    I don't think a "complete" game necessarily has to include the full rules, but it has to be enough for you to be able to sit down and run a game.  
     
    The various D&D 5e starter kits (the Starter Set, Stranger Things, Rick & Morty, Essentials) to me constitute a "complete game", because with any of those (all of which I believe include sample adventures) you could sit down and run a game.  I might also call them "minimally complete" because without other materials you can't do much more than that, but with the Players Handbook and all the free downloads (SRD, basic rules, etc.) you've got enough for years of play.  
     
    Fantasy Hero Complete, with the additional electronic downloads including pregen player characters, spells, monsters, setting, and adventure, is almost a complete game.  I say almost because the Val of Stalla sample adventure isn't quite a fully fleshed out adventure, but it's pretty close.  It would need a plot of some kind and/or a number of NPCs with their own wants, needs, and conflicts brewing that the PCs can get involved in.  (Elsewhere I've said that it is complete, but I'm partially retracting that statement.)
     
    I'm okay with, e.g., rulebook X plus additional material book Y equals a complete game.

    I prefer the term "product line" rather than "game". It makes it clear that the goal is not just a single book but a whole series of books. In terms of checking all the boxes for the initial (core) rulebook, I think Vampire: The Masquerade--in its original incarnation--serves as the best template I can think of. It did it all. It provided all the core mechanics, presented in an easy to digest form; it provided the setting with just enough of both broad strokes and intimate detail to get a Chronicle started, and it provided a sample adventure (if I recall correctly).
     
    But more importantly, VtM was just the first in a long line of products that expanded and added depth to "the game". The (OG) World of Darkness was not just a setting, it was a complete product line. In fact, it was five or six inter-related product lines. Being a completist was an expensive proposition, but you didn't have to buy everything to play and enjoy the game.
     
    Whenever anyone wants to know what should be done with the HERO System, I point to VtM and say, "Do that." (But with a different genre/setting, of course.)

    Since Con doesn't contribute to figured characteristics in 6e and I rarely see a Con roll in game, I'd call it a 0 or at most -1/4. Honestly I probably wouldn't allow it. 
     
    Like what about: Body, Only to absorb damage as a limitation? Anything? I wouldn't give it anything. I kinda feel like this is the same.

    these are just different character builds
    if the player feels that they should do as much damage as the other ,then maybe a rebuild is in order
    also look at damage over time
    a speed 4 character only does  (move thru velocity is 60m = +10d6(35pts of damage) and a -6 to ocv  [4 hits very unlikely but does 35x4= 140 points on average
    a speed  8 character only does (move thru velocity is 30m = + 5d6(17.5 pts of damage) and a -3 to ocv  [8 hits unlikely, but does also 17.5 x7 140 points on average
    the bell curve is going to kill the speed 4 character if both have the same OCV vs a targets same DCV
     
    target has a def of 25
    both speed 8 and 4 do 8d6 hand to hand(average 28 pts of damage)
    so if both have final OCV of 10 before the move throu vs a target with a 8 DCV here are the percentages
    speed 8 has a final ocv of 7 and will hit dcv 8 around 50% of the time (so in a turn speed 8 does on average 45.5 (20.5 get through to do damage) (20.5 x 8)/2=82 pts of damage on the target))
    speed 4 has a final ocv of 4 and will hit dcv 8 around 16.2% of the time (so in turn speed 4 does on average 63 pts(38 get through to do damage)(38 x 4)/6=25 pts of damage on the target))
     
    of course Move bys will have the speed 4 do more damage as the ocv and dcv mods are the same
    it will come down to who chooses the correct maneuver
    the speed 8 is better off using move thru (only a 12.5% difference) vs the speed 4 using move by hitting 62% of the time
     
    and the move by have the speed 4 doing + 6d6(21pts)+ 28=49 pts per hit  49-25=24  after def (24 x 4)/1.6=60 pts per turn
    the speed 8 is getting  +3d6(10.5 pts)+ 28 =38.5 pts per hit 38.5-25= 13.5after def (13.5x 8)/1.6= 67.5 per turn
    damage over the course of a turn has the speed 8 only up by 2d6 on average over the speed 4

    I don't think Dispel against natural darkness is a thing, because there isn't anything there to dispel.  Natural darkness is a lack of light, not anything applied.

    That supposes that skills are currently equal.  Breakfall can be counted on to be important multiple times a superfight if Knockback is in use.  Is that as valuable as Lockpicking?  Combat Driving?  Contortionist?  I'd say no, I'd be amazed if those skills came up once per session outside specific genres.  HERO makes some blind assumptions about frequency of use that are likely to not hold true for any given campaign but probably be vaguely accurate if averaged across all genres. 
    And for that matter, genre says a lot about what skills are even useful.  Take Climbing, is Climbing worth giving the time of day when you could buy Cling-Grips (FRED page 143) for 4 points?  I'd say most certainly not, but if it came packaged with Acrobatics and Contortionist it'd be more tempting.   Is the ability to drive mundane vehicles well worth charging for when the party is The Flash, Superman, Iron Man, and Thor?  Of course not, getting in a car would just slow those heroes down! 
     
    If Knockback isn't in use, merging it with Acrobatics lets people have Breakfall for the once-a-campaign time it's needed but not be overcharged.  If locked dungeon doors are commonplace, Lockpicking shouldn't be merged with anything since it's already great.  So on and so forth. 
    I'd suggest looking at how often a given skill gets used in your campaign (or prior games with the same genre even if they're different systems), and trying to merge similar underused skills.

