I did, and maybe I'm bad at it, but didn't see anything reflecting a nice clean build of "Do this to Stun somebody" just a long discussion on how a Taser works. Maybe I missed what you were expecting me to see.
See the notes under the tazer builds to see the relevant rules.

I highly recommend following the last 2 links I posted.

5 Resistance (+5 to roll)
[Notes: (6e1 p114) At the GM’s option, Resistance also helps a character withstand the pain of injuries. If the campaign uses the optional Wounding rules (6e2 p108), every point of Resistance a character has adds +1 to his EGO Rolls for purposes of withstanding wounds.]

Advanced Players Guide for 6e. Like I said earlier I've posted builds with details of the mechanics previously.I just can't search for them very easily via my phone.

APG1 has a new Stunning option for Change Environment you should check out. I've posted more details on older threads of similar topic.
[Notes: From APG1 page 83 - The Stunned effect lasts as long as the Change Environment is maintained (1 Turn*). However, when affected the victim gets to make a CON Roll immediately (at -6*), and if the roll succeeds the attack has no effect on him. If the roll fails, he gets to make an additional CON Roll every Phase he's affected at a cumulative +1 (so +1 on his second roll, +2 on his third, and so on). As soon as any roll succeeds, the power immediately stops affecting him and he has his full Phase in which to act.]

Why couldn't the 1985 Doc Brown raid the Delorean that sent him to 1885 (just sealed in a mine) for parts replaceable in 1955 and gasoline to repair the 1955 version Marty arrives in? He said the lightning strike took out the hover capability but made no mention of regular tires, suspension or gas tank & engine.

Yes. However, if the effects of the drain are countered/ended early, then the stunned effect ends as well.

In the case of law enforcement or concealed carry practitioners the safety on a 1911 is normally used to allow keeping an extra round in the chamber plus a full magazine with less danger of blowing their foot off. This is what's referred to as cocked and locked.
-
A lot of that is brand familiarity plus whether the handgun is hammer or striker fired. Striker fired guns like those made by Glock can't even have a traditional thumb safety. The safety mechanism is built into the trigger. Law enforcement and military personnel that trained on a hammer fired M1911 45ACP or Barreta9mm do have thumb safety training as part of their manual of arms. Not all hammer fired guns always have thumb safeties though - see the H&K P30 with a LEM trigger.

Is that near Albuquerque?

I happen to like the updated guest ship. That certainly deserves an episode or two.

Megascale is considered noncombat movement. That is the best reason for the minimum increment. In the case of the most common increment- 1" = 1km or 1m = 1km that means it operates as a mini FTL jump in practice as that velocity typically translates to ~ mach 1 depending on the character's SPD.

My idea was much simpler. Just put a Naked trigger on Flight or teleport w/only through intervening. Then choose the number of Multiple Attacks to make to determine the up front penalty. Each successful hit activates the Trigger and moves the character right behind the target.

If rubber is available then a slingshot would be a cool way to increase accuracy and range.
-
The timing of throwing an object via a sling vs just throwing the object seems counterintuitive to increasing accuracy. I would think using the sling would only increase range. I might consider a naked buy off of the range based on str limitation and apply focus of opportunity. Or just buy full ranged if the advantage variant of based on str was used originally.

FWIW, creating a version of this very ability is what originally inspired me to join this forum in 2004 and build my 1st 5e superhero (Hyper-Man). I've been learning the rules ever since.

Goku and Vegeta have performed this type of attack during DBZ on Namek vs the forces of Freeza. It's just superspeed*. It does not require instant Transmission although that combo was used by Goku recently during Dragon Ball Super.
*Superspeed can be mechnically represented with Teleportation with Must Pass Through Interviening Space.

A Triggered movement ability combined with a Multiple Attack is your best bet.

Can you provide a link? I can't tell if you're talking about the 5e or 6e version.
