Generally no, you can not Push because to do so you usually need to be taking an action and you cannot do that if it's not your Phase (barring a Held Action like Greywind said). That said, it is not explicitly banned and a GM could definitely allow you to Push in a STR vs STR check initiated against you or even Push a Defensive Power you Abort to (or maybe just Push a Defensive Power in general if it was already active) as long as it fits the criteria listed. "Pushing is only for crucial, heroic, or life-saving situations", "Pushing is only for heroes and important NPCs", you declare it before any roll, you make your EGO check (if it's a Heroic game), et cetera.

My one question is, how often do you have people make checks to see if they just happen to fall on random "minor terrain hazard"? In my experience virtually never. I'm not sure if I've ever had a GM make us do that. Most of the rules regarding terrain in Hero are under Environmental Conditions and even ones like Poor Footing, Narrow Surfaces, or Cluttered and Cramped Conditions don't ever actually make you trip/fall. In the Environmental Effects chapter Rain/Snow and Undergrowth likewise do not include a chance to fall. So saying it shouldn't be built as a Power, just treated like this other situation that virtually never happens (in my experience) and that there aren't (to my knowledge) set rules for, isn't particularly helpful. You can still use hex maps and you can use still have 1 hex equal 2 meters. Nothing in the rules changes that or suggests otherwise. Some people like to play with different scales, especially when vehicle or space combat is involved. 6E didn't change the scale, it said there is no scale, do what you want, we're going to use the actual measurements that have always been there anyeay.

Game scale did not change to 1 Hex equals 1 meter. Measurements changed to "we're not measuring things by Hex anymore because that's dumb, we're just using meters". Since prior editions had hexes equaling a certain number of meters anyway virtually nothing has changed except you can now by Movement in 1 meter increments. No where in any 6E book does it say 1 hex equals 1 meter, because there aren't hexes. Also, doubling the number of hexes and calling them meters is all that is needed. That is hardly a "complete rewrite".
