Certainly true.  He's a good foe for us as well ... for reasons yet to become clear.

Walter had always been a gentle sort, even when pulled into war; and at the time, he'd been glad his role was not that of a combatant. But he'd always had a gift. Precognition, some would call it. It's why he survived when others in his small town didn't. Lost and confused for a time, it was Arnold who rallied him, told him he could do some good. That they could make a new home in better lands. Walter had always talked to animals, so such an wise pig was less of a shock to him than some. Besides, his gift had become even more intense of late. Least he could do would be to use it to help Arnold and his mixed up new family. He'd assisted good men before, one a weak commander but a good person, the other, a great commander and a good person as well. Their examples gave him perspective on how to advise Arnold when the pig asked for it or seemed in one of those rare lost moments. Arnold, appreciating this, made Walter his second in command.  While Walter, like many of his cohorts, prefered peaceful resolutions, he knew in this bleak new world violence would be required. Fine. He had lost so much he was beyond old fears. If someone came after Walter's new friends and family ? 

 

Well, he'd give them a fistful of Iowa right here!

Why do we need all the nitrates?  Well, you make gunpowder, other explosives, and fertilizer from them.  And our main defense system is a heavy user of gunpowder.

 

Option 2: Rocket artillery.  This was most successfully used by Tippu Sultan against the British around 1800 (and Congreve rockets were almost certainly patterned after those), but also appeared importantly for US forces in the Mexican War.  This is the tech level I envision for the purposes of this draft.  Rocket artillery also appeared in WWI (though in nothing like the quantity of standard tube artillery) and in WWII with rather higher tech level.
