    For the current official Hero Universe, Vanguard was very clearly the setting's analogue to Superman, in both the magnitude of his power and the respect in which he was held. However, Vanguard died during the Battle of Detroit in 1992, destroying the asteroid Dr. Destroyer had pulled into a collision course with the United States. Vanguard has never been given a published write-up, but his origin is detailed in Champions Beyond (he wasn't an alien, but his origin is connected to them), and a couple of stories involving him appear in Book Of The Destroyer, including his death and a B&W drawing. (Dr. Destroyer considered Vanguard one of his greatest foes.)
     
    VIPER's most powerful staff supervillain, Viperia, receives a full write-up with character sheet and illo in VIPER: Coils Of The Serpent. Although her origin is mystical, her power set is classic Supergirl. This version of the character is an update of her from the 4E VIPER book in which she was a mutant, and her style was more "evil Supergirl."
     
    Speaking of 4E, Hero System Almanac 1 gave us Australian twins who sequentially used the code-name, Captain Australia. Children of a cosmic being by a human woman, they both have a Superman/girl style, although they aren't as powerful in magnitude or scope of powers. They aren't part of the current official setting, though (at least not yet).

    Gotta stop you there. He did a lot more than 'make a political comment'. Besides making numerous conspiracy theories himself about the 'lefties' being 'out to get him' and other tripe, he also organize the Sad Puppies. 
     
    People's dislike for him wasn't because he 'made a comment'.

    I have the concept down, I think. What I'm a little iffy on is the "typical" numbers.
     
    Gang of Tommy Gun toting thematic thugs spraying down bullets
    Defense: Missile Deflection
    Effect: 4d6 Piercing Blast in a cone / 6d6 Entangle if you get up in their faces
    Let's imagine there's ten of them, sort of clustered together. Each "hex" is an ordinary person with DCV 6, Defense 0, and Body 10, with SPD of 2 and a move of 6 hexes. They also have a 2d6 Presence against presence attacks.
    So on their turn, everyone in their general area takes a bunch of damage unless they can make a Missile Deflection check, and things like Force Wall mitigate the effect. If you are punching or grabbing them, you instead get hit with an Entangle.
    On your turn, you can try to take out one or more hexes. So lets say you have 6d6 Blast and shoot at one. On a hit, you do 6 or so damage, so without extra effort you can probably take out one every other round pretty easily.  If you have Mind Control, you can target each one individually with their Ego 11 and if you win, remove that "hex" from the hazard. Once all the hexes have been cleared, they are no longer a hazard. If they are conscious, they are defeated, or at least they can't do anything to attack. Maybe a thug starts pointing his gun and the hero just grabs it out of his hand and slaps the thug upside the head with it.
    Given the nature of suppression fire, heroes behind large objects aren't necessarily targeted. So against this hazard, squishier heroes without Missile Deflection probably hang back until they can move in and take out a smaller number of foes. The bad guys, in turn, can't do anything threatening unless they are staying more or less together as a hazard. One nameless thug can't duck behind a pillar and snipe someone.

    The author just confirmed to me that you don't have to keep track of endurance, recoveries, or segmented action outside of combat.

    Without reading how the specific Trigger was defined, it's impossible to say. But unless the trigger is responding to another trigger, I cannot see how a loop would be set up. And if you are worried about loops, you can simply declare that the trigger doesn't respond to a response which seems fairly common sense. Resetting the trigger as a 0 phase action doesn't allow it to respond to the same stimuli twice, at least I wouldn't allow it to.
     
    I mean, I wouldn't think it needs to be said, but "The GM can allow characters to set other Triggers multiple times, if desired, or forbid multiple setting if appropriate."  6e1 p.351

    Tywill pointed out the Trigger discrepancy; I will point out anotherther one:  the ability to launch more than one attack via MPA attacks.  And for the one relevant to the topic at hand:
     
    The attack action isn't in this Phase.  It may have been in the previous one, but it could have been in _any_ previous one.  The attack action is acquiring the target and rolling to hit.  End of Phase.   Opting to roll the damage later instead of right now is what defines it as Cover instead of just another attack. 
     
    Going straight off of rules for what is and isn't a phase-ender (which means pretty much a second half-move or an attack),  it seems perfectly legal to roll the cover damage and still take both of your available actions in any Phase after cover has been established.

