    Regarding wizards and their spells, maybe another solution would be to treat spells as just another type of equipment that costs Resource Points, paid for at the same rate as Equipment Points at 1:5? A warrior can thus use his Equipment Points for his stuff like swords and armor, but the wizard uses most of his for spells. Instead of buying Weapon Familiarities and Skill Levels with weapons, the wizard is buying a magic skill and knowledge skills.

    The way that I have generally seen this is by a multiple step system.  This is a brief description of what I have in mind.
     
    Mundane:  Equipment so basic that it is assumed that everyone will possess it.  While most of these items are not meant for combat, it would not be difficult for one to discover combat uses for them.  Examples are conventional cutlery sets, bakeware, pocket knives.  Most of them can be obtained at most stores for figurative pennies.  Everything here will be obtained at no point cost.
    Basic:  This equipment is more capable than mundane but still available to most individuals.  While mundane equipment will not have power, basic equipment could possess simple powered devices that people would have used two or more decades ago.  Examples or basic television, radio, vehicles, buildings.  Everything here should be free to everyone.
    Modern:  This is where technology is currently is in the real world.  The equipment here will be pushing what someone can obtain.  Examples here would be smart phone, internet enabled devices, most computers.  Not everyone will possess these items even though they are easy to get.  The big problem here is that they tend to be on the expensive side to obtain and maintain, despite their variety of sources.
    Weapon:  In this category one will find devices that are specifically designed to deal damage to another.  It could be as simple as a sword, a bow and arrow to more common guns.  For them to be free, none of these weapons can be anything other than what is available in conventional stores.  Fancy, high tech weapons are not available here.
    Advanced:  This category is for devices that are on the limit of conventional equipment.  Iron Man's armor would be an example of this category.  If someone could get this it would be extremely restricted.  Most likely,  the PC should be required to pay points to obtain this category.
    This is the way that I have considered dealing with technology.  You might consider another method.

    Heh.  I once had a supervillainess make friends with Grond, gave him a My Little Pony as a gift -- and then later stole it and convinced him that one of the PC heroes took it. 
     
    You can imagine the hero's confusion when Grond came charging at him, shouting, "GROND WANT PINKIE PIE!!!"

    I've been working on a new build for the app over the last week in my spare time and I wanted to give a quick development update.
    Added many more knockback options to the damage tool (Zero G, Clinging, etc) Blast can now be long touched on a character and it will pre-populate the damage tool I'm also planning on gutting the underlying file manipulation library and replacing it with a nicer and better maintained one.  Hopefully, this will address some of the file loading issues people have been experiencing.  This type of change can be disruptive so I'll need to do some extra testing but I already have had a good experience with this library on another app I built.  I don't think that it will be a magic bullet for all file issues because I know some of them are caused by custom ROMs, AV, and other security software but I believe it will be a step in the right direction. 
     
    No exact ETA on the new build but it will be within this month unless something comes up.

    When I got up this morning, the computer had finally stopped pinwheeling and appears to be ready for business.  Only lost progress on (I think; at four in the morning, I'm not looking really hard) four of the scans.  Didn't lose what I had prior to these accursed "last little thing," fortunately, so this setback is not as bad as I had feared. 
     
    Have a thing tonight, so I won't know more until tomorrow night at the earliest, but still: it's something!

    I stumbled onto an old post of mine, and it reminded me of THIS thread because it showed that superhumans are not without their own often considerable resources. You can argue that they might lose the moral high ground, but if you want more reasons why superheroes might have pull enough to complicate secret identities getting out... well, maybe the situation below (More meant to deal with registration acts and hard against super politicians than identities specifically) might work for you on why some politicians might seriously think twice about pushing hard on a superhuman community
     
     
    Monument (D.C.'s hero)
     
    Monument broke through yet another door while PRIMUS and VIPER agents battled it out outside. She found the Senator bound up and ready for transport. She made a note of the security cameras in the room- good.
     
    "Monument!" He cried out, "Help me!" His eyes were wide and his face was pale.
     
