This would be what i'd do:
1DC = 1pip (only penetrates 1 body on a 6)
2DC = 1/2d6 (only penetrates 1 body on a rolled 4, 5, or 6)
3DC = 1d6 (usual 0, 1, 1, 1, 1, 2 body roll for penetration purposes)

I feel that Toy Story characters would have SOME Automaton powers. Some may have Does Not Blled (tho ones with Stuffing may bleed with Special effect - loses stuffing)

One could argue that you shouldn't treat Push Ego rolls as skills, that the only way a Heroic character can increase his Push roll is to buy extra EGO with Limitations

The more advanced meditech you have available the less likely you will end up with a mortal wound. It would not be very uncommon in a gritty fantasy/historical game. less common than that in modern times. Even less common in the typical Cyberpunk or SF setting.

On a related point, I belive it costs more to AID a power with an advantage. Is it possible to make it cheaper if all the powers you can affect must have a limitation? e.g. OAF or Ablative

Remeber Atlantis is very old, and may have been in some battles. It was probably more airtight in the past.

My thought on Race based Maxima is:
for a race with extra STR, have them buy a base STR of greater than 10 and state that this extra STR does not apply against STR Maximum, so if a Dwarf Package has a base STR of 13, it makes the effective Maximum of 23
