    You are explicitly permitted to take Zero Phase Actions before a Full Phase Action.  You are explicitly able to take No time Actions after your phase ends. 
    Everything on your list can be done before or after a Full Phase Action. 
    I ask you again, why would any of those things need to be done during the Full Phase Action and not before or after? 
     
    You seem to be staunchly ignoring that point.  Please address it.

    BTW: that scenario uses extra phase not full phase.  Full phase would mean the only action you could do that segment is the teleport but you would teleport that segment.

    It might avoid restating that for the simple fact they've already covered that you don't need an attack roll to break out of entangles. 
     
    Mental Paralysis is a special type of entangle, but absent a specific rule indicating you DO need an attack roll why would you not continue with the previously established rule?
     
    The basis for Entangles having a DCV of 3 comes from this section in entangle: 
    "A character may target most types of Entangle
    specifically, without damaging the character
    inside it (unless the Entangle has the Entangle And
    Character Both Take Damage Advantage, below),
    at -3 OCV. Typically an Entangle targeted in this
    manner has DCV 0,... "  -- Resulting in 3
     
    Then a couple pages later under Mental Paralysis:
    Another character can target a Mental Paralysis
    without targeting its victim; the Mental Paralysis
    has DMCV 3 for this purpose.
     
    This doesn't lend itself to requiring a to-hit roll to break out of an Entangle - at all.
     
    Also, a subset of a group inherits the properties of the set unless otherwise stated.  The most rational interpretation would be that Mental Paralysis (a subset of Entangle) doesn't require a to-hit roll to break out of because the parent set doesn't require a to-hit roll.
     
    You're artificially adding something that just isn't there.

    I disagree. It is entirely possible the player is saying "I never expect to use this so it is no good to me. Let me trade it for something that will be of use to me."

    Then the GM decides that everyone is going to end up with bicycles and this character only gets the frame with no wheels. Which is why discussion between the GM and players is important when making characters, campaign expectations, etc.

    My last contribution here.  These are making things up to make OMCV useful.  Mental combat manoeuvres may be something for a mantalist heavy campaign but they are not RAW.  You do not need to hit a mental paralysis if you are the victim and I would not allow anyone else to attack a mental paralysis if they had no psychic abilities (and I do not count OMCV as such).
     
    Your best response, like was raised in the first thread (by Killer Shrike I think) is that Mental CVs should be 1 by default.

    I do challenge the equivalence of OCV and OMCV unless you are changing the fundamental basis of the world, a task too onerous for someone as time-poor as I.

    Just to clarify, Choke is a standard maneuver, no need to pay for it (see 6e2, 84). Although there is an equivalent Martial component as well.

    Words of power is pretty common magical theme.  I would personally rule that using incantations in a darkness vs. sound effect would result in the incantations being nullified.
     
    Without sound - there are no words and they have no power.
     
    This might possibly be altered by special effects.  The bard on my Wednesday night group had a darkness vs sound that was defined as deafening applause coming from his magical instrument.  In that case - since the sound is being drowned out - not prevented - I could see letting the spells work.

    So, you say "it doesn't have to be that way by default", I agree with you, and you disagree with me agreeing with you.  Yes, it is in the rules.  No, it does not "have to be" in the rules.
     
    By the rules, the Incantations limitation requires you speak in a clear voice, audible from some distance away, and are prevented from doing so by a Silence field.  If my SFX suggest this is not the case, then they are not compatible with the limitation in the rules.
     
    You stated that the mechanic " just doesn't make sense to me".  I asked whether magic has to make sense, and you said it does, within its own parameters.  I suggested that those parameters would then logically define exactly why you need to Incant in order to cast a spell - what does the incantation do, exactly, that allows the spell to work?  Based on the rules saying a silence field causes incantations to fail, it seems like whatever they do, they must be audible to be effective.
     
    Absolutely nothing stops anyone, by RAW, stating that their character must intone the words, but they can do that underwater, in deep space, in a silence field, while being strangled, whatever you want.  That's not the Incantations limitation, so it does not get that -1/4 limitation.  Is it limited enough to merit -1/4 as a Limited Power instead?  If so, limit it.  If not, perhaps this is a -0 limitation.

    Nothing "has to be".  If we want this to "make sense", I think we must first answer the question why these incantations are needed - how do they enable the spell to be cast?  Without knowing that, how can one conclude whether, logically, silence should prevent it?
     
    Why do I need to speak the incantations in a distinct, audible manner to begin with?

    Does the need to Incant in the first place make sense?  Does magic generally make sense?  If you want the ability to cast in Silence, don't take the Incantations limitation.

