Help me make a Casino based Super Villain group

So here’s the idea. I want the community to make a Supervillain group based on the concept of a Casino. Anything in a Casino is up for grabs, but it must have a strong leaning towards gambling or the games involved. I don’t want a super villain dedicated to dogs because ever once in awhile their favorite casino’s exposition center has a dog show. A character that uses dog fights, on the other hand, might be a bit more approachable.

 

Anyways, I’m sure people have some concepts. Just post them in this thread with ideas or thoughts. Once a character has been finished, I will edit this post to add their character. All characters are open, even those which duplicates other ideas. I will also need a character for the main mastermind. Just don’t steal someone else’s thunder. Two characters based on Poker might be possible, but two based on Texas Hold ‘Em Poker is pushing the lines.

 

Without futher ado, here is the information on the organization:

 

The powerful and elite masters of luck and influence, the group attentively titled 'The Spirit of Luck' is considered by many a super villain team. The mastermind, (insert name here), is a powerful mentalist who uses his powers to control people to sell Casinos to him at rock bottom prices. Once they become his own, he uses his power over the mind to force people to gamble their life fortunes away. Eventually, this usually does grapple the attention of the law enforcement, but the man is usually smart enough to sell before he starts pulling loses.

 

(Insert name here) is a vicious opportunist as well. He has obtained a stable of super villains he has either blackmailed, bought off or simply remains fiercely loyal to his cause (and his money). His plans to obtain more power and wealth are beginning to become in fruition, as he knows he will one day conquer the entire Casino empire. He already has plans to off Donald Trump and his ugly comb over.

 

Here is a few ideas to keep the ideas flowing, but the characters are not limited to the list below:

 

Casino Mastermind: The Casino itself, not the games within, mentalist powers, but nothing too over the top

Blackjack based Villian: 21 in many statistics, as well as a 21d6 Energy Blast and a 21 rPD/21 rED FF; but if anyone rolls EXACTLY 21 BODY, the Force Field breaks

Poker. A master of bluffing and reading between the lines. He has various powers that are represented by the different card combinations in Poker. You could go a step further and do Texas Hold Em Poker and give him Cowboy Powers like the Tombstone Kid.

Slot Machines. A character with a random power set. Some powers are extremely weak while others are more powerful than they should be.

Craps. This character could use various dice to deal different damage. He uses d4 caltrops as well as the deadly 2d6s of d6 damage attack! A roll of an 11 is always a Penetrating blow!

Pachinko. A deadly sharp shooter trick shot that uses pachinko balls instead of bullets.

Card Counting. A character who is a joke to start out, but eventually learns the players move set. He gains bonuses against attacks he has already seen in the battle, as well as an escalating Find Weakness.

The Security Officer. A high-tech genius who has been blackmailed by Casino-dude. The Security Officer knows his family is in danger if he would ever try anything to counter him. He uses a battlesuit he’s constructed to do a bit of dirty work for him.

All Your Can Eat Buffet. Forces his foes to gain weight when they pass him.

What's a casino without an overripe has-been stage act? Maybe have a bitter comic who's looking for revenge/one last shot at "The Big Time" who has emotion control powers. IE, he can put your heroes "on tilt".

That Blackjack based character sounds far too meta-gamey. The characters don't know the # of body they do. Just relative terms.

 

However using that name:

Blackjack: Creates 20 duplicates of herself. ( 21 total )

Jacqueline Noir was a high-class call girl in the city of lights, but she got hooked on heroin and eventually fell to street-walking. She was with when tracked him down. She was caught in the crossfire, and the stress, radiation, and the chemical cocktail already in her system combined to give her the power to, amongst other things, create duplicates of herself. After the fight, introduced her to who employed her. Amongst the powers she gained are immunity to toxins ( like the ones she had been addicted to ), slightly enhanced strength, speed, and toughness, and an odd form of nightvision, seeing in UV. might or might not still be working for , but Jacqueline has grown quite fond of her sugardaddy, and he does pay her well.

