We will attempt to maintain the talk about their ship, not the crew (but they are all one in the same). The entire nature of the series is more solarpunk than full SF, but Serenity still meets all the criteria stated in the OP.

D20 was originally created to be a "blank slate". All the core system provides is what a pure string human is like and nothing else. There is nothing else, no weapons (determined by genre), powers available, vehicles used, and setting involved. This is why we have so many different variations (fantasy, scifi, modern, superhero, etc). As with any universal system, they can choose to be generalists (specialty nothing) in which case they spread their abilities so thin that they are weak at everything or maintain a strong core. Champions has done this latter despite being a universal system, they work the most on the super side the strongest since that is the core of the system. D20 has no such core, so they are attempting to make everything their core, which no one can realistically do.

A big question here is -
Since this is a primary mechanic for dnd (and all its clones), do you really want to become another copy of dnd?
My personal answer is to keep things as they are now and separate from dnd. Your answer though could be different and milage can vary.

For the most part when it comes to bases, I tend to hand wave it. Regardless of size and ability, I will say to the players prove to me why you have said ability at your income level, spending requirements, size, and other requirements. By size I am not talking physical base size although that's a consideration, I mean the economic size of support. When everything is done and I (GM) says they have it, then we determine how to work it into the actual base itself.

No one really knows anything about her. What is known is that when super powered individuals appear, so does she. She always seems to be among the first on the scene, often before the supers themselves appear. How she does this is not known. She seldom takes part in those activities, only stays on the sidelines, but will always be present for them.

I believe B5 is better. DS9 attempted to do the same thing but had the restrictions of the ultra good Federation that restricted most of the things that they really should have done. B5 however, only had the restrictions of Starzenki (sp) and the budget. As a result, they were more free to do what was needed to get the job done. In DS9, everyone knows who is on what side, where the enemy is, and what they are up to. In B5, while one can attempt to make this comment, the enemy frequently appears from nowhere, attacks suddenly, disappeared before your readied fighters respond, and can be the being right next to you.
