    I believe you modify the STR first THEN divide by 5 to get DC. And don’t forget to round in Hero’s favor!

    I've played in fantasy games where we did away with NCM altogether, but I admit that was for high-level fantasy (albeit not quite "Fantasy Champions"), which I personally love. So I'm probably not the best to answer that question.
     
    OTOH I've also played in games where we followed the advice from Hero's The Valdorian Age campaign book for sword-and-sorcery play, and lowered the starting Characteristics for PCs that are tens, down to eight like the mere mortals. That promoted a more down-to-earth feel to the characters at the start, and made the spread up to NCM more meaningful.
     
    But in play, whatever the game mechanics say Characteristics should cost is less important than the maximums the GM sets for what PCs can attain, in CV, Damage Classes, total Defences, etc. That's the real trick to balancing characters with each other and their opponents. NCM often just means that players can't afford to build their PCs the way they want to at the start, and that it takes them longer to get to that point.

    Keep in mind that Normal Characteristic Maxima are not a hard and fast limit, merely a boundary beyond which Characteristics cost more. A GM is also not obligated to apply them to his heroic-level characters. When you look at Conan or Tarzan or Doc Savage, they clearly exceed what even well-trained athletes are capable of. Because they're heroes.
     
    For comparison purposes, note that in the Champions genre book for superhero gaming, it suggests limits above NCM for human characters, beyond which they should be considered "superhuman," and have some setting-appropriate justification for how they became so exceptional. For example, that book sets the upper limit for humanly-possible STR, DEX, CON, and BODY at 30, SPD at 7, and INT, EGO, and PRE at 50.
     
    In a fantasy game there can be plenty of justifications for a character to have Characteristics beyond the Maxima: barbarian or feral upbringing, enchantment or enchanted items, nonhuman or divine blood, training in esoteric disciplines, exposure to mind-expanding secret knowledge, etc.

    Yes the Royal Cubit was a kingdoms standard for a reign, the next king up however could well change it to his specification. A specific cubit might last 2 or 3 reigns but like royal law it depended on the royal whim. The English standardized measurements, mostly for trade (also currency) though why they chose the rather arcane system they chose is still ,,, beyond me.

    My fantasy system actually has a rule for that - when the whole is greater than a cubit (elbow to fingertip).  Weapons shorter than that are legal to carry in most towns, longer are not.

    When I was younger, much younger, high school younger I found a friend who was an escapee from Aparthied with his family. They were Zulu, and his father had 3 - 4 shields and 3 Asagai, all beautiful weapons. I am not large. At 17, I was 1.7 meters tall and a strapping 39 kg. and the weapons were beautifully balanced, they flowed in ones hand but the real surprise were the shields. Varying in length from 1.2 meter to 2 meter and up to 1 in width. A cruciform substructure with an oval of withy overlaid with bull hide (apparently the best are made from Cape Buffalo Bull hide) the vertical portion of the cruciform is sharpened top and bottom, to allow the holder to stab an errant foot or a misplaced jaw. It's almost as dangerous a weapon as the bloody Asagai. Finally the Asagai can be used as a brace weapon form. My friends father would dance with the Asagai's on occasion and it was awe inspiring a true thing of beauty!

    @Old Man, the Assegai isn’t the only weapon thats’s hard to clarify. Depending on area and century Polearms can be confusing to. And don’t forget the old question, when does a knife become a sword?

    I don’t have FHC but from what I can see the stats in it are different than the other books.  Both the Fantasy Hero book and the rule book have a short spear listed as +0 OCV doing 1d6+1 damage  with a normal stun multiple and a STR minimum of 10.  A long spear has a -1 OCV does 2d6 damage with a normal stun multiple and a 13 STR min.  The long spear is also listed as a 2H weapon.     The STR min for the long spear is 14 in the Fantasy Hero book.   The long spear is also listed as a EL weapon in the rules book, but not in Fantasy Hero.  That gives the one from the rule book a 3m reach instead of 2.  I can see a 10+ foot spear having a -1 OCV. 
     
    The problem seems that the stats for the same thing are different depending on the source.

    My copy of Fantasy Hero 6th edition shows both the short and medium spear as being one handed weapons that can be thrown.  The short spear has a STR min of 10 and a medium has a 12 STR min.  The Long spear is a two-handed weapon with a STR min of 14.  
     
    The average STR in a Fantasy Hero game is probably going to be higher than 8.  In a world where hard physical labor is more common the average STR will probably be higher.  The 8 STR is more for a modern world where we have devices that does not require a great deal of STR.  Driving a car with power steering does not require much muscle, but working on a farm without mechanical devices requires quite a bit of muscle power.

    Maybe I'm too straightforward but will this work?
     
    +30 END (6 Active Points); Lockout (-1/2).
     
    When you are using the Lockout Power your base END stat is all you have. You can't recover above what your current END stat is at any time.
     
    If the Lockout Power is something you rarely use, then you'd reduce the Lockout Limitation to -1/4.

    I’ve just noticed something about spears. In FHC (and probably most Fantasy Hero stuff) a Short Spear is listed as a 2 handed weapon which is fine. However I play other games where the spear can used one handed albeit with lower damage. Again that’s fine. The issue I have is a spear having a STR Min of 12 (at least in FHC) that seems awfully high.  So should I change the spear to a 11/2 handed weapon and or lower the STR Min. ?

    @Duke Bushido, I went with my youngest to see the D&D movie. And we enjoyed it. It was a fun action packed movie. My son couldn’t believe how long it was because it didn’t seem that long.

    I thought using Burnout on Spells. Iirc Burnout you use the Power first then roll and each time you use it the roll to avoid goes down. I figured then to get rid of Burnout would be resting. I figure (and I never used it) is that you get at least one use of it and you get to choose if you want to use it again BUT there is some potential drawbacks if you do.

    @Opal, I think (think mind you) that you and I are on the same page. That’s one thing I rather dislike about some people’s understanding of playing OSR. The idea that even if I’m and elf, I’m really just me in the Fantasy world. No, if I’m and Elf then I’ll try to act like an elf. Really its the thief thing that gets me. I don’t know how a trap works in life however my character does so why is he getting penalized?

    I gotta disagree here. I’ve just had another Basic Fantasy game and winged portions of it. The funny thing is my boys and nephew kept asking how to do stuff in Hero terms-which is fine. My nephew asked if he can try to trip the goblin, after scanning the rules-which the closest the rules have is wrestling, I said roll. I was going to fudge something if he succeeded. Unfortunately he wasn’t successful. I allowed someone to shield punch too during the fight. After all these years I understood that if there wasn’t a rule-make one and go with it. So it really can be easier than Hero System.

    Another sticking point I've noticed is the players' dice preferences. One player didn't like sticking to only six-siders, being used to the other polyhedral dice. That can be another hurdle for some GMs.
     
    On the other hand, at least one HERO player I know prefers to stick with the regular d6.
