  5. Are you familiar with the Wild Cards series of books? Your campaign premise reminds me of this. In 1946 an alien virus that rewrites human DNA is accidentally unleashed in the skies over New York City. It kills 90% of those who come into contact with it (referred to as 'drawing the Black Queen'). However, 9% mutate into deformed creatures (known as 'Jokers') and the remaining 1% gain superpowers (known as 'Aces'). A percentage of the Aces are referred to as 'Deuces'. Deuces have acquired useless or ridiculous powers, such as the ability to levitate up to two feet, or to grow body hair at will.   18. I was staring at a picture of manga character Asuna Kagurazka one day, trying to figure out what was interesting about it. It wasn't this pic, I couldn't tell you where I saw it, but I suspect you've already figured out what fascinated me was that she has one green eye and one blue eye. It took me a moment to discern this. Other people have reported a similar experience, staring at folks like Tiger's pitcher Max Scherzer, see below. So, let's say you wanted to put this in Hero System terms. Distinctive Feature is obvious. How about also a PRE attack, Always On, select targets* only? Maybe just +5...barring distractions, the targets tend to stare at the person until they figure out what they are seeing. What would you do to determine how long it takes a target to learn this? *Human or such (cats, dogs, etc. don't care), haven't already heard/read/seen this, close enough to discern, etc.
