    I can understand LoneWolf's statement due to the fact that the Disadvantage is not required as all the characters need to be mutants. But if I were to set it up as you could be a normal rather than a mutant, then it definitely would need to be a Disadvantage.

    Thinking it over the social complication is probably the best option.  Hunted by law enforcement makes the law more unfavorable, but does not cause society as a whole to react negatively to them.   Distinctive Feature could work, but it focus on recognition and reactions.  If someone is known as a mutant but not detected it technically does not affect them.  A social complication is more focused on how society treats them rather than how they are identified.

    I usually have done it as simply a limitation, "For Stunning Only, Target Takes no Actual STUN Damage, -1/2".

    Does the PC who takes damage from sunlight have to buy an attack?  Does the PC who loses his power when exposed to a special kind of rock need to buy a drain?  Does the PC that loses control when angry have to buy a multiform?  Then why should a character that shrinks have to buy extra-dimensional movement for this.  All of these are complications not powers.  
     
    Again, this is for a NPC, and while an NPC does not necessarily need to always have the required amount of complications having complications is a very useful thing.  They often give the players something to exploit when dealing with the NPC and can help the GM define the character.  By listing it as a complication it makes the NPC more complete and makes sure the GM does not forget that this happens to the character.   
     
    Using it as a complication does not prevent the character from later learning how to control the ability.

    One thing I do have to say though is that characters that start out as low powered end up much more powerful than ones that start out as high powered. I am pretty sure this is because they are spending points on their character based on what has happened and not just guessing what they want.

    I have to disagree about the need to create a power for an NPC.  For the most part an NPC should still be written up as completely as can be.  Having what a NPC can and cannot do clearly defined makes the game run smoother.  It is also important if the character is going to be a recurring advisory.  When the NPC’s power radically changes with every encounter it makes the players upset. It also makes things harder when a player tries to counter something when it is not written up.  For example, if a character is hit with an NND with an odd defense having that listed on the character sheet can avoid arguments.  
     
    As was pointed out earlier in the thread this is not a power under the control of the character.  This is a rare unwanted side effect of using his shrinking.  It is not something the character should be paying for.

    And that pretty much is the same for all versions of Hero. Technically, as long as you are not worried about point values and worths, you can have a character made from 1st edition play in a 6th edition game.

    The big issue I see with Multiform is that you don't really become someone new. Especially if you retain spellcasting or other abilities, you end up having to buy a lot of your abilities twice. And how does that work with adjustment powers?
    I think Shapeshifting with a Multipower is the correct approach. I see the "no multipowers" rule cited above, but that has to do with putting unrelated spells in a Multipower. I don't think it applies to a standalone supernatural power, and certainly, I've never seen issues with creating a multipower for a spell that does multiple things.
    The D&D 3e version of a druid, which involves paging through a half dozen books to pick out the most advantageous "animals" and casting in animal form is probably more like a VPP, but I don't think that was the intention. Assuming a druid has a number of forms related to local species, I think you could get away with a Multipower that lets you slip in Growth and Shrinking, natural weapons, movement changes, special senses, boosted STR, and a little ED and PD. If all you do is turn into a wolf or a bird, all the easier.

    That's a fair point especially with the first character I built with it. But one could construct it so the skills, abilities and some of the disads cross over, though adding new ones would probably be necessary due to the new form. But it ads to the flexibility of a build, so one can build to their concept either way. Just be firm with the concept and don't succumb to feature creep?

    Problem I have found with multiform is skill, knowledge, and even disadvantage wise have a tendency to not be the same. Now if you were like the Hulk or a Werewolf who are completely different people when changing multiform is the best way. But when someone has the ability to take another shape with some abilities but still has all of the exact same personality and skills then shapeshift with linked powers may work much better (and require less work from the G.M.).

    I ran one game where Dark Seraph took on another form and created a school for those with magic talents. There he actually taught them magic as he needed a sacrifice for his future plans of 12 actual wizards. One of the characters in my game who had magic talents actually left the team and joined this school and learned magic. And at first she actually defended the school from the other player characters as she was actually learning magic (and spending points for it). But later learned that there was something strange about their teacher and allowed one of the other player characters secretly into the school (which was on another small magically created dimension) to investigate. They of course found the area where the planned sacrifice was going to take place and that Dark Saraph was their instructor. After running around and fighting a bit with the school's secret magical defenses they were able to find an entrance and allow the other members of their team to get into the dimension to prove to the other students what was going on (which was not easy as they definitely were learning real magic) and then with the assistance of the students fight Dark Saraph.

    Had a villain once that had the ability to completely alter reality. He decided that the world was too bad a place and decided to transfer everything into cartoons. He managed to turn most of the city into cartoons including half the characters. Players actually enjoyed it as it was a rather serious and dangerous campaign, but when turned into a cartoon you couldn't die or kill anyone.

    You have to throw in Extradimensional Movement as well!
     
     
    It's a very unstated rule, humorous in nature.  A few of us used to throw around a joke... once a thread got long enough, someone would suggest Transform or Extradimensional Movement as the "if nothing else works" solution.

    On oddball powers like that I usually state that whether they are HTH or Ranges has to be determined when power is purchased and be based on the special effect. Should you have to touch the target to make the attack then most likely it would have to be HTH. If you can do it without touching them, even if it has a 1 hex maximum range, it is Ranged. I even have one character who is a mentalist but has to touch his target; I have a limitation on this stating that he has to make two attack rolls, HTH and Mental, for the attack to hit the target (1/2 Limitation).

    I have never assigned a specific mechanic to decapitation, it is just a description used in combat.  If a player does a butt-load of damage and their opponent is killed by the blow, I might describe it as decapitation.  Or getting cut in two, or some other colorful demise.  The only time it is really important is if you are trying to kill something that can only be killed with decapitation, in which case they would have to declare a head shot before doing the butt-load of damage.

    Firewing's obsession with great victories in honorable combat is really just an excuse to have a big super battle. There's no need to rationalize why a battle would break out, Firewing just showing up probably means one will.
     
    For my own use of Firewing, I gradually transitioned him toward the motivation of the Firewing from the year 3000 written up in Galactic Champions: to reignite the passion and ambition that once burned in the Malvan race, and lead them to again become the dominant power in the galaxy. PCs encountering Firewing along that path can be drawn after him out to the stars, and become enmeshed in determining the fate of worlds.
