    yes, it is the attackers phases, but you can drop to a lower Speed. If you have a of 8 you can set your speed at a speed of 1 up to 8. note: see the drowning rules, 1 is not useful but dropping to speed 2 can save you.

    I should note that you could only pay for 35 or 5, but then you could only use that number of STR for your Double Knockback advantage. thou why you would do that... better to just pay for it all.

    Looks like you are looking for a multipower framework. Variable Power Pool is... a stop sign power build for a good reason. Stats would be set be the campaign. One good thing about a multipower framework, you can add more powers cheap even if you can't use all the powers at the same time

    if the boss uses multiform the followers could change (each form has to pay for the followers), or the followers could have multiform oh yeah, +5 points gets you x2 the forms. 15 points get you 8 forms