    Cover is not necessarily known by the target.  If the target can see the attacker, it would be obvious that the attacker is covering someone and possibly the target.  But why should the target know they are being covered if there was no power activation and no LOS of the attacker.

    In my Fantasy HERO campaign I limited the Riposte-style instant counter-attacks to once per phase.
     
    Even then it is very powerful.  You get to Block AND Attack at the same time.

    Personally, I think the player knows they took that action, there is no way to know whether it was successful or not (though at my table the dice are open, so it would remove that bit of tension.
     
    Some heroes will be confident in their DCV or PD to risk it, others wont.
     
    As for opening every encounter with a chat and a pointed crossbow, it would indeed be my optimal encounter strategy in many situations and I like that there is something in the rules to make it so.  Too often players charge into combat and it ruins so many different options you might have as a GM and this would provide those face characters with a chance to shine...

    I am in the happy position if having a job that is not going to vanish.  A guaranteed income makes everything else much easier.
     
    That job is, unfortunately, also pretty much doable from home, so much of my time will be in the study, working.
     
    If I dig out time it will be playing Red Dead Redemption, Destiny, virtual golf etc on the Xbox.
     
    My quarantine plan is to put together a Skelton of a game powered by HERO, to send to Jason.  (You will all appreciate that this is a fever dream, unlikely to ever happen...)

    The hero is in a running battle with the guards at an evil villain's base.  He's shot several of them, knocked out a few more, and now he's sprinting down a hallway with a large group of men following him.  He turns a corner and there's just a big glass window in front of him.  There's gunfire down the hall behind him, and he knows this is his only chance.  He rushes forward and jumps through the window, shattering it, and falls 30 feet down into the unknown.  He bounces off of a railing halfway down, and then does a shoulder roll as he slams into the ground.  He shakes his head for a second and looks up -- only to see 5 men with machine guns standing directly over him with their guns pointed right at his face.
     
    Our hero has just had the Cover maneuver used against him.
     
    The bad guys have already used an action.  They've already rolled to hit.  All they need to do is declare that they want to do damage, and it's automatic.  The hero has to surrender and let himself be taken captive, because otherwise he's screwed.  He can't dodge, he can't try to quick draw a weapon, he's completely vulnerable.  The Cover maneuver is a roleplaying aid, it really helps to set the tone in certain genres, and it should be encouraged.  The hero has to wait until something distracts the people pointing guns at him, in which case he now has a chance to dodge or run without getting killed.
     
    In my opinion, you should be allowed to take a shot with the Cover maneuver and then use your phase (as long as it hasn't already gone by), even if it results in two attacks in the same phase.  After all, there's a strategic advantage in holding your action.  There's almost never a strategic advantage to Cover.  You could have just shot the guy in your previous phase.  It's something that reinforces the genre, so we shouldn't penalize it.

    I certainly don't agree with all of Steve's Rule Calls, and don't use them all (Only vs Fire I'm looking at YOU). But I decided to ask for the official answer after I started this thread because having reread the maneuver, I'm just so in the dark about how it's supposed to work, I wanted to get the RAW interpretation as well as other people's views on it.

    This has become a standard approach for a lot of the so-called “indie” or “rules lite” games out there, and it has a lot of merits. In my mind, I keep coming back to the “powered by HERO” notion. If DOJ wants to remain relevant, I think they are going to have to at least consider dipping their toes into this market with a similar approach to the PbtA games, or Fate, or whatever. And then hit the convention scene with an assortment of game sessions that would truly teach the system.

    I had a couple paragraphs typed up, but really now.  If you were going to pose this question about 6e Rules-As-Written to Steve, why bring it to us first?  It comes off as pretty insulting to ask a question only to turn around and ask somebody else the exact same question.

    So how does this work in regards to actions. The way it seems to read is that if someone establishes Cover before a combat starts, they could effectively attack twice once it does (since inflicting the damage 'takes no time'). 
     
    We had a scerario where a character was covered last night (the cover being established before the characters were in actual combat), and when the pc took his action, the covering npc took the shot (in phase 12) and then when it rolled around to the npcs phase, he was going to go again. 
     
    Is that correct? Or should his phase have been spent already?
