    The way that I have always seen this is that one might start off in stated prebuilt universe but as the campaign progresses it will take on more aspects that were never intended to be in that universe, regardless of how hard one sticks to the universal core. This is why I will always say that I model my campaign after stated story but be willing (even encourage if not make intended) to way from the core and introduce things that were never intended to be there, like putting teleportation systems into Star Wars.

    I have always had the belief that noncombat tech that is commonly available should be given at no CP. This will include things such as the smart phone, unmodified vehicles and buildings, CCTV system, ordinary dining sets, standard playing cards (Gambit anyone), or any of the millions of conventional items that one can come up with. If any of these items get modifications, then the player will need to pay the full CP of the item, including the modifications and base costs.

    O get the feeling that many voters are going to vote this way in 2020.  That happened last election year (2018) here in Colorado and despite what the news media is saying,  I can't see any real difference between the different parties.  It will be like asking if one likes grass green  or lime green.   There really is no real difference between the primary parties.   However,  what most people forget is that there is over a dozen parties listed on the political rolls,  most of whom get no to little attention.   Most of the time the total attention that is devoted to all these others is less than a fraction of either one of the primary parties.  Even the media seems as though they do not exist and only focus on the primary two.

    Something that I considered was to make it either RP or DR with ablative.  As the char gains xp, ubo can be added to this ability (to represent that the drones are going to others).

    MD has no direct effect on mental paralysis, unless there is something in the power writeup that states otherwise.  This is similar to normal entangles not being effected by PD/ED.  In addition, most of the time people can break out if mental paralysis only by Ego (plus MD if the power allows).  Standard entangles can be broken out of by normal STR plus any ability that is defined by the power and GM (common sense).  The GM should apply the same rules for mental paralysis as well, only transferring things to the mental realm.

    The way that I have generally seen this is by a multiple step system.  This is a brief description of what I have in mind.
     
    Mundane:  Equipment so basic that it is assumed that everyone will possess it.  While most of these items are not meant for combat, it would not be difficult for one to discover combat uses for them.  Examples are conventional cutlery sets, bakeware, pocket knives.  Most of them can be obtained at most stores for figurative pennies.  Everything here will be obtained at no point cost.
    Basic:  This equipment is more capable than mundane but still available to most individuals.  While mundane equipment will not have power, basic equipment could possess simple powered devices that people would have used two or more decades ago.  Examples or basic television, radio, vehicles, buildings.  Everything here should be free to everyone.
    Modern:  This is where technology is currently is in the real world.  The equipment here will be pushing what someone can obtain.  Examples here would be smart phone, internet enabled devices, most computers.  Not everyone will possess these items even though they are easy to get.  The big problem here is that they tend to be on the expensive side to obtain and maintain, despite their variety of sources.
    Weapon:  In this category one will find devices that are specifically designed to deal damage to another.  It could be as simple as a sword, a bow and arrow to more common guns.  For them to be free, none of these weapons can be anything other than what is available in conventional stores.  Fancy, high tech weapons are not available here.
    Advanced:  This category is for devices that are on the limit of conventional equipment.  Iron Man's armor would be an example of this category.  If someone could get this it would be extremely restricted.  Most likely,  the PC should be required to pay points to obtain this category.
    This is the way that I have considered dealing with technology.  You might consider another method.

    Donald Fletcher was a master of the regional archery club.  He was on his way to winning another competition with the club one day when someone driving DUI nearly hit their van,making them go off the road.  After the ensuing crash, Fletcher discovered that he could generate and project feathers that act exactly like arrows.  Now he tries to prove that he is the ultimate archer around and at the same time humiliate the heroes as Fletcher.

    One thing to confided is that is the exception of devices specifically designed for operation in extremely cold temps, everything that we have (including our own bodies) will quickly freeze up at the temps mentioned, even if they are operating.  Normal operating temp for humans is around 70 °F (20°C).  When we reduce that by the mentioned 150°F (65.5°C), we end up at -80°F (62.2°C).  That will be low enough to challenge even the coldest regions on Earth.  Only the vehicles specifically designed for arctic expositions will be able to withstand those temps, and most people will not have them around their homes or anywhere in the city.  Outside Alaska, I wonder if there are any in in entire U.S., especially the warmer areas.  Most clothing, even cold weather clothes will not be able to properly handle those temps as well.  The more successful cold weather clothes actually rely more upon multiple layers than one powerful layer, and they only guarantee a temp down to -25°F (-31.7°C).  Arctic explorers have colder outfitting, but they still only manage to withstand the freezing temps for a max of one hour, even with the protection.

    If you do not mind the expense, when I needed to get my copy of FREd repaired I went to a copy store along the line of Kinkos.  In place of the original binding, I got a spiral binding that still held up years later, long after the original binding is expected to wear out.

    My dice collection contains aspects of every one of those dice listed above with the exception of the metal dice since they are so expensive.  As my character requires it, i will display all those aspects that they mention in that box, especially the one where I get the gm to display the constant face palm (even when I am the afore mentioned gm).

    With the human nature to seek out a challenge no matter where it is located, even if it has to be located - I would say the answer is no.  I believe that there are several people who looked at that image with the same or similar thought, myself among them.