    The agents that were securing him turned and fired powerful concussive blasts that would have broken down a bank vault.
     
    They might as well have been firing water pistols. Monument's skin might look like Marble, but it was much stronger than that. The Super heroine waded through the rays of energy as if walking into a headwind. Three punches later, it was all over.
     
    She snapped the senator free strap by strap, but continued to do so. She had no love of this man, far from it, but at least while the VIPER agents in this room were down, they could talk.
     
    "Senator, I hope you realize just how ironic this is, given your stance on superhumans?"
     
    The man looked disoriented, and confused. The sounds of blasterfire continued. Then he seemed to come to, "Ironic maybe, but I stand by my stance. It's what the people want. You super heroes think you're above the law!" Still, he swallowed.
     

    "I think the registration act will eventually come undone and a lot of good men and women are going to die because of it," She tried to stay calm, and freed him from the last bond. She hoped Douglas was on the job. She hated putting him in harms way, but the man was ex secret service, he was used to it.
     
    "Just get me the hell out of here" The Politician said as if expecting a new threat to arise.
     
    "As you like Senator,"  She fireman carried him through the wreckage despite his protests about the indignity of it. Already VIPER was in full retreat, and PRIMUS and the local heroes of DC were victorious.
     
    She sat him down, pretending she didn't notice the cameras and spoke clearly, "Take good care of the senator¦ he's been pretty frightened,"  She tried to mix just the right amount of sympathy with pity. Too much of the former, and others would feel the same, too much of the latter, and her contempt would be evident instead of subtle.
     
    The senator sputtered.
    "No need to thank me Senator,"  Monument inclined her head, "Now, I really must be going. Thank you, good folks of PRMUS,"  and she left.. though naturally under the pretense of leaving she allowed some reporters to wean a few choice comments (Her choosing, not theirs) on the situation as she went.
     
    Much later, in her lair, she glanced over the disc again, "This is good stuff Douglas."
    Douglas smiled, "Good thing for you VIPER likes keeping records. They hadn't transmitted this yet, that I could tell, but I figure this gives you what you want."
     
    "True. We edit out, very carefully, the parts that remotely portray the senator in a noble or brave light..."
    "Not much to edit there."  Douglas smirked, but Monument continued..
    "....emphasize the parts that have him giving up blubbering willing to give up government secrets, and then later pleading for my help. We should manage to portray him as a coward quite easily, and while folks might show sympathy for a coward, they won't re-elect one."
    "Sending it to his rival, or the internet?" Douglass asked.
    "Both I think. Run it through the internet in parts first, make sure it looks like a copy of a copy of a copy, then voila!  He disputes it. Claims someone is picking on him. Then we send the original disc anonymously. I pay Donald well he'll make sure the alterations are nearly untraceable. In the end, it won't matter. Seeds of doubt will be planted, and that coupled with the money I've funneled into his defeat will finish him. One less anti super politician in congress."
     
    "Donald's one of the best, " Douglas conceded.  "Guess he feels he owes you for getting him out of the Shadow Army."
    Monument remembered the cover up she had done to keep Donald's record clean, so he could go back to his family and see his daughter without prison bars in the way. Sometimes she felt guilty, but this was Washington, and compromises had to be made.
     
    "I guess he does.. besides, there's a lot we'll do for family,"  The marble seeming heroine let a note of pain enter her voice.
     
    Douglas noticed it and asked, "You want to head to Millennium City to,  you know, pay respects at the park?"
     
    She shook her head, "No. No more worrying about the past. Just making sure the past doesn't repeat itself. That damned registration act meant any hero not registered was denied access to important information about Dr Destroyer and his minions. Information that could have saved their lives. That's not happening again, not if I can help it"  Inwardly, she hoped the rest of the Civic Guard never found out. Some of them would never approve... never understand.
     
    Douglas nodded. He had more respect for her than some of the presidents and Veeps he'd protected in the past. Sure, she sometimes got herself dirty, sure she had an agenda. But it was DC! EVERYONE has an Agenda.

