You can use it on the guy who peeps on you in the hot springs if ecchi doesn;t seem a strong enough term to reflect the degree of your humilation. When used in anime, manga or doujinshi (the fan-produced comics that are popular in Japan), anything that features explict sexuality of any kind can be refereed to as hentai, tentacles or not. IIRC, it's simply an inversion of TaiHen which is a term that means wierd or incredible. (hen means strange or odd, tai is a prefix which means great or large) ecchi is a slangier derivative of Hentai which is the japanese pronunciation of H which is the first letter in Hentai. It frequently involves tentacles because of the curious wording of the Japanese Blue Laws, which were first instituted by the MacArthur led occupation government after WWII. It stipulated in black and white terms what was pornographic and what wasn't. The male sexual organ was one of the things that was on the pornographic list, and tentacles weren't. Hence, we get a lot of naughty tentacles. They aren't, as far as the law is concerned, pornographic. Pornographers, whether american or japanese are always looking to push the envelope on what they can get away with while avoiding jail time and fines. As for why it frequently involves schoolgirls, well, pubic hair was another one of those things that were on the pornographic list. Pornographers and powergamers are clearly of the same mindset... I'm a Japanese Major, but please do note that it doesn't make me the end-all authority of Japanese as a language. Hentai comes from the word "hen," which in Japanese means, "strange." Its meaning evolved into more of our word, "perverted," which actually does at its core mean a misconduct of growth. (A perverted nation is a nation that has grown either outside its bounds or into unpredictable and unsanitary new bounds, by either land volume or population most likely.) Hentai acquired a modern meaning in the seventies or sixties, I can't remember which, but the modern meaning is more akin to our modern version of "perverted," except Japanese doesn't (naturally) cater to the difference between nouns or adverbs, so it could also mean, "perverted thing." Essentially, it means porn, and to be more inclusive, it means animated pornography. Dirty pool indeed, but Hentai has a synonym of the word "Ecchi," which is the Japanese way of saying the english letter, "h." They do this as code; sort of a slang way to say "Hentai."
