  8. Re: Requires another power limitation? Actually enforcing as GM is really the only thing to do. As, If a person has the prerequisite power (the only one who can buy the power), this power does not limit him. If the person does not have the prerequisite power, he cannot spend points on it, so any limitation is irrelevant.
