    Duplicate as written makes sense for, say, a villain with a cloning machine Usable As Attack and built from a VPP for Evil Gadgets of the Month to be disposed of when his scheme is complete, who then decants a copy of a politician and messes with the laws, or a corporate officer and embezzles a load of cash, or a hero and proceeds with the standard reputation-blitz and mirror fight, but doesn't fit the "easy come, easy go" mook horde duplicator type at all - you'd be better off refluffing a speedster and swapping the actual movement power for a big chunk of Stun/Body so he can soak lots of hits "with disposable copies"  and maybe END/REC to spam a lot of powers per round. Which, yes, works, but  not too well and feels like a backwards work-around compared to flipping straight to the power whose actual name is what you want to do. Having multiple rules options for any IC SFX is one of the system's biggest strengths, but can also be very obtuse and confusing when you just want to do the thing and not mess around trying to be clever about it. Arrrgh...
     
    Your borderline-abuse example is why requiring that the most expensive form be considered the base for Multiform makes sense - though Champions Complete does specify that to qualify as a "lesser" cost character, it must be lower than the base character's cost minus the points spent on Multiform, probably specifically to head off that kind of trick.

    I do both firearms and 3D printing. There are a number of ways to 3D print such as FDM, (Filament Deposit Method), DLP, and various laser and powdered
    metal techniques. Generally, you would run into three types of 3D printed guns.

    The first is the glorified Zip Gun. This will be a 3D printed frame holding together an assortment of Hardware store parts and pieces to perform the task of putting a projectile down range with a minimum of cost and accuracy. failures tend to result in the gun either failing to fire, or a detonation in one’s hand. I’d say a -1 OCV, and takes a full phase to Unload and reload. They tend to be single shot and in rare cases, double barreled and are usually ambush or intimidation weapons. 
     
    The second are plastic printed frames to hold together ‘deactivated’ parts kits, or non- controlled gun parts into a working firearm. These take a bit more skill to assemble but produce field ready results. The designs are iterative, so they get better over time. They will be unserialized “ghost guns”. Failures On these will be misfires and parts breakages due to heat and wear (stretching). 3D printed plastics are heat sensitive unless you have specialized equipment, but hobbyist printers can perform the work with the necessary precision and materials to make the firearm work. There is aa active community trading tips and help to improve designs and testing. 
     
    The third type is using industrial metal printers to print firearms. Pieces like chambers and barrels, springs and fasteners are produced using traditional industrial methods, but the metal printers can produce finished parts without voids
    or serious internal flaws. The machines are prohibitively expensive, and the companies that produce them do not want them used in arms manufacturing, but the files to do so are freely traded. No telling what might be produced natter hours at an Aerospace factory. Failures from this type are the same for a standard firearm.

    There was a story about Iceman, I forget the details, but he was on a college campus. There was an ice sculpture display of heroes and villains. The guy that was looking for him passed 2 Iceman sculptures in the display. Then Bobby attacked.

    Converting standing water to ice is exactly that...just SFX.  What you have to consider is...SFX for what?
     
    --Change Environment (make a surface slick, imposes movement and DEX skill penalties)
    --Entangle
    --HA (an ice staff) or HKA (ice spear)
    --a water-based Blast would probably have Red Pen;  an ice-based Blast might not
    --and an ice-based ranged attack might be an RKA, if you can shape the projectile sufficiently finely, into, say, a spearhead form

    I agree with the above. Just build the powers as normal with the SFX of "Water/Ice" and a limitation that there must be a large enough source of water close by. And then for attacks maybe they have Indirect applied to them so the direction of the attack is from the water source (so if there is a river behind the opponent and the PC uses a Blast (water) attack on the opponent it would hit the opponent from behind (the source of the water).

    Hmmm... Interesting. 
     
    I think what you would need to do is first create one guardsman. That way you have a base point/stat/damage/defense/skills, etc... A single guardsman would obviously be built on quite a few less character points then a normal PC. For example, if it is a 275pt campaign then a single guardsman might only be a 120pt character or something. 
     
    Then with that single guardsman made, I would start to add points and abilities to him/her to simulate being a full unit. I can't remember what the rules are for characters combining their STR to lift things but it might be 4 max? anyway, 4 max would equate to having +10 STR to the base character, so give him +10 STR (with the limitation requires a Teamwork skill roll, which represents members of the guardsmen working together). Extra SPD (above campaign limit) to simplify/represent team members acting a different times. Even in a ten man unit not everyone would be attacking ever turn as some would be reloading or recovering or ducking for cover or covering the rear, etc... so you wouldn't need a 10 SPD or anything but maybe 5 or 6.
     
