I should mention that his player came up with Ranger after seeing Storn's pic of Red Ensign for BC Holmes. Although I think Ranger looks like more of a hard fightin', hard drinkin' Army grunt. Well, it's supposed to be a "Tesla rifle", a prototype weapon the military handed him to test. It shoots something like an electromagentic pulse beam. Ranger also had his costume designed by a committee of PR guys. Things like that are probably why he looks so grumpy. But look down at the power pack (I guess) in front of the trigger. I went BAR, and slight alterations indeed, with a bit of energy to suggest "Tesla", and yup, the energy pack looks pretty much like a 20 round mag for a BAR...with energy stripe to indicate how much usage.
