    The "Superteams" era was always a thing. Miami just marked the first time that it was done by player agency.
     
    Before it took smart management and some luck to assemble the necessary talent to win a championship. It's since been popular for the top players to use free agency to group with their friends. But it's always taken at least one Hall of Fame talent and several All-Stars to win a title. The two seeming exceptions were just a case of the supporting cast being older, Milwaukee with Lopez, Holliday and Middleton supporting Giannis or younger unknowns in Toronto with Siakam, Anunoby and Van Vleet supporting Kawaii. Teamwork is great but you've got to have the talent.

    Hero IS a skirmish miniature combat game.  That's superhero combat in a nutshell. It just happens to also have a unique character creation detailing system and a good, if dry, skill system.

    Why does that exhaust the space?  Third option:  add the 2 damage aspects.  IOW, if it takes 2d6 to lift, then the total damage is VELO + 2 DCs, up to the max of PD + BODY (per the throwing damage rules).  Your options basically say that the object's mass becomes irrelevant once the velo damage passes the STR to lift...which is generally a trivial amount.  
     
    Combining the two is much more in line with throwing damage.  If I have a 40 STR and throw a 50 pound anvil, it does 8d6...because that's the net force involved, between the mass of the anvil and its velocity.  Here, the velo is independent...the "throwing STR" is the gravitational pull of the Earth, which is practically infinite...it's limited basically only by terminal velocity.  It just takes a while to reach it, too.  The velo is the 'excess STR' over and above what's needed to lift it....think about flipping the situation.  A 40 STR character throws a 50 kg cannonball straight up.  How high does it go?  We need its initial velocity.  50 kg requires 5 STR, so there's 7d6 from the velocity.  OK, that means the starting velocity would be 14m...bingo!  
     
    And honestly, note that the rule is still ridiculously lax.  Because a 50 kg mass only adds 1d6????  That's lame.
     
     
    Mmm...based on what?  I think there's multiple sections, and I'm suspecting they lead to different answers.  For example, in the Throwing...if we drop it down a bit to a 50 ton tank, something a 90 STR character *can* throw...the throwing rules say the full damage applies.
     
    The suggestions WRT heavy mass also say, the apply the damage based on the weight.
     
    Basically, the 90 STR can't add more damage from his STR, when he smacks you with the destroyer...but that doesn't mean it does 0 damage.
     
    Note that this is also consistent with the Heroic rules for weapons with STR mins.  You can only add damage based on your STR in excess of what's needed to wield the weapon.

    So, in all these cases the pain is merely an SFX.
     
    But this is HERO, the mechanic can have any SFX that can be reasonably applied. What we really need to do is determine, on a case-by-case basis, what the actual mechanic we are trying to achieve is. I don't think this can be narrowed down to one method.

    They do start the jihad directly after this. The navigators have no choice but to allow it because spice is necessary for their abilities and because the navigators' limited prescience has shown that any attempt to seize the planet directly ends in an extinction level war on Arrakis which destroys spice production forever.

    Even simpler, an Entangle as a Damage Shield that only works when used as an attack. You can add Cumulative to it to reflect the idea that it seems to be harder to escape after the initial entanglement.

    People spreading demonstrable lies should be held accountable for the harm they do, which as we've seen, can be considerable.

    I've come to some grudging acceptance of the "hush money" label simply because large swaths of the electorate wouldn't pay attention at all if it were a "mere" election fraud trial.  I know my fellow Americans well enough to know that high treason isn't nearly as interesting as a porn star.

    This might be a good movie trope, but it doesn't translate well to HERO.
     
    You are essentially penalizing some SFX but how do you make consistent rulings? What exact length of hair triggers the penalty? Why wouldn't capes be like tear-away football jerseys? What about horns, tails or body spikes?
     
    If you use this on a PC, do they now get a Physical Limitation? You're imposing one as GM that the player did not present to you in character creation. How many of your NPC's will have that Limitation? Are you going to be constantly opposing anime girls or the Dora Milaje?
     
    If you really feel this should be in your game, then purchase some Limited Skill Levels with Grab that only apply vs targets with the given handholds. Then describe the results cinematically.