    Hmm, so they just have to be *able* to "speak" freely and clearly? They don't actually need to speak?
    Otherwise wouldn't silent incantations (I said them, just...silently) work by default?
     
    Darkness versus Sound is explicitly intended to trigger the Incantations limitations. The Incantations limitation specifies: "...only if he speaks *loud phrases that are audible at a distance*.." (emphasis added)
    In addition to the "must be able to speak freely and clearly" part.
     
    If you're in a Darkness versus Sound field then in addition to the specific RAW guidance I don't see how a player can speak loud phrases audible at a distance if they can't make sound. Doesn't seem like you can "speak freely" when you can't actually make noise either.

    So just to put the rules I am looking at out there (6e):
     
    "To use Incantations, a character must be able to speak freely and clearly — if he’s gagged or has his mouth full, he can’t activate and/or use the power. It’s also impossible to use the power while in a silence field (see Darkness). If he takes damage or is adversely affected by any power that requires an Attack Roll or MCV Attack Roll while he’s Incanting, the power doesn’t turn on or immediately turns off."
     
    That said, I think what you want is the Choke maneuver:
     
    "Besides being Grabbed, the victim of a Choke takes the listed NND damage and cannot speak or shout."
     
    That would effectively prevent incantations as well as delivering a nice 2d6 NND if you want to keep doing it and can manage the attack roll.
     
    There are some other ambiguous wording in Grab specifically about doing extra damage with hit locations, but they do in fact recommend using the called shot penalties. I think Choke is simpler.

    I don't see any reason to apply a called shot penalty, since declaring "both arms" doesn't mandate a called shot to the arms. 
    That said, there's a valid point that grabbing the head doesn't necessarily entail obstructing speech.  If the grabber doesn't know that the grabbed has powers with Incantations, I could easily see them grabbing in such a way that it doesn't prevent incanting.  A "shut up, wiznerd" grab could be very different from a "get those eye-beams away from me" grab.

    Buy the magic as Requires A Skill Based Roll.  Buy the corresponding skill.  Buy two levels in the skill, Usable Only During Daylight. 
    This achieves the two point difficulty swing without any fancy business on the Requires A Roll modifier, since it offloads the variability to the skill itself.

    Well, it should be noted that while the current official version of PRIMUS still uses a gene therapy called Cyberline, Champions Universe p. 138 notes that "It introduces low-powered superhuman DNA, obtained from several superhumans by Dr. Alexander during his researches, into the Avengers’ bodies via an RNA retrovirus." Implicitly the origin and source of Cyberline isn't as malign and ruthless as the Champions 4E PRIMUS source book describes. (That book was written in 1998, while the Iron Age of comics was still kicking.)
     
    However, if you wanted to keep that previous continuity and play the consequences of Cyberline's source being made public -- and resulting in enough public outrage to stop its implementation -- Avengers as portrayed there would likely cease to exist, as neither that version of the Champions American government, nor the current one, has a comparable reliably reproducible alternative. (Note that current PRIMUS only uses Cyberline to create Avengers, not to enhance all its combat agents as in the 4E book.) The likeliest attempt to fill the resulting gap would be an expansion of the ranks of Iron Guard powered-armor troops. If you wanted to draw from the 5E-6E continuity, PRIMUS could turn to the Perseus process used to create the All-American. (See his latest write-up in Champions Universe.) The results aren't as impressive as with Cyberline, but its enhancements have sufficed for a series of All-Americans over several decades.
     
    OTOH you could simply choose to say that the public cover story the government used in the 4E and later books -- that Cyberline is a drug therapy and bio-feedback training -- is what it really is and was all along. In fact that's what Cyberline actually was when PRIMUS was introduced in the PRIMUS and DEMON organization book for Champs 3E. Alternatively, said process could have been invented at Department 17, the Defense Department's center for research into creating superhumans (see Champions Universe p. 138), and is now being brought online to replace Cyberline.

    For those who've read the rather keen Primus sourcebook from back in the day, you'd know of the rather terrible origins of the Cyberline treatment and the process that creates the Silver and Golden Avengers. That was well over 20 years ago, however, and the world has moved on.

    Assuming that the program was exposed and terminated, what would you use to replace it? Would Primus agents go 'cold turkey' and then turn into regular agents? Would Silver Avengers vanish? What replaces them? A new Super Soldier treatment? Androids? Cybernetic upgrades? Everybody wears power armor? Or does the entire organization go belly up from the release of the information and Until just steps in to every area that Primus once filled?

    What does Primus 2020 look like to you?

    And while someone can specially train to move more defensively with a bow... that's not the norm.  Plus, he's using a bow with a draw weight of like 8 pounds so...
