Fox Brat could be one of them.  She's the rather snooty daughter of wealthy parents who are always away somewhere, leaving her in the care of their kind-hearted housekeeper.  One night, our snooty teen discovers the entrance to Foxbat's lair and, somehow, downloads his memories and personality into her brain.
 
Now, I have to think up a few more.

I'm using the San Angelo universe, the original of which was written while the fourth edition of Champions was in use.  There are no aliens in it, so no "Blue Boy" technology.  I'm leaning to making VIPER an international criminal organization instead of an international paramilitary organization, and I might even change its name.  DEMON's future is still up in the air, along with UNTIL.  PRIMUS, however, does exist.

Something evil and mystical, like either the Dark Kingdom or the Death Busters from the Sailor Moon franchise replaces DEMON.

OCC: Grond is currently in Chicago, wrecking havoc with the lower floors of the Trump International Hotel and Tower.  Trump, who is not President of the United States, will not be amused when he finds out.

The Junior Justice Foundation Team has just filed into the conference room.  Lotus, who heads the senior team, and an Oriental woman in business casual are there.

San Angelo, which I'm placing between San Francisco and Sacramento, is one of my favorite cities.  To that end, I'm going to run a play-by-post campaign set there involving the Justice Foundation's junior team, the Junior Justice Foundation.  A club for it has already been set up. 
 
The teenage heroes attend, in their civilian identities, Taylor Allderdice High School in the University Commons neighborhood.  It's colors are green and white, its mascot is a dragon and Josiah Barnes, PhD, is the school principal.

As a thought, it's possible that there are mermaids in the rivers.  After all, they, connect, via the Sacramento River to San Francisco Bay.  If so, a friendly mermaid could assist the county sheriff's boat detail, or any other law enforcement agency.

A good real-world match for San Angelo might be Oroville, California, the county seat of Butte County.  It's close to Lake Oroville and the surrounding recreational area.
 
Willows, California, the home of Thunderhill Raceway Park, a motorsports facility owned by the San Francisco Region of the Sports Car Club of America, is in the county just west of Butte County.

It's quite detailed.  Of course, I'd used the Champions equivalents of the organizations they mentioned.

How about The Weird West?  The old West is still alive today.  Air transportation is by lighter-than-air craft and horses, stagecoaches,  and trains provide the main land transportation.

If it was there, I'd have chosen Pittsburgh, my home town, after parts of it were rebuilt after Godzilla wrecked it when Detroit was wrecked.  Since it isn't, I'll have to go with Charlotte.
