Dead is dead in my own FH campaign as there were only two gods in the world, when people who were worshippers of these gods die, would have their souls go either to the sun that resembles the positive energy plane of you know who or the negative energy one (called the void). The souls of the first plane gets transfered into sunlight and power good aligned magic while the second plane's souls change into necromantic energry which is sent to the world and rises the dead or power evil spells. Atheists would just have their souls split into two and sent to both planes fully aware before they are transformed.

Someone with either LS: No need to breathe or Immunity to Cold or high pressure or can simply just breathe underwater, who could create nets (Entangle), a gadget vpp to handle repairs or even one who can cure seasickness (Aid?)

Of course since Shape Shift only gives you the appearance of the animal, not its abilities. Check out the character Menagerie from the Champions Solo Villains book.

Seeing Kickass 1 and 2 made me realize colorful costumes ain't going to cut it if you're the only one dressed as a circus clown while the normal clothes wearing criminals are looking at you laughing with their iPhone cameras sent to YouTube. Powers be damned.

You could have a televised event where the Ultimates (or another supervillian team of your choosing) instead leaving a crime scene, just stood there laughing at the authorities' (and PRIMUS) attempt in capturing them.

They could have gone through The Time of Crisis and just were stranded here by Omega. Having a couple of bad guys from their world is okay but the entire Crime League stuck with the FL is too much.

Good point, I've forgotten about Broadwalk Empire so making a pulp action series isn't beyond what the cable networks can do.

I would combine Boom Town and Villain Ville ala Emerald City or even Arroyo Verde (from San Angelo) but some of the PCs might part of the "status quo" of villains running the show until they reformed. Heck, it might not even be supervillains but an organization like Viper. A company town run by them is very scary.

I remember either a comic or a novel a while ago that had The Shadow and his agents fight Doc Savage and the Five because of Doc's little surgical operations in "reforming" criminals regardless of anything was ever proven of their guilt.

Superheroes never get old, they become classic.
