    Easy.  I do not believe that an attack that only affects a very limited class of enemies is "advantageous".
     
    If it's intended to not affect normals, or mind-controlled good people, or animals, or animated objects... then great!  That means the player has a good solid idea of how his attack is supposed to work.  He's not gonna be mad when he can't slice through a door with his magic sword, and we're all on the same page.
     
    Do you think the player is just going to walk around stabbing people to see if they're evil?  "Hey, it's cool everybody.  It's cool.  That baby was totally evil.  My sword wouldn't have hurt it otherwise.  Honest."  Just because someone is evil doesn't mean they're deserving of death.  You might have an evil old man who hoards his money and hates other people, but that doesn't mean he's committed a crime or anything.  You just can't slice his head off because he's a hateful old grouch.  There would be roleplaying penalties to randomly stabbing people.
     
    What's he really getting out of it, anyway?  Detect evil, requires successful attack roll, OAF, linked to HKA?  That's what, like a single character point?  It's not a big deal.

    As they're getting comfortable, the pilot comes in over the intercom. "Good evening ladies and gentlemen," he says, "I understand we have some teachers on our flight. We've got a special treat for them: the plane we're sitting in was actually constructed by their students!"
     
    The physics teacher and the engineering teacher look at each other, shriek, and start beating on the locked door. Meanwhile, the shop class teacher is lounging in his seat, cool as a cucumber.
     
    Eventually they turn to him. "Why are you so calm?" they ask.
     
    "Because," he says, "if MY students built this plane, I can guarantee this piece of crap wouldn't even start."

    I voted "Yes".  I've had no reason to make the limitations less limiting than printed.
     
    Gestures: If the character takes damage from or is adversely affected by any power that requires an Attack Roll or MCV Attack Roll while he’s Gesturing, the power doesn’t activate or immediately turns off
     
    Incantations: If he takes damage or is adversely affected by any power that requires an Attack Roll or MCV Attack Roll while he’s Incanting, the power doesn’t turn on or immediately turns off

    If used to buff NPCs, I probably wouldn't worry about it too much. Long-lasting Aids become a seed for plot lines where people seek out -- or villains try to force -- the use of said buffs on themselves.
     
    If used to buff PCs, I'd expect the grantor to take actions to Aid at least once a play session. If the delay rate was long enough that the buff persisted across sessions, that no longer feels like an Aid.  I'd tell the "grantor" to use Boost instead, or tell the "targets" to buy the "aided" abilities themselves (possibly with a dispellable limitation to reflect that the power needs to be set up by the "grantor").

    Thanks for the feedback!  I really like:
    Novice - A more appropriate term than rookie, for someone who's not part of a team.
    I'd use this term for a 0xp build of a character (equivalent to Rookie) Journeyman - Spot-on definition: "a worker or sports player who is reliable but not outstanding".
    I'd use this term for a 25xp build of a character. Seasoned - Perfect for my use (despite Greywind's efforts to ruin it with a pun): "accustomed to particular conditions; experienced".
    I'd use this term for a 50xp build of a character. Veteran - Someone with "long experience".
    I'd use this term for a 100xp build of a character. Renowned - Just throwing something in, to fill the geometric experience point ranges....
    I'd use this term for a 200xp build of a character. Legendary - By now they've earned multiple epithets. Spidey, Wallcrawler, Webhead, Webslinger, Your Friendly Neighborhood Spider-Man
    I'd use this term for a 400xp build of a character. The geographic terms also look useful as a proxy for power level, but all the characters I'm building would count as "international" heroes. (Even at the starter level, they're the only superheroes in the campaign world.)
