Beast reacted to RDU Neil in Stalling for time with Persuasion rolls?
I'm in agreement that it is a presence attack with a skill roll modifier... conversation, charm, persuasion... any of which could work.

Edit: Actually, it really depends on the extent of what they are trying to do and the circumstances. If the target of the stall doesn't really know they are being stalled (keeping the nurse at the desk while someone slips into the patient's room) then that is a skill roll, conversation or charm... but the target is actively being stopped from acting... (Hold on! You don't want to shoot me because...!" to get the villain to not pull the trigger on a raised gun...) then THAT I'd say is an active "attack" on an opponent and needs a presence attack... skill roll to help.

Circumstances are important in how I'd rule this in a game.

Is there a rule or perhaps some sort of specified sub-system for social interactions that deals with stalling for time? I imagine it would factor in the determination not to mention social acumen of the target (that is to say, it is easier to stretch out a conversation with a bored cashier as opposed to a seasoned general or ideological fanatic). Also, anything involving penalties/bonuses in regards to "time bands"* would be handy.

    * As in, you are are constantly negotiating for a second more and so are rolling every second or are trying to buy another minute and therefore have to make an opposed check every minute and so on.

For me that breaks megascale ,as it could also be done to any movement power and is a cheesy munchkin build
Megascale for me was never to be that accurate
And the scaling for me was implied as whole numbers

For folks looking for an alternative to maps and miniatures for there super hero RPG battles, have a look at what I have been putting together. The following are screen shots of an app that takes the headless version of City Of Heroes, called Icon, and extends it with some functionality to manage fully animated an interactive miniatures on a 3d desktop.

After a couple of months of toil, thought I would show what is starting to be some pretty cool features to extend Icon for machima, role playing games, etc...       Application places a tabletop widget to the side of the desktop   the character explorer allows creating nested crowds of characters that can be linked, cloned and moved like windows explorer.         Single characters or entire crowds can be pasted into an active roster. Multiple characters in the roster can be spawned, locations can be saved, etc with a single command.     Each Character can be given multiple identities, Models or Costumes can be browsed, filtered, and previewed. Identites can activate an animated ability on load       Characters can be associated with multiple animated abilities. A UI provides for associated abilities with a hierarchical structure of FX, movs, and sound, all browseable, with realtime previewing.         Multiple Characters can be activated at a time which causes the active widget to display, active character can be moved, and abilities can be fired from the widget.        Once i get attacks, movements, and scenes done the "desktop" will be done, than Ill move to integrating the hero system RPG ruleset, so all mechanics, knockback, character build are part of the application.   Anyone interested in the application let me know, probably a month away for the first release

Reports I read/heard from several sources are that Warner Bros. was spooked by complaints over the run time of BVS and Suicide Squad, and mandated that JL could be no longer than two hours. That's probably why so many people are complaining the film feels rather choppy, and like important material isn't included.

Normally I avoid "extended cut" versions of a film, because IME they mostly include stuff that was cut from the theatrical release for good reason. But I think I'll need to check out JL if they release a longer version.

Dr. Demonica: Evelyn Diablos (her actual name. It was a source of endless amusement to her peers in college and aggravation for Evelyn) was a promising resarcher for Horizon Technologies, the bleeding edge organization dedicated to pushing the boundaries of conventional and "fringe" science in hopes of developing new technologies for a brighter, better tomorrow. Her field was physics, specifically quantum and spatial physics. She hoped to discover new, clean and inexhaustible power sources and even material resources by studying the concept of Zero Point energy and so called "dark matter". Dr. Diablos was largely consumed by her research, foregoing a normal life and interests in pursuit of her passion.

In the course of her research, she came across sign of an unusual anomaly, a fold or pocket in space/time or perhaps reality itself.  The exact nature of this anomaly intrigued the doctor and she turned her considerable intellectual talents towards piercing one this Free Floating Singularity" as she dubbed it. It was fascinating, her calculations indicated that could have been as big as known Universe inside but generated nothing her instruments either conventional or the considerably more esoeteric resources avaiable to Horizon Tech could detect which only more.

Evelyn was not a woman used to be stymied by anything intellectual and her curosity became as obsession. She vanished into her labs for montths. Finally, she thought she had a solution and using a somewhat unethical device that tapped into the powers of a clairvoyant subject (who endured significant discomfort but Evelyn paid her handsomely) she got her chance to see the inside of the FFS. Unfortunately for her.

