    Skill levels cannot add to skills bought with familiarity, so you're probably better off with something like a power pool: skills which would allow the character to select any given skill or group of skills at a high level of proficiency.

    V&V was my first big Superhero game before Champions (I think 1.0...) . Along the way I found Hero Unlimited, Mutants and Masterminds, and recently Savage Worlds Super Powers Compendium....

    I never capped damage or points. I was miserly about rewarding experience.  Spell advantages and limitations were cultural, and often mutually exclusive.

    I like 30 AP caps. But I follow the suggestion in 6E1 pg 52 and let you buy higher AP powers at double cost for AP over 30.
     
    I like traditional spellcasting modifiers (gestures, incantations, rituals, side effects, and all that). Except I hate Requires Skill Rolls and Activation rolls. They slow games down.
     
    I then have players specialize in domains and types of spells. 
     
    We use casting styles representing things like blood magic, life magic, earth magic, ice magic or whatever else.
     
     
    I never go with systems like in Fantasy Hero 6th edition where they discount spells.

    My thinking was based off the idea of 2d6 killing attack is 30 points. I expect armor to matter, so I did not want the damage and effects so high they ignore the best efforts of non-magic users.

    Also, you can let drivethrurpg.com to do "high quality color hardbacks" which are really medium quality.  But I think more fans than just myself would be willing to pay the increased cost of POD hardbacks.
     
    I know I would be willing to pay $100 for a solid hardback product to hold and put on my shelf.
     
    I totally miss the ones Steven signed when he came to Sedro Woolley and regret having lost them so very much.

    Are there any plans for printing physical books again or ways to get the hardbacks? Over time I have lost my hardbacks of the Hero 6th edition volume 1 and 2. 
    Looking around the only options I saw were paperback from Amazon.com or drivethrurpg.com.
     
    I have an old copy of the POD paperback version and the colors are washed out and not as vibrant as the hardback was.

    Military rank especially high rank gives you a lot of things.  For one it gives you the right to give orders to those under your command and to some extent to those of lesser rank.   It also allows you access to restricted areas like military installations.  You also get some security clearances.   In the game it is a bundle of different perks grouped together for sake of convenience and to give you a break in the price. When you retire many of those are lost or at least severely reduced.  You can no longer give orders, and some of your clearances and access are reduced.
     
    The way I would probably handle it is have a perk retired military costing 1 point.  This gets you basic access to military installations and services like medical care.  Any security clearance the character retains would be purchased normally.  A retired sergeant will probably not have much if any security clearance, but a retired general might still have fairly good security clearance.

    Right, they are only mentioned as an optional rule.  If you choose to use one for your campaign, its a rule for that campaign, just like how many points you start with.
     
    I always considered house rules to be "variants from the rules as written that we use" not "options that we've chosen from the rules".  You know, like "in our game, Stun costs 1 point per point" or "in our game, you cannot use the legsweep maneuver" rather than "you can build a character up to 400 points total."
     
    But maybe that's just me.

    In the USA, all military retirees (honorable service, 20 or more years or equivalent medical discharge) have some perks such as exchange / commissary base access, VA benefits, a pension, some burial privileges possibly including burial rights in Arlington (recipients of certain medals), a pension based upon highest rank attained, preference for hiring for federal jobs, and so forth. In particular, General and Flag officers generally continue to enjoy additional deference or consideration beyond what is strictly defined (particularly "famous" ones who played a prominent role in a conflict).
     
    There are also less significant unofficial benefits, like some places will extend military discounts to retirees. Prior service (retired or not) might help get you out of a speeding ticket (allegedly, cough cough), or get you some deference in some situations...but again not something you can count on or insist on...sometimes it provides a bit of social greasing and sometimes it doesn't. 
     
    This is probably worth a Perk in HERO terms for a gritty or realistic modern setting depending upon context. For instance, if your campaign is set specifically in Oceanside or San Clemente California access to Pendleton might be a narratively useful Perk, and so on for some other campaign explicitly near a military base you as the GM intend to make relevant to your campaign...
     
     
    In addition to the obvious and legally protected benefits, and the less quantified but non-zero influence of social credit and "in-ness" from being prior military (whether you did 20+ and retired, or not) in an official context, a similar and in many cases more relevant benny is the social ties of useful contacts whom you once served with (some of whom may still be in service and others may have moved on to some other useful position in life), as well as civilian counterparts (who may still be in some position of authority within the government or a defense contracting firm). This will vary from individual to individual, but is certainly fodder for one or more Contacts in HERO terms. 
     
    This is particularly true of General / Flag officers, many of whom continue to have some influence with former subordinates who are still in service; some also sit on policy or advisory boards, speak at various political action groups, act as a sort of Greek chorus on current military matters in the form of "expert opinion" provided to various new outlets, and so on. And, of course, some go on to a second act in politics, such as a political appointee to one of the intelligence agencies or the state department, or as an elected official...where their military background may or may not be relevant but at a minimum is a factor in selection or part of their election campaign narrative.

    It is presented as an Optional Rule, which like Christopher says above is no differnt than starting points. Is there a rule requiring a GM to start all players with the same amount of points?

    A house rule is specifically a term for an unofficial rule made up by players independent of the rules.

    When people have questions about other Optional rules do you just dismiss the question because it is an option you do not like or use? If someone asked about stop signs or difficulty modifiers to skills would you tell them to ignore them. Those are only there for GM guidelines?

    I think it is inconsistant to treat a concept like Active Point limits in the same way as a House Rule. They are a optional rule presented in 6E1&2 with ranges, guidelinbes and  even a suggested doubling of cost for points spent above those limites. 

    I mean come on. If they are just made up house rules why would Hero Designer need to support active point limits in the first place?

    To be clear, to me the "house rule" arguments are dismissive and dishonest/inconsistant with how they are presented in the system.

    Only in the sense that, say, how many points you can build your character on for this campaign is a house rule.  The Active Point Cap has been around in the rules for many editions now and is very standard for almost all campaigns.  That's not remotely the same as "meh, we don't care about the cost of reduced END in this game"

    If you set an AP maximum of 60 points, but allow a 9d6 or 12d6 0 END Blast, then you have made an exception to the AP limit.  That sounds more like a 12 DC limit than a 60 AP limit.

    As far as I know, Fusion is jointly owned by Hero Games and R. Tasorian Games. Both companies are doing nothing with it right now, but that doesn't mean it is free and proper to print.

    It's 5E.  Looks like figured stats isn't an issue;  the sheet goes with the values there.  But it has things like Find Weakness/Lack of Weakness, and doesn't have damage negation at all.  All the usuals.  You can largely ignore the stuff that was dropped in 6E like Find/Lack, but you'd want a line for negation for sure, and might need to look at how to handle Desolid with Selective, versus Affects Phys World.  That's just at first glance.
