If riots and looting broke out, would the Harbinger of Justice start a killing spree? How might other heroes of the city and villains react to the protests and riots? Don't forget you're living in a country whose founding was inspired by sedition, which was born out of armed uprising against its lawful government. It'd be hard to run a game like this without a keen understanding of your players. However with a group that you know well, it could be an interesting drama piece and a good storyline to roll with.
