Drain BOECV
Hello again, Been toying with telepathic characters lately (which is what brought on the IPE question - desire to give BOECV powers the same visibility as standard Mental Powers), and ran into the following question: Say I buy "Extinguishing the Will to Live" as a Drain BODY BOECV. Is the Drain considered "Damage", requiring the power to take the "Does BODY" advantage to have any effect?

Mind Scan
Can a person use Mindscan and attack with a mental power through the mindscan in the same phase? Since this would require 2 attack rolls, I would think you would have to wait 1 phase before using any mental power through the mindscan once it is "locked on"--or if the character wants to use a multiple power attack, does he use the same attack roll for both the mind scan and the mental attack through it? (this is assuming the character in question does not have any restrictions on his mindscan, such as being in the same multipower as the metal attack) Thanks

You can Teleport...
...but you can't tell him much. A couple of Teleport questions. 1) If I buy Teleport with Megascale, and a Fixed Location, can I 'port to the Fixed Location even if it's less than 1" (howeer far that has been Megascaled to)? 2) I want a character to target a foe, and Teleport him to somewhere far off (up to, say, 10's of kilometers away). Obviously, this will be Teleport, Usable As Attack, and Megascale Range. Now, if the character has to attack HTH, that's all that's needed. However, if the character can Attack someone that's not in touch range, Ranged has to be bought. My question is, how best to do this. If I pile UAA, MsRange, and Ranged on the Tele…

Affects Desolid
How should powers that ONLY affect desolid be built. For example: 8d6 Trans-spacial EB, only affects desolid.

Autofire on STR?
If I buy Autofire for my STR, what benefits do I reap for it? Can I now Autofire all Martial Manevers? All basic manuvers that use STR (Strike, Grab, etc)? Can I Autofire attempts to break out of a Grab or Entangle? What? Thanks.

Multiple Indirects?
Can you take Indirect multiple times, solely to negate Hardened? Both Armor Piercing and Penetrating specifically say you can, but Indirect doesn't specifically say you can't (nor does FrED nor the FAQs prohibit it anywhere I can find). -- Make the most of yourself...for that is all there is of you. -- Ralph Waldo Emerson

Strangulation
Not a pretty topic, I know, but one that sometimes plays a significant role in some RPG genres. Two questions: 1. In TUMA, p. 172, a strangling garrotte does (3d6) and has a limitation "must be aimed at head". If it hits, does the 2x normal damage apply for hit locations 3-5, or is the hit location considered to be already factored into the (3d6) damage (which is not too shabby for a str min of 4)? 2. How does "good" old-fashioned non-martial arts manual strangulation work? Is it basically just a grab-and-squeeze to locations 3-5, maybe with a few extra touches (e.g., no-recoveries as per holding one's breath and no vocalization as per martial-arts choke …

Automatons and Minutemen
Hello, Steve, hope you're holding up well : I'm a bit confused about how to run the Minuteman robot written up in Champions Universe. According to the Automaton section of 5E, automatons with simple INT scores can only follow a number of simple commands equal to their INT, and if not commanded will stand inert. My impression was that a more self-directing automaton would require a computer brain of some kind. The Minuteman is described as having sophisticated programming rivalling a sentient being (and even a Psych Lim), but has no computer brain. Is this an oversight? (There's nothing about it in the Errata.) Or is the Minuteman intended to be run with a …

Change Environment
Under Change Environment it states that it "cannot provide positive effects or bonuses." Is this to say that Change Environment cannot or should not create "positive" environmental effects such as calming a storm (thereby lowering/countering any negative effects which go along with it) or creating less hostile environments, (barring any lifesupport crossovers). I can see having to use dispel or suppress to "counter" effects caused by other characters Change Environments but what about getting rid of a natural storms or similar phenomena? Another Animal Question
What if the animal has a bonus (or XP)? Do you still just use the 75 points (If buying it as a follower)? I think the answer is no, but thought I would double check... (Yes see this pod of loyal Hunchback wales, it only cost me 30 points)

Multipower and Charges
If all the slots in a Multipower have the Charges Limitation, does the reserve need take the Charges Limitation too? How about if the total of the Charges in all the slots add up to be an Advantage (>16) for the reserve? Does the Multipower need to take the Advantage?