    It is a known phenomenon of cosmic nature that the thunderstorm, will, on rare occasion, bestow its power and fury upon a living being.  In one instance the power was bestowed upon a married couple--and while they loved each other very much, their love did not extend beyond themselves, and so they used their powers selfishly.
     
    But in another instance--it was a much different story.
     
    Jennie Stratemeyer was a high school student in small-town Oklahoma, who had been asked out on a date by Tom Bolland.  She turned him down, but it got back to Jennie's supposed friend Cathy Reagan--who, although having broken up with Tom two weeks before, saw it as an attempt by Jennie to steal her boyfriend.  Determined to get revenge, Cathy and some of her friends took Jennie out to the middle of a cornfield, stripped off her clothes, tied her to a fence post and left her there with a thunderstorm approaching.  As the rain came down--slowly at first, then in hard, driving torrents, Jennie screamed and strained at her bonds, as though she was angry at the storm itself.  The storm seemed to resonate with her anger--and responded in kind.
     
    Lightning struck, and Thunder roared--and Jennie Stratemeyer became something more.
     
    Possessing superhuman strength, near-imperviousness to injury, the ability to generate high-velocity winds for flight and attack, and perhaps her favorite--the ability to throw lightning bolts--Thunderblast fights the good fight in Oklahoma, taking on biker gangs, meth traffickers, and the occasional supervillain that manages to find his way out to "the sticks."  While known for her good deeds and rescues, she's also known for her substantial vicious streak, which has left many of her opponents hospitalized, some even for months.  That, and her reluctance to move away from home, has led many super-teams to refrain from inviting her to join.  Nevertheless she has proven herself a brave and able champion to the cause of justice, and a feared enemy of evil--especially against bullies.

    I would also look at the SID's reports available in the store.  They come with some original characters, some revisited enemies from the past books and hooks to get them into a campaign. Forgotten Enemies are some characters from the original series that didn't make it into CV 1-3!

    and I can't stress this enough--
     
    they are a bit easier on the budget-conscious GM.  If you and your group like the HERO system and decide you're in it for the long haul (welcome aboard! ), then go nuts and get all the big books, too.  In the meantime, there are plenty enough is the small doses Amorkca recommends to keep you busy for as long as you want to be.

    The City of Apple Cove was not large as cities went. It wasn't a New York City, hell, it wasn't even an Albany. It had become quite the stop over for VIPER activities though. It seemed green and yellow scumwads pulled a new heist every month or so, perhaps as training for the 'real cities'.  Banks would get hit, not even carrying that much. Whole lower class neighborhoods would get raided, the cops would get hammered and then nothing. You might hear about a similar battle on a larger scale in some metropolis hundreds of miles away.
     
    Requests for official government sanctioned super teams, or at least a PRIMUS unit were sent, but due to 'budgetary constraints' and 'New rules requiring prioritization' were ignored . And civilian superhero teams?  Well, why would you come to a town with a monthly flare up when cities like Chicago were facing world conquerors every other day? 
     
    Apple Cove just wasn't in trouble enough.
     
    Until... they came.
     
    Doctor Menace, Catty-Corner, Killer Nimbus, and Dark Magus!
     
    Swearing they put crush the city entirely! Already they've caused a black out! They seized a limo of a local millionaire in a failed kidnapping attempt
     
    Of course, they're all fakes...it's a con. 
    Doctor Menace is NOT the Doctor Destroyer look alike he pretends to be. He's a theatre major, and maybe his mother, a police officer, getting nearly killed by VIPER isn't important to bean counters, but she's important to  him!
    Catty-Corner is a shy girl normally, but she's quite enjoying the cosplay angle. She's never been the 'sexy girl' before. She was the one who proposed 'kidnapping' her father, a millionaire who might have the pull to push on the federal level for help. Of course, it had to fail...not like they'd really hurt him geez. Dad doesn't know that the private all girls school had an elective in 'self defense' courses.
    Killer Nimbus wouldn't hurt a soul. She's a drone enthusiast and a pretty good hacker. Easy to 'plunge a city into darkness' when can hack the electric company while folks think it's demonic magic or what not.
    Dark Magus is a stage magician pretending to be the real thing.
    They can't take on VIPER
    They're risking their lives taking on the cops
    but if they cause enough trouble, make it look like a real super villain team has set up shop... PRIMUS will re prioritize Apple Cove, or maybe some REAL Superhero will show up. They just have to hope the protective gear they have set up will let them survive it.
     
