    I voted the third option, but I would lean toward a setting that happens after WW3.
     
    Earth has slowly climbed away from extinction on a ravaged planet.  The population will no longer tolerate even the appearance of large government bodies so currently Earth is a very loose confederation of small independent villages, towns and small cities.  Both on earth as well as in the rest of the system. 
     
    500 years before now on one of the early post war expeditions to the moon in an attempt to recover technology from one of the old lunar bases, they instead discovered a crashed alien vessel.  The technology gleaned from that ship was directly responsible for the survival of humanity and there ability to establish outposts and colonies off planet.  Even now the majority of humanity and the food production is not on Earth. 
     
    The use of everything from Frames to Mecha has become common.  But there is no large standing military since that would establish a larger centralized government to control it.  Instead each local maintains its own security force of varying effectiveness.  Most are some form of law enforcement, Sheriffs, Marshals and Police are the most common.  Overall laws and regulations that affect the entire solar system are loosely enacted by the Grand Conclave which meets once every 10 years and includes voting representatives from every polity that has over 10000 inhabitants. With smaller outposts designating one representative per combined 10000.  The number was established when there were few locals that came near to 10k.  While the larger colonies have argued and tried to raise that number or allow larger colonies to have more than one vote, they can't muster enough support to pass the change.
     
    The only two organizations that are independent and have jurisdiction throughout the solar system are the Support and Rescue Service and the Solar Marshall Service.  While they do have jurisdiction, their influence is muted by their numbers being spread out across the system. 
     
    Overall, mankind has become very independent and self-reliant with an innate distrust of anything "big government".
     
    In this environment a few small prospectors operating on the outer edge of the solar system have failed to check in.  And more concerning, the S&R ship dispatched to investigate has gone dark.

    I lived it. First D&D.  Then Bushido, then Champions. Friday, Saturday and Wednesday. Good time good times.

    @Duke Bushido, oh I agree that somewhere paying for every little affect sfx has gotten outta hand. The reason I think this has happened is a combination of three points;
     
    1) You get what you pay for has been taken too far in intent.
     
    2) You’ve gotten burned by bad GMing whether intentional or not. This can range from a GM not rolling with it I’d say a Radiation event came up in a published scenario and the GM is like uhhh don’t you have Radiation Protection? I’ve played with GM’s that if it isn’t on the sheet, it doesn’t count.
     
    3) You play  with multiple GM’s or you’re playing with an unknown GM. 
     
    4) Or you play with weasels who will take advantage of this and try squeeze so much for free.
     
    one reason I like Power Skill now for free is it gives both the GM and player a mechanical resolution for this. Personally I give Power Skill at 11- for free not 8-.

    Sometimes the 'go-to' old school sci-fi series isn't Star Trek TOS or Doctor Who.  Occasionally, I'm in the mood for the simplicity of Buck Rogers in the 25th Century, where problems were solved with boyish charm, karate kicks and a robot with the voice of Bugs Bunny.

    I'd suggest getting the fiction right, before you start looking at mechanics.
     
    That is, how magic fits into the setting and its societies. That's particularly important since magic will shape those societies.
     
    Once you've got all that sorted, then you can look at all the crunchy blah blah blah.

    I wouldn't say backwards, rather approaching from the traditional everything is pre-built RPG direction. 
     
    Traditional RPGs try to be pre-balanced and present the players with all the choices canned and ready to use.  Since your options to build a PC are pre-defined, most people flip through the rulebook selecting "cool options" and then tack on as many as they can using them to "define" the character.
     
    HERO is different.  I always advise new players to write up their character concept and abilities in plain language.  Don't look at the book during this process.
     
    Once the character concept is established you can begin building.  The thing is there are so many different ways to build things focusing in on the "name" of the power can actually be wrong.  I never pick up the rulebook until I have a solid concept. 
     
    Also, try to look at the characters powers collectively, not individually.  That will also impact how you construct things. 
     
    A final thought.  HERO has few in stone rules.  Read the toolkit paragraphs.  It is like the killing attack multiple.  I haven't gamed with anyone that uses the 1d3 multiple.  it is great for accountants that like everything tidy and boring.

    Small thinking.
    It is the spirit world and there are such things as spirit guides and such.  A spirit guide in the form of a great panther with just enough CGI to add a fleeting glimpse of the human face of T'challa, and you're good. 
    After all, this is Shuri's new path, not the old one.
     
    I have enough faith in Marvel Studios to believe they can do something in a tasteful manner.

    Writers usually get themselves out of such binds pretty regularly in the comics. Bad writers do a bad job of it, but Marvel's writers have been better than most in the superhero cinema space. I have faith in Feige and Co. that they will figure out a way (acceptable to fans) to move forward with the Black Panther franchise, without Boseman and without the magical herb.

    I loved the old Scout campaigns.  Before they actually published their setting. 
     
    No problems with players buying and reading all about things and than acting like their PC doesn't know.  True exploring the unknown.

    True, but Captain America: Civil War did a much better job of it.  Tony and Cap had their differences early on but could put them aside to unite against Loki and the Chitauri invasion.  Their differences didn't go away, and in fact grew to the point where it pushed them apart in Civil War.  I was terribly frightened of splitting up the Avengers that way, but the way they did it felt natural (however painful).  Then when Thanos and his minions got twitchy, Cap and Tony (and their respective factions) found it in themselves to unite again.  One of my favorite lines:

    "Do you trust me?"
    "Yes."

    In contrast, the Snyderverse showed me characters who were at odds and not heroic more because they were never truly united or heroic in the first place.  They also didn't resemble anything I recalled from the comics, especially "Superman" (which kinda hurt because I think Henry Cavill is talented outside a Snyder movie).  Argh...that all looks terribly incoherent, but maybe that's just a side effect of looking at Man of Steel and trying to call it a Superman movie.

    I don't have a solid answer, but there is a sharp divide between 1st through 5th edition and 6th edition. 
    I don't think the polls as written here are really a reliable indicator because you get a lot of "I picked X because Y but I really would have preferred Z".  I play more D&D 5th than anything right now, but it is my least favorite RPG. 
     
    I didn't see any navigation tabs, drop-downs or well anything navigation so I don't really know what you are trying to do.  But if it is intended to be something like the Forgotten Realms wiki, once you add something like their "Portals" to organize it a bit you may see some more participation.  Maybe add some templates for things like NPC's, Vehicles, Equipment and so on so things are standardized.  
     
    But as for edition, my question is why are you worrying about whether it is in 6th or another version?  The flavor text/descriptive section doesn't care about edition.  Just provide a template for each version and require the files to contain their version in the file name.  Instead of "Mister Wicked" name they file "Mister Wicked [6ed]". 
    Then encourage people to just submit stuff.  If I am a 5thR player and I see that the Villain I want is written for 6th, it will encourage me to make a 5thR conversion and post that one. 
    Just a thought.

    Let the people write in whatever edition they feel comfortably in. Then encourage them to upgrade or downgrade the character as they see fit, when they see fit. They still play with the BBB? Then there you go.
