    Personally, I would
    1) Check if there was enough knockdown to unseat the character.  If there is, he's knocked off the horse.
    2) Run a presence attack on the horse.  If the horse is surprised enough, it bolts or does something requiring a ride check.  The rider stunned, fails and falls off the horse.  Since this is simply a sniping situation, it's unlikely that the sniper wants to make it big and flashy, so about half his presence would be enough.  A 15 PRE would do 1 1/2d6 presence attack against a simple riding horse (which I think is a 8 PRE).
    3) If the rider is in a saddle and stir ups, he should stay on.  Otherwise probably a Con or Riding roll to stay slumped over the horse while it's still moving each phase.  There would probably be a penalty of -1 per 5 stun past stunning and another -2 if they are 0 to -9 stun.  If they are farther unconscious, they fall.
     
    Again this is just what I would do.  YMMV.

    So, who is going and what are they running if they GM?  HERO, obviously right?

    From 6E2P54:   Hand-To-Hand Combat (“HTH Combat”) is combat between two characters who are within Reach of one another. A character’s Reach is 1 meter around himself — about the length of an ordinary human arm, with a little extra space to allow for the minor movement that occurs during any combat situation. Some Powers or abilities increase a character’s Reach, as can using a long weapon (see 6E2 201). HTH Combat usually involves punching or melee weapons such as swords, not attacks that work at Range (such as guns or Blasts).
     
    If you are using 1-meter hexes, I interpret this to mean that HTH combatants can be 2 hexes apart, since each combatant will have a 1-meter reach.

    Just my $0.02:
     
    I find it depends on the story you are telling.  If you are telling a story like "Xena: Warrior Princess", where the hero always has their trade marked sword, staff and chakra, then it makes sense that they should buy the items.  If you are doing a more traditional RPG style approach (especially those which promote murder hobos), then the building of the weapons is not necessary so long as you have a good idea of how powerful the items are relatively to each other.

    I forgot one last item.  I print sheets for the villains to be thrown away or put in sheet protectors for wet erase marking.  Then when they recover or lose stun/end, I just write it on the sheet.  When a power which uses charges is out, I cross off that power.  I also sort the villains based on the trip sheet.  This only really becomes a problem if there are a lot of villains, but I seem to handle up to 6 fairly well.

    I haven't found the doubling max of HKA removal as problematic.  Actually, there are now less swords in my Champions doing 3d6K as focuses.
     
    Side note: I've generally found HERO works best between 8-12 DC and about 6-10 CVs.

    I think they should look into doing more kickstarters for updated versions of the 6e books and/or Champions Complete. 
     
    I think Paizo has the correct model for the business.  HERO should do the same for Champions but not Fantasy Hero (as most fantasy supplements from other games can and will undermine FH sales).  I think the Champions line has such a strong following and presence in the market place as to dominate the market place.
    Create and publish the core books then add supplemental books to drive the market and keep the game relevant and alive.   Publish Core books with corrections as need demands.  Keep stock low but available or possibly only print once every 10 years or so after older used stock gets beaten up by their owners. Publish modules in an overall arc, then bind the arc to make an adventure path with some new material. Create a pre-painted miniatures line for the adventure path.  Random blisters pack can include well known existing Champions villains and NPCs. Create printed poster sized maps for the adventures. Support a community of gamers to keep games being played and standardized. (i.e. Pathfinder society)

    My rule of thumb is powers do not require an attack roll against an unresisting target.
     
    It's only if the target is resisting your power that an attack roll may be required.

    Another way to do this is to make the poison an NND and add another defense in that the killing attack needs to do 1 Body to the target in addition to the defenses like LS:Poison immunity.
