    Champions Complete will do what you want.  The system is essentially the same with some small changes (meters instead of inches, no Comeliness, figured characteristics are no longer figured) and there are more options for building stuff, but it plays exactly the same

    That' the source of most superpowers in my universe: dark matter.  Turns out the solar system is full of the stuff, but our atmosphere blocks it.  Undetectable, but its all over out there (called "Marlon Rays" by 1960 scientists).  The first astronauts came back kind of like the Fantastic Four, which was hushed up.
     
    Pollution and nuclear testing weakened the shielding protecting the earth so a lot more got through recently, causing a major increase in superpowered people including mutants to appear in children of boomers and onward.

    and you could do a Dark Champions "vigilante superhero" campaign setting as a release for that as well.  And my long-wished for War Hero book for each major evolution in combat.

    In terms of "unfolding", as dmjalund puts it, I would revamp Dark Champions for 6e and call it Action Hero, and then put out a Danger International campaign book, providing a complete espionage campaign setting.

    I like completely disunified powers, magic is not science is not mysticism is not chi is not etc.  Science cannot figure out or do magic or vice versa

    I love Uncle Sam . Some writers have used him with surprising depth. He's guilt tripped Superman , roused the young ones, and waxed philosophical about being a living embodiment that ranks up there with the best efforts some robotic or clone characters get!  Nice pick. And yes, he was in my top three choices for Patriot , so you could call this a half snipe

    ...the film version is the official version.  For ever 1 person who knows the comic book history and stories, there are 900 that thought books from the 1990's and later were comics and 9000 who know only the movies.

    I have to correct that. Thanos was Jim Starlin's creation. Jack Kirby had no direct input on the character, although Starlin readily admits that Darkseid was a major inspiration for him. The initial concept for Thanos and the Titans had nothing to do with Eternals, rather they were an offshoot of the Olympian gods. The Eternals connection was a retcon.
     
    Jack on his return to Marvel created the Eternals and Celestials; Mr. Machine/Machine Man and other inspirations from his adaptation of 2001: A Space Odyssey; Devil Dinosaur and his prehistoric adventure world; and I'm sure I'm forgetting other characters.

    Kirby was told to come up with a new version of his 4th world stuff for Marvel, particularly Darkseid, so Thanos is what he gave them.  Starlin made him a much more interesting, deeper character with all that wild mystical stuff.  But the sad thing is, as the Explain This Comics Guys say...

    I've been listening to the Explain This Comics Guys podcast by fellow Herophile Darren Watts and what strikes me is how similar the release schedule for Marvel films mimics the actual history of Marvel Comics releases.  Its not exact in the order, but starting out with Iron Man and Thor then going on to Dr Strange, Spider-Man, Captain Marvel, then a new roster of Avengers with late 70s and mid 80s characters etc is kind of Marvel's arc.
     
    Obviously FF came out first but that was before MCU really got their act together (and, technically, it did predate Iron Man, but not X-Men).

    OK here is the proposed lineup of characters that players can choose from to play through the tutorial:
     
    Blindside—Martial arts are great, but what if you could also turn invisible? (this is a placeholder for a "look what a cool idea you can build with Hero" character
    Blurred Lion—The cat ears and tail don't slow this speedster down.
    Dr Nope—Spiders might be creepy, but this character is just stylish with spider powers.
    Princess—She’s little and she’s cute, but she can juggle Teslas and bounce bullets.
    Red Raptor—A devastating fighter with deadly claws and fast healing.
    Spellbinder—The eerie and awesome power of magic is at your command with this character.
    Street Knight—Maybe just a mere mortal, but the gadgets and skills make all the difference.
    Supernova—Flight is great, and blasting bad guys is fun, but that force field keeps you going.
    Tank—Who’s big and strong and can take a ton of punishment?  Oh, and that blast is powerful, too.
    Trooper—This power-armored character has amazing technology and uses it well.
    Vulcan—Maybe he’s not really a god, but he can sure make and fix just about anything, and fight toe to toe with just about anyone.
     
    I dropped the Captain America clone because I couldn't come up with a good one that felt reasonably unique (plus that would make 13 and some people are really superstitious about that still).  I could add in Crusader from Champions 4th, with a new name, and another (maybe a shrinker or stretcher?).  I really wanted to do a Magic Girl type character (from many, many Japanese comics and cartoons) but I couldn't get the build simple enough for our purposes here.

    Yeah from my perspective as a GM and how I try to design adventures (and modules) I want there to be a variety of different kinds of challenges, not just "beat this monster and take his stuff" over and over.  So locks to pick, traps to circumvent, puzzles to figure out, information to gather, etc.  I want people to take odd, obscure skills and have a background fleshed out with skills, and give them a reason and benefit for them in the game.

    I ran a game once, the mage took geology as a skill.  He just knew rocks.  Well by Crom I was going to find a way for that to matter, and it came up every so often.  And that's why I think that stuff is worth points.  Sure, you can bash the lock open and break things, while attracting every monster for miles, or you can hire a PI or beat the information out of the thugs at Rosie's bar, but they might be lying.  Better if you have persuasion, detective skills, can pick a lock, etc.
     
    And then there's the other parts of the game, like the time as your secret identity when the boss demands you get this work done and you need to get into your power armor to stop the Mad Marauder again: persuasion to get a co worker to do it, or a really good skill roll to get the job done faster.  And interpersonal stuff, like the wife is mad at you for skipping the family get together because you had to meet that knight and joust him to save the princess, or whatever.
     
    All of that is worth points because the game isn't just balanced around beating things up.  At least, it shouldn't be.

    I suggest building it this way.

    Buy the first 2-3 points of defense normally (or maybe toss on a limitation like Non-Persistent), then buy 2-3 more points with an additional limitation “lets 1st point of BODY damage through” to get pretty much the effect you want. That’s the limitation used in a Champions power write-up “You Only Nicked Me” that I like using on some builds like you describe.
