    There is also Mental Combat, including Mental Martial Arts, from pages 69 to 78 of the Advance Player's Guide 2, but they do NOT give you the ability to create your own manuvers like on HERO System Martial Arts. So if you actually NEED to create your own forms of Mental Martial Arts for a mentalist orientated campaign, your Satilight Of Loved.
     
    And from the same book, Social Combat (pages 79-96), but that doesn't follow actual Martial Arts more lthen Talents pseudo powers.

    Agreed.  No need to reinvent the wheel. If a given manuver can simulate multiple manuvers, then it is all thoes manuvers. That is the magic of special effect based combat.

    The big questions are: why are superheroes/super soldiers not on the front lines of the war effort? In Marvel the answer is, they were but the adventures were top secret ("The Invaders"). DC's reason is The Spear Of Destiny, which kept superheroes away from Germany. Champions history is that darn spell which kept allied superheroes from axis occupied areas.
     
    My reason is that the superheroes are great propaganda pieces and are much too valuable to risk their lives in the front lines. That doesn't mean they didn't risk their lives in important activities during WW2. It is just they were deliberately kept from the front lines unless an operation absolutely needed their skills. (Note: properganda agents won't work in a campaign where superheroes are supposed to be a hidden thing.)
     
    Besides, it's easier to vary adventures when they have a home base and not moving with an infantry or such.

    If I remember correctly the 4ed GM'S Screen had various character sheets with outlines on it for various heros. Beyond the outlines they were blank.

    It is probably NOT a part of a power when you buy Based On PRE for mental powers, but how much would it cost as an advantage to have PRE Attack modifications upon it? If I would allow it, I'm sure it would be a Stop Sign advantage.

    All of the rules in the Advanced Player's Guides are optional, including Mental Power Based on PRE, so ultimately, it's a GM call on how they want to handle it, assuming they allow the optional Advantage at all. That applies to the following answer as well; GMs should feel free to change or ignore this (even more than they should feel free to change or ignore anything if it would make their game better):
     
    The description of Mental Power Based on PRE makes it pretty clear that the intent of the Limitation is to allow you to use Mental Powers to make superhuman versions of Interaction Skills (APG1 p69). A Presence Attack is not an Interaction Skill, and does not work the same way an Interaction Skill does (it's an Effect Roll, not a Success Roll). Therefore, no, the PRE Attack modifiers do not apply to Mental Powers bought with Mental Power Based on PRE.
     
    If you want suggestions on how to price an Advantage that would allow this, you should post in the HERO System Discussion forum. I think it warrants a lot of careful consideration, because adding and subtracting actual effect dice from a Power (especially a Mental Power) is a much different thing than just modifying a PRE Attack, and might significantly change the power levels of an ability pretty easily. I wouldn't want to venture an opinion without giving it a lot more thought.

    I believe Viper's Nest was used already for Champions Begins. With modern modifications of course. 
     
    I never read What Rouge Beast, nor played in it, but the title and premise of the adventure is stuck in my mind.
     
    The perfect villain behind it would be The Great Beast. But he of course wasn't the original mad scientist behind the adventure. 
     
    Honestly I don't remember any other adventure from the Occasional, err, Adventurer's Club.

    Prehaps the infamous "What Rogue Beast" should work. The adventure should have a nice laboratory and maze work location, and a monster hunt with a terrifying bear/spider hybrid monster.

    Golden Age mental powers tends, on the heroes part, more gimmicky than modern mentalist. Sure Mento The Master of the Mind can "mind control" someone, but it is set up as "Super Hypnosis" (stair deeply into victim's eyes, must talk to give one command, doesn't work on people with a high EGO stat [let's say 25 or more], can't hide control from victim). Mostly it is just moving things with his mind, setting minor fire with his mind, ect.
     
    Like mystics, a mentalist hero is basically a four color brawler with a mind based power or two.
     
