    Technically, this Change Environment isn't providing a positive effect to the character in terms of game mechanics.  They are not receiving any OCV, skill rolls, or anything else that will directly help them.  What the power is doing is countering an environmental effect that would give the character a negative effect over time (which results in damage only when it hits a threshold).  Plus, if you defined the radiation as a Change Environment effect doing low-level damage, the GM can allow one Change Environment effect to cancel or negate a similar Change Environment power.

    There's a supervillain from V&V that I use called F.I.S.T. with a very nice acronym: Fighting Infantry Shock Troop. Some time ago for fun, I decided to run an episode where he had recruited more villains with similar acronyms:
     
    F.I.S.T.  (already mentioned)
    F.O.O.T.  (Fearless Overly Optimistic Trooper)
    S.P.L.E.E.N.  (Super Powerful Likeable Easily Exasperated Nerd. Yeah, it's bad but at least I did it.)
    E.Y.E. (Ever Youthful Egoist)
    H.E.A.R.T. (Highly Explosive and Rude Trooper)
    A.R.M. (A Rough Mercenary)


    Yeah, I'm most likely not going to run this episode again but it was fun trying it one time.

    We know that Eurostar are the dangerously competent villains who brag about wrecking economies, but how do they work towards their goals?  What do they ultimately need for endgame success?  How do they support their projects?  What do they prefer to target?  How do they fight that's so different from everybody else?  Questions like that and more.  Might even help me figure out how other practical villains (or heroes) might work as well.

    I agree Christopher. Of course it depends on the campaign, but on the supervillain side, not everyone should use that many points. I've got alot of supervillains roughly around 250 pts fighting experienced heroes who've hit total points of 500+, 600+.  Not all the villains should be able to be a threat but sometimes being a nuisance gives the hero(s) a chance to show off. Properly done, my 250 pt 2-team baddies can cause quite the stir with heroes. Recently, had the experienced heroes fight a team of villains where none of the baddies cost more than 187 pts.

    I was the GM and the most recent one is the hero team is in Norway searching for a villain with a powerful artifact in the series of 3 epic episodes and they're warned by a local to watch out for any giants but "not to worry, it's only myths".  They're in the forest now and feel the ground vibrating. The vibrating stops and everyone makes a PER roll to see an entire large tree hurling through the air and now spiraling down at them. They all yell, "TREE!" and dodge, except for the brick who takes alot of damage but handles it.

    At any time, if I simply say, "TREE", they know what I'm talking about.

    Beast Boy's forms are definitely superpowered. No gorilla is going to jump around like Spider-man, get pounded on repeatedly by a creature that can damage concrete and come back swinging afterwards, or survive a 30 foot fall and get back up fighting (ala Teen Titans cartoon series).

    As the title says, do you have silly adventures occasionally for the players? In the campaign I'm in, definitely yes. I'll tell you some of them:
     
    - If you've seen the silly movie 'Inframan', the PC's had to fight various monster baddies eventually ending up fighting Princess Dragon Mom.  Yeah, that name is horrible.
    - I doubt you've ever seen the very old cartoon series 'Clutch Cargo' where just the lips moved, I had Foxbat make a cartoon series with himself in that style. The heroes (and players) joked about that for a couple of weeks.
    - If you've ever seen the old tacky series 'The Banana Splits', Foxbat had 4 supersuits make to look like the four, um, characters... and he was the fifth! "The Foxbat Splits!"
    - The old Thundercats cartoon series was used: the heroes went to a different dimension and fought Mumm-Ra, defeating him with finality.
    - He-Man's Skeletor has shown up a couple times; got trashed both times. The last time, I suddenly ended up having in midgame to beef up his PD, ED & Stun but it didn't make him last much longer; the heroes were just on a roll.
     
    Those are just a few. I often use Foxbat for fun episodes because now & then, the players need something like it.

    I think you can keep it simple:
    Cycling Blast Base Level 5d6 Blast
    Cycling Blast Powering Up +3d6 Blast (8d6 total), Not on first attack of 4-attack cycle (-¼)
    Cycling Blast Moar Power +3d6 Blast (11d6 total), Not on first two attacks of 4-attack cycle (-1)
    Cycling Blast FULL POWER!!! +3d6 Blast (14d6 total), Only on last attack of 4-attack cycle (-1½)

    Haven't played HERO since 3rd/4th edition era, but thinking about picking it back up.

    Is it worthwhile to upgrade to 6th?  What kind of improvements have been made to the game?  How different are the mechanics?

    I'm no authority on 6th, but as I understood it, another major change was that Figured Characteristics (including OCV & DCV?) are no longer figured, so the overall points spent on characteristics is higher, and Elemental Control is gone (replaced by a relatively minor 'unified' limitation). I don't recall the fate of other power frameworks, but it seems like you can expect to spend more on powers, too.
    Also, skill inflation has continued apace. IDK if you remember all the way back to the introductions of professional skills in Champions II, but back then you could be a lawyer for 2 pts. by 4th you needed a perk to be a member of the bar, and, well, probably more, maybe a lot more points invested in skills to be any good at it. I seem to recall early examples from 6e having the skill set to be a lawyer adding up to something like 60 points.

    So, characters build and balance quite differently than in 3rd/4th. It doesn't seem like it should feel that different, in play, though, FWIW.


    Full disclosure: I had been away from Champions for a few years when my group's interest in D&D revived with 4e, and it was the discussions leading up to Hero 6th, here, which convinced me not to return to adopt the new ed. I'd been using 5e, nominally - I've always mixed up details of prior editions, since I started with 1st on - with plenty of 4th mixed in, and the odd variant. I wrapped my last Champions! campaign in 2009, were I to come back whole-heartedly to Champions!, I'd probably perfer 4th. The BBB wasn't perfect (I'd argue its as close as any universal system ever got), but the game has drifted from it's original strengths since then, I'd be happier to fix up 4e here & there than tackle 5th or 6th.

    Fair enough.
     
    It could be the 6th Ed part. 
    I picked up the books (I'm a compulsive completionist collector of RPG's) for 6th, but could never really play it.  4th and 5th Ed's are my favorites.  To me, 6th feels and plays very different than all the earlier versions so I just never actually put together anything that ran more than one or two sessions in 6th.
    5thR on the other hand feels right and everything clicks.

    - you see a movie or show, and start guessing what the character's Dex, Con, PD & ED, etc. are.
    - you see a movie or show, and start figuring out the disadvantages as well.