    Then other things I can think of: Overall skill levels to represent "group thought on stuff", Extra Background skills to represent the different group members, Extra BODY that is Ablative to represent members dying maybe. Defensive Maneuvers to represent some squad members always covering the rear, etc... 
     
    Maybe build all the "extra" group bonuses as costing END, built into a multipower, and fed only by an END reserve which can only recover back at HQ or military base. This END Reserve is linked to BODY or something and goes down as BODY is lost to represent team members dying and eventually you'd be down to one guardsman, the base character, without all the extra stuff since it is one man in the unit left. Since it can only be recharged back at base that represents getting new team members added to the group. 
     
    Hardest part would be scale/movement on maps, etc... 10-team unit would take up a lot of hexes. 
     
    Also maybe some complications like extra damage from area of effect attacks, not being able to dodge/dive for cover (some "members" might, but not all could, so you'd take damage from it and maybe lose a team member) , penalties to Stealth rolls as it is always a large group. 
     
    Maybe Stretching to represent one member going ahead to scout to attack someone hand to hand. 
     
    these are all off the top of my head. If I think of other stuff I'll post again.

    That might be one  answer, but it's mostly how the situation is set up.  if Freak is an assigned target, then that would be it, pretty much.  With a sniper rifle, car bomb, ect., typical spy stuff.  If he's not a target, and Freak is an encounter, Felix does not have a lot of  serious complications other than a 2x's effect from sonics and Flashes. He's fairly though not entirely seamless. He's also a chew toy, in that in that you can land all sorts of hits and punches into him, with satisfying results, but he just keeps getting up again. (or did in the old 4e days, I haven't actually played him in a 6e game.)

    In the Silver Age he used to compress his Clark Kent clothes down to wafer size and keep them and his glasses in a pouch in his cape. They were treated with a special chemical to keep from wrinkling.  That’s why his suit was always blue, shirts white and his tie red.
        The belt buckle contained his JLA communicator.

    You're looking at needing a bunch of different things. 
    "Name, Title": Detect Biographical Information, Discriminatory, maybe Analyze. 
    "Level": Detect Generic Level of Power, Discriminatory.  Also need a long conversation with the GM to figure out how that works.  Does giving a person a blaster increase their level?  What about power armor?  So on and so forth. 
    "Brief description of their attitude toward him": This is Telepathy.  You don't do mind-reading via senses. 
    "Current status effects": You'd have to define what a status effect is in HERO terms first. 
    "Stats": Analyze on Detect Generic Level of Power, assuming your GM lets you buy this.  I wouldn't. 
     
    But really, talk with your GM about this.  They're the one to speak with because they might have opinions and insights on the subject none of us here would.  And anything we say is useless if your GM disagrees.

    I had basically the same idea, and like you, I also never got around to writing him up.  I imagined him as a character who could build walls, tools, structures, and even minions out of Legos.  I confess, though, I only conceived of the powers and name.  I never considered any kind of origin like you did.
     
    You guys reminded me of a few others:
     
    1. Asylum
    An old friend wanted to run a high-level campaign set in space, with higher points and I was struggling to come up with an idea.  One of them was Asylum.  Basically, he was a psionically-empowered counselor on an orbital space station that functioned as a mental asylum.  Some kind of disaster or attack occurred, which destroyed the space station, killing everyone in the asylum except the psionic counselor.  In the instant before their deaths, the psychic death-cries of 6 of the inmates deeply imprinted themselves on the counselor's psyche.  Now, the ghosts of those inmates live on, within the counselor's mind.  He is able to transform his body into each of them, calling forth whichever form would be needed.  I don't recall all of them, but generally they were 200-300 point forms, so none were spectacularly powerful, but each had their own specialty.  I remember one was a female with an prodigious mechanical aptitude.  The chief one, though, was a demonic being who could permanently drain 1 point of body from victims.  Calling him forth would always be a desperate prospect because his interests didn't match the benevolent interests of the rest.  I do not recall the other forms.  I did an initial write-up, but I am pretty sure it was never completed and certainly never played.
     