The Broken Man- A businessman who lost all of his money, his wedding wring, his pink slip, and finally his savings from gambling addiction. His wife left him, and took the children, when he asked her to sleep with one of his creditors. His suicide attempt left him with nerve damage; now, unable to feel pain, the Broken Man takes his revenge by attempting to prey on other casino patrons.

The Aging Good Time Girl- A once beautiful girl loosing her looks to too much booze, too many cigarettes and too many years of drug fueled nights, the Aging Good Time Girl can't rely on her charms to score cash, dope, free meals, free drinks and a free bed the way she used to. Luckily, years of seeing what "good" men do when their wives think they're at the tables have hardened her heart, and years of drugs have killed whatever sparks of empathy or restraint might have been left. Now she preys on young women and children, the younger the better, befriending them, getting the drunk or high, and then selling them to the local massage parlors to be broken for the use of conventioneers and respectable business men.

 

The Casino Owner- He makes his living by cheating idiots out of their money, and the public loves him for it. He retains just enough mob contacts to protect himself from gangs, employs the highest quality security he can afford, and owns a few dozen local politicians outright. In a world with spandex clad Supers, he owns a few of them as well.

Roulette could be a weapons specialist, with his or her signature

weapons being based upon the roulette wheel. The major weapons would, of

course, be called "roulette wheels". These would be thrown discs similar to

what the character of Nomad (from Marvel Comics) originally used in his hero

identity, and depending on the sort of campaign being run, would either

do normal or NND damage, or (for a darker campaign) RKA damage.

For an added twist, the damage done per disc could be entirely random

(make up list of die rolls for damage and, on a successful hit, roll 3d6

to get the amount of damage done).

 

The secondary weapons would be called "roulette balls". Basically, these

would be (at least) golf-ball-sized spheres; spheres which would, in fact, be

autonomous weapons capable of attacking a target (or targets) on their

own (sort of like the Ball Bearings From Hell in the Phantasm movies).

Like the "roulette wheels", they would inflict normal or NND damage; if you're

feeling really diabolical, they could also be designed to inflict energy-

based damage as well (either at range or upon contact).

The Custodian - A minor gadgeteer, can fix absolutely anything, and has amazing cleaning related powers. Martial art revolving around cleaning appliances.

 

El Jefe de Cocina - A chef who can prepare any meal, in a fraction of the time needed by a normal man. No guarantees as far as taste is concerned. Fights with knives, hot cooking oil. Eventually rebells when it becomes clear that the other villains are all being paid 3-5 times as much as he is.

The Counter Used to make his living playing blackjack, until the casinos started using so many packs that card counting was impossible. Now plans pathetic, number themed crimes using out of date technology and methods. Would be a complete joke, but has developed a surprisingly effective combat style based around observing an opponent and then guessing where and how they'll move (Combat Skill Levels that only work with a successful Analyze Combat roll, Find Weakness).

More names than complete concepts:

 

Rouge et Noir (Red and Black): the roulette-themed villain.

 

Snake Eyes: craps, obviously.

 

Long Shot: the villain whose attacks rarely hit, but are devastating when they do.

 

Tilt: the villain who upsets the hero's emotional state, driving them to do things they wouldn't normally even consider.

 

Pit Boss: a minor leader, but not the top-level villain. The guy the heroes defeat in the middle of the campaign.

But considering that in a lot of casinos you can indulge in off track betting, how about a Speedster named Greyhound, or Racing Greyhound? Or a brick/speedster cross, Thoroughbred.

 

Which brings us to Sports Book, a nerdy looking guy with glasses, a pocket protector, and a green eyeshade. Is a martial artist with an invisible power effect (looks like he just touches people and they fall down), precog ability/danger sense he expresses as a probability ("One-Armed Bandit! There is a 78% chance you are being targeted by the one in blue!"), and Find Weakness, useable by others ("The guy in the power suit has a weak seam on his right side, just below the ribs!").

Pit Boss was my first thought, a brick who is the lieutenant/field leader.

Mr Chips: Throws a variety of small colored disks - some with sharp edges (RKA), some that explode (EB Explosion), some that Flash, some that emit Smoke (Darkness AOE), etc. Defensively he has a round shield with a poker chip motif. And a lot of luck.
