which are the ones I have), Delayed Return Rate started at +1/4, which makes long-lasting Drains much more of a thing to watch out for. In that case, having more reliable Regeneration of different characteristics would probably be justified, but if you're not expecting to deal with a lot of effectively-permanent Drains (like in most 6th Edition games, I'd guess), then it's probably going to take over the game a bit.
     
    @Duke Bushido I didn't know that about 2nd Edition Transfer, but that's a good reminder to me that the HERO tradition of character builds that make your GM pull their hair out with stress goes back a long way!

    I disagree, magical healing definitely will increase population size, just like enhanced medicine increases it today. If you live in a world where the plague kills over 60% of your population, you definitely will have a much smaller population then one that can deal with the plague and other diseases. In Europe, the plague had a high kill count due to the lack of knowledge as to how to deal with it, while Middle Eastern lands knew how to deal with it much better. They knew that it could be spread by rats and garbage and knew to keep the infected secluded so they didn't spread the disease. In Europe they thought it was a demonic curse by demons. 
     
    When you add the option to truly heal sick and injured people magically, the death tole goes way way down, increasing the overall population. Now why some of the though might be the same, disease is a cure from evil deities, the fact that you can actually do something about it makes a HUGE DIFFERENCE.
     
    Now can other things cause an increase in population other than being able to truly treat disease, but you can't say that being able to heal someone magically will not significantly increase the population. Even if the population has plenty of good food and water, if their population is reduced by a huge percentage due to disease, they still will have a much smaller population, just like a population that has found a way to be completely immune to all diseases, should they have not enough food and water their population will drastically go down.
     
    I am not saying that one is worse than the other, I am saying that both can be a major factor for population size. And in Greyhawk, magic as the option to assist on both sides.

    I would also start with the basic rule that, if you can do it, the bad guys can do it with similar frequency. Are you OK with the typical villain team having one or two members who can reliably hit every PC with NNDs?

    But also note that Simon's answer suggests it doesn't apply to Drains, because they don't do damage.  Note what he emphasized.
     
    At the VERY least, the language is grossly ambiguous.  Even taking LW's point that NND vs. resistant physical defense, makes the attack physical...that doesn't work when the defense is, for example, Power Defense.  That's purely discretionary.  
     
    It might be managed by saying the default is that the Negation *doesn't* generally apply to an AVAD or NND...unless the defense clearly slots it into Physical, Mental, or Energy.  But it's still too messy for my taste.  The power doesn't need it.

    It's only abusive if you allow that Magic Fire to trigger Vulnerabilities and Susceptibilities to fire. If it only affects magic limitations, then there's no issue. The hardest and most important thing for a GM is to learn when to say "NO" in a consistent and fair manner. Reward creativity but not gamesmanship. By the way, 6th does say that any character should have no more than one type of AVLD, but the writer then proceeds to violate that repeatedly in the villain books.

    Biggest problem I have seen with NND within VPP is that players like to continuously change the defense for the VPP. The option does make since in story terms, but in game terms it means that you have an attack that automatically fully damages everyone. The only defense is knocking you out or killing the attacking character before he/she make the attack. Because of this I normally do not allow NNDs in VPP despite or they have to determine exactly what NNDs they will use and cannot change it during a session. 

    Anyone else have any better way to deal with this?

    I converted the Against the Giants (G1 through G3) to Hero and of course they are from Greyhawk. I am planning on doing the entire Greyhawk campaign series consisting of Scourge of the Slave Lords (A1 through A4), Against the Giants (G1 through G3), Decent into the Depths (D1 through D3), and ending with Queen of the Spiders (Q1).
     
    I am in the process of running a campaign that goes through all of these modules in Fantasy Hero.

    Freakshow, Reaper, and Samhain from the same book, are all variations on that concept. So is Demoiselle Nocturne from DEMON: Servants Of Darkness, the most Freddy Krueger-like villain in the CU.

    Is there any reason a character cannot have two or more separate sets of powers with taking the unified power limitation?  Each set would only be affected by drains targeting powers in their own set.  For example, a character with both fire and ice powers is hit with a drain that affects one of his fire powers so drains all the fire powers, but none of the ice powers.