    2. The City in My Eye
    For the same high-leveled space campaign as above, I ended up landing on this concept which I did write-up, but never got around to actually playing.  A highly sophisticated and advanced colonial space empire was facing an inevitable disaster on their sacred homeworld.  Their planet was going to die and there was nothing within their powers they could do to stop it.  Their only hope was an exodus, but they loathed the idea of leaving behind the priceless and perfect art and architecture of their sacred cities.  They could not bear to see them destroyed.  A very weird idea offered some hope.  They had mastered astonishing shrinking technology and considered that they could shrink entire cities, but there were two practical hurdles involved: the process was one-way, with no way to grow the cities back to their original size, AND the weird energies required to maintain the cities would quickly destroy them.  A solution to this problem came from an unexpected corner of their colonial empire.  The primitive people of a planet under the control of their empire happened to have an unusual biology that could absorb the precise energies needed to maintain the cities in their shrunken states.  Select members of the primitive race were captured and each had one eye removed.  In its place was an orb containing one of the shrunken miraculous cities of the doomed homeworld.  The natural biology of the primitives could then safely absorb the weird energies and maintain the cities indefinitely.  A by-product of this process granted energy powers to the host, who could use them to make force-fields, to fly, and to emit energy blasts.  So, functionally, the Champions character would be a member of the "primitive" race who was an energy projector character.  He could communicate and receive advice from the City Council, who resided within his eye.  I imagined the dynamic would be interesting.  The host character was a good and simple man whose life is devoted to keeping this city alive, despite the obvious prejudices they had against his people.  The citizens of the city were smarmy and full of themselves but ultimately understood that they couldn't truly call the shots anymore and their survival now counted on the survival of a person whose race was once viewed with disdain.
     
    3. The Pelican
    In my current campaign, a buddy of mine wanted to make a guy who could stretch his jaw out into something akin to a pelican's bill.  I bought the bill as an extra limb, since he envisioned it granting a grab ability that a normal mouth couldn't normally perform.  Then we bought the pelican scoop as an entangle from which the Pelican character would take full damage from attacks against.  It's kinda weird.  
     
    4. Old Bean
    The same guy who is playing The Pelican wants to run a few scenarios, so he has instructed me to make a character.  I told him a few of my ideas and he told me the one that fits best for what he wants to run is my Old Bean concept.  In most functions, the character isn't particularly a weird concept - he is like a John Steed-style secret agent, very sophisticated and over-the-top.  He has one weird power, though: he can detect coffee.  At first I imagined this as a pretty trivial power, but when I bought it with telescopic, penetrative, discriminatory, and analyze, I think it could be handy on occasion.  Approaching a building my team is investigating, Old Bean could use his Detect Coffee ability to see if there is any coffee within, but also where it is in the building, whether or not it has been brewed, how old it is, and what quality of coffee it is.  This could give some valuable tactical information.  He would have an idea where kitchens and break rooms are likely located before he could see them.  He would have an idea if someone was currently drinking coffee or if they had some time ago, which could provide information about location and activity for stake-outs and guard-posts.  Finally, recognizing the quality of coffee has the potential to share information about the sophistication and/or wealth of people within a building.  Cheap, pencil-shaving coffee is consumed by some folks and fancy, exotic beans are more often purchased by discriminating customers.  I realize I spent too much on a power that will only be useful in particular circumstances, but I love the flavor of it (pun intended).

    So I'll start right off with the elevator pitch:
     
    Scorch is a ghost. Previously the fire-using heroine Firebomb (F-Bomb to certain close friends) she overloaded her powers to create an explosion big and hot enough to immolate a cloud of airborne bio-warfare nastiness when a certain villain's plot was not quite foiled in time, her only remnant a shadow etched into the sidewalk and up a wall. Some time later, however, that shadow peeled away... and Summer awakened to find herself in a strange twilight existence, less than paper-thin and able to stretch long distances like, well, a shadow on the wall. Despite this mostly immaterial nature she still interacts normally with the physical world, and can even be hurt by normal means. The only vestige of her former powers left is the ability to make herself burning hot, and sometimes burst into flame at moments of stress. Not that she lacks for stress, looking for her place in a world that knows her former costumed identity as a martyred hero, and no longer able to just take off the costume and be another civilian.

    I think this is probably the weirdest character concept I have ever had, or perhaps tied with Ten-tickles Therapist, a stereotypical H-anime tentacle alien who's actually just a sports medicine and massage specialist who crashed on earth after a hyperspace accident. F-Bomb was the character I made to try out Champions Online's fire blaster F2P character class, a tall black woman in a typical skimpy flame-themed uniform with an orange domino mask, a big also-flame-colors afro, and an F-logo belt that's one of the Foxbat costume parts you can get during the annual week-of-April-1st special event. Naturally, the whole character design grew out of trying to come up with something to do with Foxbat's stupid belt

    I was specifically thinking of the bizarre and sickening visual of a giant using a full-sized dead person as his marionette. Maybe more gruesome if he pulls another dead body marrionette out of his pouch or picks up a dead body off of the battlefield and tucks it into his pouch "for later".

    This is Champions.  Forget the Growth, give the partner lots of DEX, at least 20 STR TK usable only on Dead and Buried Man invisible power effects, and possibly PS: Puppeteer.