    Special note: many heroes possess the Power skill, to simulate a friendly script writer who gives the hero a single use power which they use once (of course), then forget that they even did that (continuity wasn't that important during the Golden Age).

They don't actually have to be from outer space to be a stranger, only someone from a place isolated from the rest of the world, or merely a place which at that time was relatively unknown to our area (hench various aisan or asian trained heroes...ok more aisan trained guys who blink when someone mentions something which we consider common and say 'what is it?'.)

    Publicity won't be a thing...  In the campaign he's for, the existence of Extra-Normals was classified by the Federal Government, and that got extended when the Cold War started...  He's from the period when that all started, though, so right now he's just under a Standing Order to keep a low profile...  Any characters participating in the Time Travel Arc will be doing the same, to avoid changing history, so his intended function is as a surprise / hazard to the Time Travelers...  But the Military *will* need to have a name to refer to him by...  He's intended to be partially comedic, also, so maybe Private Perfection was entered into the required reports, until a better name would replace it, and then no one could agree on a better name...  And eventually it got to where changing the name would have required rewriting SO many reports, that it was given up as a loss...

    Zoran Zarkon, known throughout the world as Double Z, was a friendly businessman and inventor, and secretly a criminal mastermind. He had almost full social control over Megol City when "the Great Green", Omegaman first appeared to fight crime on his adopted planet of Earth. Zoran became so obsessed with causing Onagaman's downfall that he bankrupted his business, and practically destroyed his social life. Then Onegaman exposed him as a criminal mastermind to the public. 
     
    This caused Zoran to form the Omegans, naming it after his nemesis as a constant reminder of his bully heroics. How dare this alien invader force his justice upon people of the world! What gives him the right to do so? His ability to withstand most mortal weapons? His inmensed strength? His ability to break the laws of gravity? He has no rights to force the common man to obey his rules. They should be obeying HIS rules.

    Yeah, it would be very difficult for a Perseid mystic to find the dimensional 'path' to any of Earth's Imaginal Realms, and it would be very difficult for Witchcraft to find the way to any Imaginal Realms that Perseids might have. Not impossible, though -- especially for Witchcraft, because she's (effectively) a PC. PCs manage to do things that NPCs don't -- or at least the NPCs don't want it enough.
     
    In the CU, mystics of most species probably didn't even know of each other's existence until their respective species attain FTL and meet each other. So why would Earth mystics even think to look for Perseid or Hzeel Parterres? They don't even know those species exist. (Until now.)
     
    For Spells of the Devachan, though, I deliberately reversed this. Long ago, mystics from different species in the Milky Way Galaxy met each other in the Outer Planes and so learned of each others' species. That includes humans. Earth mystics have been using astral travel to visit other worlds, and their Parterres, for centuries. There isn't just a Mystic World, there's a Sorcerer's Galaxy. But the gods and spirits generally need mortal help if they want to act beyond their native worlds and Imaginal Realms.

    Quite true Dean. Exactly what the Kings of Edom are, where they are, and what they do SHOULD be unknown and unknowable. For even having an understanding of them removes the horror around them.
     
    Wouzar the Being Beyond Space should not be understandable. Wouzar might be able to be any size it wishes, can stretch to any length, and can litterly be as many places at once it wishes, but being able to understand it should not be possible. 
     
    My solution is that the Kings of Edom have bodies which exist in multiple dimensions at once. Qlphonth is only ONE of them, and they might not ALL be their. 
     
    It should be noted that the "Space Between Spaces" is it's own dimension to Dimensional Travel into. Thoes who travel their might encounter Wouzar...multiple times in one place, all the same Wouzar.
     
     ..I pulled that name out of my ass...your free to develop the concept and maybe create a new name which sounds better. Or not.

    True, but...say it with ne...It's Your Game. You paid the cash to get it. You can twist it however you wish. Want multiple V'hans? Then their is. Want a murderous Foxbat? You got a murderous Foxbat. A heroic Doctor Destroyer? You got a heroic Doctor Destroyer.