    I figure that kind of thing goes under special effect.  Grond does a grab maneuver, and gets something: On The Mighty Sampson, he grabs hair.  On Cape Girl he grabs cape.  If you really wanted to you could build the character with like a -1 DCV vs grab maneuvers (hero form only for Cape Girl).

    If you're trying to figure out how long a combat will be, then you need to factor in at least 2 other parameters. You need the SPD's of the participants and also relative OCV and DCV. with the other numbers you just gave 4-5 average SPD will be a 3-4 turn slog at if you hit on 11 or less and 2- 3 turns at 6-7 SPD. Even at 8 SPD or higher, you're going in 2 turns. Turning up OCV slightly will shorten the combats slightly but shifting just to 10 or less will make these combats take forever. Some will be decided by who runs out of END.
     
    You need to set all your variables and test them out. Only with a good baseline can you tweak.

    This falls into the same category as many other limitations - is it limiting in the context of the specific character in the specific campaign? 
     
    The pricing question is an issue.  Typically, "resistant" has been a +1/2 advantage.  It doesn't seem like this has been re-evaluated with the evolution of killing attacks.  It was +1/2 when nonresistant defenses did not reduce Stun damage from killing attacks, which made nonresistant defenses considerably less valuable.

    If anything, the loss of reducing Drains and STUN damage from KAs suggests that nonresistant is more limiting for DN and DR than for normal defenses (ie moving Resistant Protection to PD and ED). It seems like either nonresistant DN and DR should still reduce STUN from KAs (and perhaps all switches between Resistant and Nonresistant should be repriced at -1/4) or nonresistant DN and DR should be a greater limitation than nonresistant defenses.
     
    The -1/2 for "only BOD" or "only STUN" presupposes that reducing each is of equal importance.  Where that supposition is not accurate for the specific campaign or character, I would take issue with the limitation.  In other words, as a GM, if you apply, and I allow, "No BOD" to your Negation or Reduction, then the onus is on me as GM to ensure that the limitation becomes relevant in actual gameplay.  For STUN Only, that means ensuring there are instances where you are at risk of BOD damage not reduced by these defenses. 
     
    If I have two players, one who pays full price for Negation (or Reduction) and one who takes a discount for "STUN only", the first player deserves to see some value for the extra points spent.

    I was doing 4 DCs of negation on those, versus 14 DEF.  3 DCs negation...do you treat that as 10 or 11 DEF?  It actually makes a pretty clear difference on something I use a lot...the risk of getting stunned.  Look at the percent chance of rolling a specific number in the mid-40s range on 12d6...it's about 6% per, so even that 1 point of difference is notable.  And that's just based on "round up or round down."  Going with 4 DCs vs. 14 DEF...no such issue.
     
    I see...ok, I'll fix the lead-in.  I re-wrote a LOT of the post and missed that I was using 3 DCs negation at the top.

    It's much easier to fight to the top in basketball than in football especially with NIL in play. It's pure numbers and even the smaller schools can play in this arena. It's just easier to raise the money for 15 basketball players as compared to 85 football players. Especially when it only takes 3-4 stars out of those 15.
     
    I'd be shocked if Kentucky wasn't competitive in NIL deals for basketball. And Kentucky is down somewhat right now, but 90% of the schools out there would gladly take their "down'.
     
    NIL and the transfer portal are just beginning to change college sports and even Saban got out because he could sense that staying elite was just going to be much, much harder and the power dynamic was going to shift. You effectively have to recruit an incoming class and re-recruit your current roster every year and then ride herd on a large group of 18–23-year olds with 50k-1mil plus incomes, no experience with said money and no parental supervision for maybe the first time in their lives. I applaud getting money to the players but that doesn't mean I can see how much harder coaching has become also.

    When the player defines it, the GM should assess how common that is.  The player may either need to define it more broadly or receive lower points.

    We had a simple rule: How long does it take to beat your evil twin?
     
    1 turn, you may be too damage heavy or defense light.
     
    2 turns, just about right.
     
    3 or more turns, you may be too defense heavy or attack light.
