The last time I was in Tennessee, there was actually a billboard with that exact expression on it, and when I laughed, I was told that "all y'all" is indeed "proper grammar." If I'm talking one-on-one to someone and he says "y'all", I'm going to assume he's talking about someone in addition to me, and I may have to ask who he means if it's not apparent from context. That means that a usage may be right in one place, and wrong in another. The exact meaning and correct use of y'all, all y'all, y'alls, etc is not standardized.