    If he's got the Infinity Gauntlet, there's no combination of heroes that can stop him.  By himself, yeah any two big guys should be able to do it.
     
    But if I've got six (and leaving out plot device characters like The Spectre), I'll go with:
     
    Superman and Thor -- They've got the physical power to stand up to Thanos in a fair fight.
    Doctor Strange and Mister Fantastic -- Because Thanos doesn't fight fair, and so you may need to counter unexpected traps.
    Silver Surfer -- He knows Thanos, and has had to fight against him on his own.
    Batman -- Because Thanos will 100% underestimate him, and sometimes you need to pull out the cheese.

    I would like to see a remake of Starship Troopers that wasn't a complete middle finger to the original book.
     
    As far as The Princess Bride is concerned, I think anyone who suggests a remake should be put into the Zoo of Death.

    I agree, it can be slow. There are a number of things to keep track of that other systems do not have. It will take some getting used to. But these particular players are coming from shadowrun. In which the simplest character has a combat round like this: (not even factoring in intiative and combat passes)
     
    I want to shoot something. Hmm Yes, with this ak-97. OK. So um, single shot, short burst extended burst? Ok short burst. oh focus the burst for more damage, or a spread short burst to cause the enemy to lose defense pool? Hmm spread.
    Ok. That's 3 bullets. What did I do last round? I shot a single shot. The round before? Shot then moved. OK, so that is 1 recoil from last round + 3 from the bullets this round. Recoil of 4! But my gas vent on my gun gives me +1 recoil compensation plus 2 more for my base strength means I have 3 points of recoil compensation. 4 recoil  - 3 = 1 dice penalty for recoil. What are the lighting and wind conditions DM? OK  range? ok got all that down. I now roll 11d6 and count successes (5's and 6's). Oh wait there are a bunch of 1s there too, are there 6? If so that is a glitch. No no , just 4. OK, so I got 4 successes. Now the defender rolls his defense pool, reaction + intuition. Wait, does he have enough intiative that he can abort to a defensive manuever? Or has he already done a full defense manuever? Add the dice from that. He rolls and gets only 2 successes so I hit! I have net 2 successes over him. My gun does 9 base damage + the 2 extra successes is 11 base damage. So now the defender has to roll body + armor. He has 5 body and 12 armor. But my weapon has a -1 AP so that reduces his armor by 1. What kind of ammo am I using? I have APDS loaded, that is -2 AP, for a total of -3... so their armor is 9 and 5 body. GM rolls 14 dice and counts successes to negate the damage. What? We forgot to do penetration? Oh well the modified armor is 9 and the modified damage is 11, so the damage is more. so this penetrates and is physical damage, not stun. Phew. OK, where were we? Oh yes GM soaks the damage, rolls 5 successes. So 6 damage boxes get x'ed out. Bad guy is still up, but let's look at his damage monitor. OK, now he is at -2 to all dice rolls due to his condition monitor because he has no pain negating cybernetics...
     
    No joke. This is not even calculating cover, casting spells, deckers performing matrix actions and attacks during the combat, riggers and their drones or any of that.
     
    Hero isn't the quickest to resolve an action, but at the same time you rarely have extended combats like some other games with tons of HPs and you go many rounds in a big fight. But hands down the slowest combat system for any tabletop RPG? I disagree there.
     
    However any system, introducing the crunch slowly is a good idea for people. But coming from Shadowrun I have a feeling they will have a sense of the combat being quicker and easier. Which is one reason I am hesitant of adding in the extra overhead of the damage negation. But some players I think will appreciate how the armor piercing factor works. My main concern is balance of weapons vs armor and how it will change fights to make them longer/shorter or have a different feel. And the extra time of damage negation factoring in and that they will need to have a DC chart to start letting them know how it scales (and anyone using a Katana may need to know that anyway for str bonuses and str boosts)
     
    Point taken on the crunch. But I also think you underestimate the slowness of some other systems and their complexity.

    Hello, all! For people who don’t know me, I wrote a few Champs supplements way back when: Creatures of the Night: Horror Enemies, Ultimate Supermage, and Supermage Bestiary. Some villains from those books got adopted into the official Champions Universe (in Arcane Adversaries and The Mystic World); many did not. Our colleague Tiger has shown, through the “Forgotten Enemies” line, that apparently some people like to see revised and updated versions of old characters that didn’t make the cut into the CU. But why should Tiger have all the fun? The esteemed Jason Walters says its okay if I publish new versions of my old characters. I hope I can get at least a few supplements out of this, and maybe supply some useful new/old villains for Champions GMs.
     
    Villains risen from the grave, as it were. Summoned from publication Limbo!
     
    This is where you come in. I’ll use this thread to propose collections of villains. You give feedback. Does the proposal sound interesting? Do you like the lineup of characters, or would you prefer a different set? How many would you like to see per supplement? If you have any favorites from those old books, let me know and I’ll try to do something with them. Similarly, if you think a character was potentially cool but would benefit from a new and different approach, make the suggestion. Looking back, I see that not every word I wrote was genius. This gives me a chance to do better.
    I might also round out collections with a few brand new characters, too. We’ll see.
     
    A lot of my old characters were supernatural. (Supermage. Duh.) I figure those can go in a line of “Mystic Enemies” supplements, the way Steve Long produced a few “Martial Arts Enemies” supplements. Non-mystical villains from CoTN can go in a “Horror Enemies” line, though that will of course be much smaller.
     
    So let us begin...

    Once you learn to use the program (definitely read the documentation) and write up a few characters, you’ll never go back to paper and pencil. Seriously. It’s that useful!
