I've heard of a few cases where some teens "pranked" people by coughing on them and yelling, "I have coronavirus! -- Just kidding, hah!" I was also told that in several of these cases the teen was beaten up. And a few others have been arrested. Apparently deliberately coughing/spitting/sneezing on someone right now, even if you're just pretending to have the virus, is seen by the FBI as a potential terrorist act.

Doc Fate! from DC's The Multiversity: Society of Super-heroes. (2014)
Doc Fate is a mashup of Doc Savage and Doctor Fate, who forms the Society of Super-heroes to repel the Conquerors from the Counter Earth. Lots of pulpy goodness here, scripted by Grant Morrison and drawn by Chris Sprouse.
Powers and skills:
Drawing from Doc Savage and Doctor Fate, Doc Fate could have just about skill, and plenty of spells, but I tried to list only what was shown in one short comic. Like, we know Doc Fate has low blow because he kicks Felix Faust in the junk:
also he likes to carry two guns, so I gave him ambidextrous.
He is an actual medical doctor, and can cast a spell to open a portal, allowing him to teleport over an unspecified distance:
He does seem to know a few other spells, but it isn't really clear what the effects are. Also, I did not include his bases that are briefly shown, his windowless black skyscraper in manhattan - mixing Doc's office in the Empire State building the Fate's tower in Arkham. Doc Fate also has an 'Impregnable Fortress' somewhere that resembles a meso-american pyramid, moving the Fortress of Solitude to Central America perhaps?
Disads:
"I'm aware of my reputation as a devil worshipper in some quarters..." Seems awfully specific, but okay.
Also, he is being hunted by the forces of Vandal Savage in the last half of the story.

I think it would be simpler to reprint and repackage the Champions 2e (gray cover) box set as a 40th anniversary Edition next year for the 40th anniversary. 50 pages of rules, Easy to learn, then maybe springboard to 5th edition, but that's just my 2 cents.

Originally she had super-strength, was very tough, could fly, had x-ray vision, and a brilliant mind. Not surprisingly she was created by Otto Binder who has previously created Mary Marvel, and would create Supergirl. There is a bridge in National City named after him.
I have a paperback copy of The Avengers Battle The Earth -Wrecker by Otto Binder from 1967.

I was/am the Killer character. I was playing a former military flying energy projector, that was quite an effective member of a St. Louis based hero team. I was a bit free with the energy blasts, but usually showed some restraint, but honestly wasn't concerned for the welfare of my targets. However, during one engagement, My character had been aggravated by the situation in combat, and I think blew a psych lim roll, and dropped a large AOE attack on a villain, who was behind cover of a car. The AOE did a number on the villain, and the car detonated, killing him. The other villains were captured or fled. However the District attorney wanted to prosecute, and convened a grand jury to investigate it. Thankfully it was out of the press, however, the GM seemed to have some experience with court matters and gave the whole situation a rather weighty and threateneing air. The Character had to spend a week "off duty", and was unavailable for the rest of the team except on phone calls. The Jury interviews were pointed, and only because the character had been through ROE violation investigations in the past, that he was able to talk his way through the situation. For me, it was the most effective demonstration of the weight of law I have ever played in a superhero game, and it effectively cowed some more of the character's blood thirsty instincts (for a time), and kept the character on the straight and narrow.

Foxes are a bit distant, and wary. They are one of the few animals other than humans that kill other than for food. They are very playful. They flee from predators larger than themselves. They make a lot of odd noises. They have exceptional hearing, and good vision in low light. They are intensely curious.
I think if she has fox DNA, (soooooperecience!) I would probably give here targeting sense hearing, low light vision, discriminatory smell. Maybe a small amount of super leap. For disads, maybe a personality change giving her a bit of distance except with old friends, playful with those, and a bit wreckless with the health and well being of opponents. Of course she would have distinctive looks: firey red hair, concealable, even orange eyes and it’s vertical slits to go with the low light vision.
If you want to go the monster route, Take the above, double normal ground movement, give her enough super leap for a three story reach. Not a lot of strength, but a generous amount of CON and some DEX. Give her some claws or teeth for small HKAs enough to put normals in the hospital. Her DCV should be superb and probably better than her OCV. Targeting sense hearing with reduced range mods would help, and a fair amount of stealth. Disads would be about the same as above, but a bit more intense. Maybe turn distant into skittish, and add obsessive curiosity. Distinctive looks should be liberally applied appropriate to the campaign tone, and decide hoW much of her mind is in control and if she can exist in society, or if she has a tendency to bite people. She as a monster could still be cute as heck though. Just look up Juniper The Fox on Instagram XD. Just some ideas my insomnia is tossing around. Hope this helps.