    As far as they know, they're the only supervillain team motivated by federal bureaucratic requirements

    Sympathies mate. Glad to see you've got such a positive attitude, it makes a huge difference.
     
    If you don't mind, I'd like to share a similar story, with a very positive outcome. My dad was diagnosed with a type of leukemia last year. Like you, his cancer is not curable but is treatable. The chemo is working just fine and, because it's a low dose, isn't impacting on his lifestyle at all. Modern medicine is great.

    You could have created a character of a given concept in any edition of Champions or Hero, and they would have played similarly.  You can certainly game the rules, but then you always could and always will be able to: even actual reality is played better by some people than others.
     
    The difference would be that in 1st edition Champions the character would have been mechanically woollier (to use a technical term), 6e more precisely defined.  You had to bend the rules or just make stuff up in Original Champions to get some of what you wanted, 6e has almost all of the bases covered, but they are both recognisably the same system, which is remarkable: almost every other game system that has run to several editions that I can think of has made major changes to the way it works over the years.
     
    We should probably rejoice now.

    Pretty much.  But I do think a lot of opportunity is being missed.  In some aspects perception is actually more important or relevant than the truth. 
     
    For example.  I have a couple scenarios I have run many times over the years.  I trot it out once the players have graduated to their "real" PCs.  Or after the pre-gen intro and they have played out their first build attempt. 
     
    It is a short "crime spree" by GRAB.  If Hero had a version like the DM Guild.  I'd have formatted Crime Spree, added the latest version of GRAB and dropped it onto "Hero Guild" for $5.  I could use it to guage opinions on my writing style and adventure structure. 
     
    The $ aren't really important to me at this point so Hero taking 50% or what have you wouldn't matter to me. 
     
    But an adventure via an "official" you have to pay money to get it will allow me a metric.  From reviews as well as number of sales.  A two or three similar adventures will gather enough personal data for me to decide if I want to try a more ambitious project. 
     
    It allows one to test the waters.
    And Hero gets a % of each sale.
     
    There are plenty of old hands on these forums that would be willing to throw up One Page or short arc adventures, but do not have the time or motivation to put out a full production 2019 style/quality Adventure Book.  You know, color, art, etc.
     
    Anyway, a game that is played by gamers sells game books.  Games only attract new players by hype from people playing it. Right now in 2018/19 RPG play is driven by readily available adventures.  Yes, the bulk of the current playing Hero now people only use their own custom adventures and generally play in private (read invisible) game. But Hero needs NEW players.
     
    Hero needs their rulebooks to POP, direct adventure support and a series of adventures for a regular "league" style play.  D&D simply ensures one of their Adventure books is available for sale each calendar period to be bought by the DM (sometimes the shop).  Modiphious and Pelgrane provide free adventures for their "League GMs". 
     
    The key common denominator is that there is a pregenerated adventure for the GM to run.  Everu single time a GM has announced they were running a "league" or "organized play" game, regardless of system ( D&D, 13th Age, CoC, Star Wars, Star Trek, etc.) their tables have been full and people buy the books.  I have personally run CoC, Star Trek and Conan, Fear Itself and Night Black Agents using their organized play or published adventures.  Everytime my table was filled to capacity and everyone bought the rulebook and more if available.  The key was many like to play, few like to run and those that will run have limited time.  I ran the games I did because I didn't have to create everything whole cloth.   I didn't need to digest  400 page setting book to figure out what I needed to know to build an intelligent adventure. 
     
