If you have enough dispell to turn a persons speed off ie 0 or less, when can he turn it back on?

Re: Elastic Powers How To Question I don't think you need clinging since you land at the end of the phase, and at the begining of the next do the next bounce. Now if you wanted to stop on a vertical or the underside of a horazontal surface then you would need clinging.

I was sitting on a bench scriching my poodle, and a raven standing on the table waiting for me to give it some treats, when a huge bird flew over about 200ft away. Wing span about 6ft, front edge of wing dark brown allmost black, a forward then back crook to the wing, light brown on th under wing, dark brown body, and finger fethers comming off the tips of the wings. It was a California CONDOR. That was the first time I've seen one in person.
