I have a similar villain in my campaign, but it's a frog instead of a bug. He led his pond, absorbing the memories and abilities of other frogs and animals, but never amounted to much until a dying mobster was thrown into the swamp. The frog absorbed the human's memories, and learned to think rationally and to use his abilities in new ways.
He now mentally disguises himself as a mobster on his way up the ranks, and has been getting more intelligent all the while.
Here's how I did his human mimicry power.
Disguise: Shapeshift to Human Form (Sight, Hearing, Smell, Touch), Costs END Only to Activate (+¼)
Tiny: +8 to DCV, Concealment, and Stealth
Unusual Anatomy: Lack Of Weakness -3 for Normal and Resistant Defenses
Distinctive Features: Frog (Not Concealable, Extreme Reaction, Unusual Senses, Non Unusual in Some Cultures)
Physical Limitation: Tiny (+12” Knockback) (Frequently, Greatly)
Physical Limitation: Requires Specialized Medical Attention (Infrequently, Greatly)
Social Limitation: Secret ID (Frog)