    A good organized play/league usable adventure is a micro-snapshot of the setting with pre-gens that can be used if desired.  But allows players to build PCs if the wish.  As a gm, one read through plus a glance at the pre-gens tells me exactly the guidance I will need to give to players if they are building their PCs. 
     
    Most of the games I have run or played in recently have been these types.
     
    They encourage and allow play by eliminating the need to design an adventure design. 
     
    The FLGS RPG league/organized play engine, from the rigid semi-dictatorship of Pathfinder to the almost structureless Star Trek RPG organized play all accomplish the same thing.  Gets their games played at the table in a shop every week like clockwork with a regular cycle of new players that buy the books.

    If you have them, the new Kickstarter CCCC (Champions Character Creation cards) take a lot of difficulty out of making characters.
     
    My group built 5 characters in about 10 minutes total - fleshing out is more but still the concept was enough for us to run the group through an adventure right away.

    So, this made me look up 'Deduction':
     
    Deduction, an Intellect Skill, represents the ability to take several facts and leap to an inobvious conclusion — the classic detective’s skill.
    Complementary Skills include any Skill directly connected with the problem confronting the character (such as Bureaucratics for a paperwork mystery). 
     
    That made me look up 'Bureaucratics':
     
    A character with this Interaction Skill can deal with bureaucrats, cut through red tape, and extract information from bureaucracies. He also knows the right people to talk to (for just about anything) and how to reach them. Bureaucratics comes in handy when characters need travel papers in a foreign country, go through Customs, have to arrange an appointment, and so on.
    Bureaucratic procedures usually take time, from several hours to several days. 
     
    Whilst it may not be immediately intuitive, canvassing witnesses for information is mainly an exercise in repetitive paperwork and organisation, with some social  and background skills thrown in.  I reckon what you are after is, in fact Bureaucratics with AK: City / PS: Police Work / Conversation / Streetwise as complimentary skills.  It can take time, sometimes a lot of time, but a good roll may cut that time down on the time chart considerably.
     
    Once you have gathered the information, that is when the Deduction comes in handy

    Self-Inflicted Damage: This is a rule I adapted from the original (pre-4th Ed.) HERO sourcebook, The Golden Age of Champions. As it stands now the HERO rules make no provision for someone striking a hard, unyielding object with a part of their bodies and injuring themselves, like punching a stone wall, which would often occur in real life. Strictly by the rules as currently written, a human being could eventually beat a car into scrap with his bare hand.  This rule is intended to create a more realistic situation for people who prefer that in their games.
    Whenever a character strikes a "soft" target without Resistant Defense, like normal human flesh, he never takes damage from the attack himself. When a character strikes an object with Resistant Defense (which most inanimate objects have, and even some characters such as those wearing armor), he may suffer STUN and BODY damage up to the maximum rolled for the attack. The character's own applicable Defenses would reduce this damage. If using the optional Hit Location rules, the damage can be modified by the multipliers for the Hit Location of the body part you used to strike with.
    If the Body damage the character rolls is higher than the Resistant Defense of the object,  and enough to destroy all of its remaining BODY after subtracting its DEF, or do Knockdown or Knockback to the target, the character suffers no damage from the attack himself.  If the character rolls more BODY Damage than the Resistant DEF of the target, but not enough to destroy all its remaining BODY, and does no Knockdown or Knockback, he takes half the damage from the attack, reduced by his total applicable DEF. If the character doesn't roll more BODY Damage than the Resistant Defense, and does no Knockdown or Knockback, he suffers the full damage himself, minus his total applicable Defense.
    This is a useful rule to explain how trained martial artists can break boards, concrete blocks etc. without breaking their hands, feet etc.  It can also work as a weapon-breaker, with the damage being inflicted to the weapon a character strikes with, or a weapon used to block an incoming blow, instead of his own body.  It works for any object with Resistant Defenses, without the need to stat out a Damage Shield for every wall. It could also apply to that classic scenario of a normal person striking a superhuman with "skin of steel" and injuring his hand. As an optional rule for "normals" as opposed to supers, it helps distinguish the two in a superheroic campaign.