As it turned out it was a prison containing an entity so alien it might have been from a differnt universe completely or from some distant magical plane. It was bizarre, powerful, nearly mindless as human understood such things and malevolent. Sensing a Evelyn's intrusion, it attacked the doctor's projected awarness savagely out of pure malice and bestial instinct, trying to overtake and conquer it to have something to play with and torture. The horrifed scientist fought back with all her considerable will and intellect. The battle was intense, savage and over a few seconds.

    It was a draw.

Evelyn's mind was left generally intact but tainted, partially merged with the malevolent alien's dark urges and mindset overwritting most of her morality and limits. Her attacker gained some of her intellect, awareness and mental nuance, became more human essentially which turned out to be someting of a curse as it was still trapped was aware of it and could feel bordome now and could only rage at it etneral confinement. One might suspect that "gift" was on purpose. Evelyn only smiles slightly at that suggesting that their battle had a victor after all.

The dour, some might aloof even cold personality was replaced by an aggressively curious, amoral persona. Her sense of ethics even basic morality replaced with a ruthless drive to experiment. And she now had so many subjects. Evelyn had, deep down, always considered herself above most people, a breed apart though she didn't actively disdain them. Now most people, perhaps all people seemed like nothing more than fodder for her experiements, clever useful lab animals. Not just for simple scientific tests but for deeper exploration to jus what made and could break a person.

For months, Evelyn subtly ran her tests at her place of work, quielty making her her co workers lives surrreal even Hellish. She's personally responsible for a number of the superhumans that can trace their origin to Horizon such as their corporate "Special Operatives" codenamed The Road crew.

When she grew bored with subtly, Evelyn truly embraced the mad scientist persona after faking a disabling accident that forced Evelyn to "retire" and remerged as Dr. Demonica. A role that allows her to indulge her secret love of camp and meloadrama and play the cackling mad scientist to the hilt. WHich happens to cause her subjects to underestimate  even dismiss her while they'e drawn deeper and deeper into the sadistic games she calls "experiments" which are ofen layered to the point its difficult for an observer to tell what their true purpose except the Doctor's perverse amusmement. Though Demonica effects infernal trappings and often makes mention of "dark forces" she has no real ties to the nether realms. Its yet another deflection and private joke.

My level of surprise about all that the video discussed is in the slight blip between 0 and 0.1.

Spock's previously unmentioned step-sister? I never thought it was possible to jump the shark before the first episode even airs. I think STD just managed to do it.

The Next Generation suffered greatly from a battle between Roddenberry's vision of a uptopian future and writers wanting to have something actually interesting with drama on screen.  That and pretty poorly conceived characters.  From helpless and pathetic Worf whose obvious good advice is always ignored to the doctor who couldn't cure a common cold, it was a weak cast.  The show got better, eventually, but it had lost me by then.

I still remember the last time Paramount/Viacom tried to use Trek as the centerpiece to launch a network, this time in the waning days of broadcast. Promotional adverts said that Voyager would be powerful enough to launch a new network -- UPN -- and give the new net time to develop its own shows and identity. WB was starting out at about the same time, and Fox was still fairly new.

I think we remembered what happened. Voyager drew some ratings, but not nearly enough to justify the expense, and the network failed to develop a single other show that anyone wanted to watch (the closest they came was an adaptation of Dilbert that landed with an enormous thud.) Voyager lasted seven years but was on fumes almost from the beginning, and bringing the Borg into the show on retrospect was as much a desperation move as anything else. When it ended, Paramount followed it up with Enterprise, which was universally despised by the Trek faithful. Soon WB and UPN merged, to create a hopefully stronger network -- but by then the destruction of the broadcast network model was complete, replaced by dozens of specialty channels on cable and satellite. The idea of trying to be all things to everybody is beginning to approach oblivion, and the advertising model may soon be going with it. I suspect that a very large portion of TV now is watched on services like Netflix, Amazon, and Hulu, with niche services occupying the areas the big players don't do well.

I may as well wish for CC/FHC-compatible new editions of ICE's Shadow World, Cyberspace, and the old Campaign Classics titles. And more Campaign Classics! That'd be nice.

And then there's CC/FHC-compatible Horror Hero, Cyber Hero, and Western Hero. How about Super Agents? I'd like that as well.

Let's just say, go back through the 3e and 4e library and publish new editions of the stuff that never got a new edition, and keep it about the same size as the old one (don't supah-size it 5e/6e style).

Buffy told the scubies that she thinks that she was in heaven when they raised her from the dead. Flash, we just confirmed the characters feels from the year(s)-long love story arcs.

I also liked the Buffy episode where they could not speak. Joss was smart to have almost no sound track in that episode to emphasize the silence.