Dispelling Entangle followup
Hey Steve, first off great job on everything you (guys) have done with everything Hero (5th ed, the great software and this site). Now, I was wondering -- if a character can't "turn off" his own Entangle, how are mundane SFX like handcuffs and other realworld restraints suppose to work? I can imagine a limitation that allows an entangle to be disabled with lockpicking, but a huge OAF (Key) dispel seems silly (not to mention it would destroy the cuffs and not merely unlock them). Sorry to bother you with such a silly question, but I was just curious as too how you would handle it (officially that is). Thanx for taking the time to answer. MANCER

Teleportation NCM
Hi again, Got one more for ya... Says in the FAQ (this page online, or p. 49 of the PDF), in a question on the time required to open a Teleportation Gate, that Teleportation with MegaScale does require the Extra Time needed for all NCM Teleportation. Well and good; I had wondered about that one myself. But in that question, it says the time required is a Full Phase, while both the 5th Edition Rulebook (p. 149) and a later question on the same page of the FAQ, give the required time as an Extra Phase. So, which is correct? Or are they both correct, with the time reduction to a Full Phase just a pleasant side benefit of the Gate Limitation?

Invisible Power Effects
Hello, Hmm, I notice that apparently one can no longer post to this forum without registering. Ah well, Millennium City is worth a Mass... Anyway, my question is about Invisible Power Effects. It says pretty clearly in the rulebook that "an attack can be made invisible to one Targeting Sense Group for a +1/2 Advantage, or to one Nontargeting Sense Group for a +1/4 Advantage; each additional Sense Group (Targeting or Nontargeting) is a +1/4 Advantage." (p. 168, Hero 5th rulebook). Because Powers are normally visible to one Targeting and two Nontargeting Sense Groups, making a power visible to only one Sense group should by that rule be a +1/2 Advantage (fo…

Stunned and END
Here is a hypothetical situation: Wyrm has only 8 CON and currently has 0 END. He uses a 4 END power and takes 2d6 Stun from the power. If he rolls an 8 or more from the Stun is he Stunned from using the power?

TUV Skills
Got a question ... or more likely .. just a clarification. In the TUV it gives an example of giving your vehicle the Skill Combat Pilot/Driving to represent an Autopilot as well as to give complimentary skill to an actual pilot. Does this mean that you don't have to pay additional points for a computer to do the autopilot? Thanks.

Explosive Torch
Since Images is the power to create light, to make a Torch spell, could it be made Explosive (instead of buying up the radius), so that the PER bonuses to see get less as you get farther from the center?

Dispelling Entangle
Can a character with entangle make his entangles go away after he creates them?(And if so, would not being able to be worth a limitation?) Would he need a dispell power to do so? On a related note, can you cancel an uncontrolled power?

Captain Commando followup
I assume you ment if they function as followers make them followers not DNPC's to clarify, they should just be added to his followers already then (so instead of x4, x16 or whatever? Assumingly they will help in combat, but more along the lines of if the base is attacked over going out with him...

Animal Followers
The cost of Followers is determined from the follower's Base Points. From the Bestiary, normal animals have a Base of 75, even though their Total Cost is often much lower. What does an animal with a Total Cost of 40, with a Base of 75 and 25 in Disadvantages cost to have as a Follower?

Weaknesses That Don't Last
I want to design a Find Weakness power that only works for the next strike. If the attacker wants to attack against half the defenses again, he'll have to Find Weakness again. This also means that there can be no quartering or eighthing of the defeneses. Find Weakness 13- with Melee Attacks; Weakness is Not Persistent (-1) Does a -1 sounds right for that?

Okay this is a question about Followers & Bases Captain Commando is a Super Hero who always goes into the field with four of his Commandos (followers x4, no problem) He also has a control center (Base, no problem), that is staffed by a variety of helpful experts...SO should they be bought as part of the base using those rules, or because of the fact that he already has followers should he buy them as part of the x2 for five rule?