Now the usual atribute of Foxes is Trikster/Smarts user. Something that works just as well in Heroic as Villanious roles.
If you try to play up the (forcefully brought on) villany a bit, there are a few Interpretations of notice:
Dogon (Afrika) is either a embodiment of chaos or a messenger of the gods. Or both.
"Kuma Lisa is a fox from Bulgarian folklore and Russian folklore who usually plays the role of the trickster. Kuma Lisa is encountered with another character known as Kumcho Vulcho - a wolf which is opposite to her and very often suffers from her tricks."
It is worth considering that Foxes and Wolfes actually both are part of hte Family Canidae. What if she flipped over from "Fox to Wolf"? She was tired of being seen "as a Fox, when she is a wolf"?
"The Moche people of ancient Peru worshiped animals and often depicted the fox in their art.[6] The Moche people believed the fox to be a warrior that would use his mind to fight. The fox would not ever use physical attack, only mental."
Maybe she somehow develops Mental Powers?
As I said over in High tech Plots, the biggest issues is actually knowing too much or trying to make too much sense out of it. We know there is no realistic way in wich Adding Fox's DNA to Vixes would result in mental powers. But this is Superheroic. Anything goes.

So my Heroes of San Corona Campaign is getting to the "Rising Action" section of the plot.
The heroes, who have banded together to protect the city after the disappearance of the Fox and his various associates are about to be called on to save one of the former heroes of the city, The Vixen. Vixen is basically a Nightwing/Phantom Lady mix. She has trained under the Fox, but assumed the role of Vixen when she was in her 20's. She uses her intelligence, sex appeal, and fighting skills to take down crime.
Anyways I know she has been kidnapped and experimented on by the big bad (who the heroes are about 50% right on who it is). Now she has some Fox DNA mixed in with her own, making her a bit of a wild animal (thinking Werewolf ish type creature, but not super natural...well maybe considering the big bad is supernatural in orientation).
What I am asking is for some ideas on what her character sheet should be like... I know, very personal based on the campaign, but ideas never hurt

How about -X on all social skills, whether they're PRE skills or not? (Most should be but I don't feel like looking.) Quite a few are Everyman skills.
Also, perhaps, some Poverty. Getting a job, keeping a job? Tough. Finding a place to stay...pretty tough.
I'd look hard at this as the GM, tho. Assuming this isn't gonna be a solo char...why would the other PCs hang out with him/her? "Ewww, we don't want to deal with those guys, they hang around that CREEP!" How badly does this hose the char dealing with almost anyone else? Something like -2 on all PRE skills could represent a relatively low level of near-subliminal influence. No one wants to follow the guy because they always get that bad vibe. Still, this is the kind of issue that can have more impact on the whole game than is desirable.

If there is no particular benefit to the PC, I would probably go with both Social Complication: Everyone is Distrustful and Distinctive Features: Frightening Aura.
Social Complication because we are modelling the social response to him AND Distinctive features because it is something innate to him.
If the effects are benefiting the PC, you could build it as an Uncontrol and set effect Mind Control or PRE for PRE attacks to cause fear. Should be fairly cheap. You could still let them keep the Dis. Features with that build.

Leroy is perfect, because he is Foxbat's straight man (no...not in that sense...Foxbat is the funny and crazy while Leroy is the counterpoint and anchor to reality, as tenuous as it is).
Can you say that about any other of Foxbat's henchmen? HamFist? Professor Steriaca? Blinky? Nope.

He appears in Enemies Assemble (for 4E), as well as Foxbat for President. But I'm pretty sure there was another version, as I have a pic of him that wasn't from AE or FfP. I'm just not sure where it came from.

Thinking about a VIPER issue.
Blue Phantom: The multiple personally and geneticlly created lifeform with connections to The Dutchess and Dutchess Industry, and with there links to VIPER.
The Dutchess: Dutchess Henrietta Von Dottie, head of Dutchess Industy, and one of VIPER's Council of Forty. One of the most dangerous normal women in the world.
Black Mamba: Scientist who was inficted by the COIL Virus, and was one of Doctor Blank's assistants and rival in science. Became a Dragon Branch member after a long time trying to cure himself of the virus by becoming a supervillain.
Crital: A mutant and ex-superhero who after a scandal turned to crime. She later joined VIPER and became a Dragon Branch member.
Brick: A man who's mind can't remember his past and with a body litterly made up of bricks, he has been VIPER's strongman for a long time.
